Hagstrom King Park Tree Donation
It was a beautiful day to plant a tree at Hagstrom
King Park on Wednesday, July 10th. Each year the
Mendota Heights Moms Club make a donation to
purchase a tree. Their goal is to see trees planted in
city parks, that once matured will provide plenty of
shade for park visitors. Several moms and their chil-
dren were present to watch city staff plant the Red
Oak tree. Thank you Mendota Heights Moms Club!

The Parks Crew finished replacing the hydraulic tank on the Groundmaster. Newly
donated trees from the moms club were planted at Hagstrom King Park. Dead
trees were cut down at City Hall, Hagstrom King Park and Mendakota Park. The
brakes were replaced on the sweeper. Weeds were cut in the parks where
needed.
A bath towel and dental floss were removed from the pump float at the Lildyale lift
station. The Utilities Crew also cleaned the sanitary sewer lines along Eagle Ridge,
and the Eagle Ridge easements.
The Streets Crew did blacktop patching on Winston Court, Winston Circle,
Brompton Place, Sutcliff Circle, and Downing Street. They finished blacktop
patching in the seal coat area. A lot of glass was picked up at Creek and Dodd
Road. Fifteen bags of leaves were picked up on Lemay Lake Road that someone
had dumped.

City Proiects (construction year)
Dodd Road /Highway 110 Intersection Pedestrian Improvements (2013) — A pre -
construction meeting is scheduled for July 12th, and a project schedule will be
published in the coming week. Construction is anticipated to begin on or about
August lst, and is scheduled for completion by September 3rd. A portion of
Interstate Valley Creek Trail northwest of the intersection will be relocated as part
of the contract.
Hunter Lane /Orchard Place Neiahborhood Improvements (2013) — Construction
activity continues on Orchard Place and construction is anticipated to begin on
Hunter Lane in the coming weeks. The stockpiles of material on Hunter and
Culligan will become the base for the new Orchard and Hunter. The stockpile on
Hunter should begin to move in the next couple of weeks. Rehabilitation work on
Veronica, Orchard Circle, Culligan, and Glenhill is expected in late July /early
August. Substantial completion is expected by the end of September with the
assessment hearing in October.
Crown Point & Overlook Neiahborhood Rehabilitations (2013) — This project is
substantially complete. Staff will develop a punch list in the coming weeks, and
the contractor will be repairing the punch list items in August. An assessment
hearing is scheduled for October.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Road (2013) — The trail
has been re- paved, and pedestrian ramps installed. Punch -list items remain along
with some minor landscape restoration. The trail has been re- opened.
Sanitary Sewer Cleaning and Televising (2013) — Work is anticipated to begin next
week. The contractor will be working in the area of the city west of I -35E and
north of Highway 110. Center Pointe Business Park is also included in the project.
Minor traffic impacts should be anticipated.
Mendota Heights Road Sanitary Sewer Force Main Replacement (2013) — Staff
received two proposals from design firms for the design of the force main
replacement. Award of the design contract will be on the City Council's July 16th
meeting agenda. This force main has broken 5 times in the past 6 years and is in
need of replacement. Construction of the replacement could begin as early as this
fall.
Highway 13 Trail Connection (2013) — The City did not receive the DNR grant
money we had applied for, but the City will be moving forward with this trail
construction this summer anyway. The trail will connect Riverside Lane to Lilydale
Road along the south side of Highway 13. Construction is expected in September.

Lexington Avenue Crosswalk (2013) — The crosswalk and island at the Victoria/
Lexington intersection is scheduled for installation in August. Surveyors have
marked the area and utilities have been located. Specific schedules will be posted
as they are planned.
Delaware Avenue Guardrails (2013) — Guardrails along both sides of Delaware
Avenue, between Highway 110 and Interstate 494 will be installed this summer.
County maintenance crews will be doing the installation and they are scheduled for
installation in July /August.
Dakota County Greenways Initiative — Dakota County is working on a County -wide
greenway initiative to provide trail routes throughout the County that are
separated from roadways. The Greenway Initiative Project Manager will be
attending a City Council workshop on July 16th to review the program with the City

Fireworks Wednesday 2228 hours
Officer Todd Rosse responded to a home that was shooting fireworks. Officer Rosse
spoke with the homeowner who quickly agreed to not shoot anymore fireworks or they
will receive a citation. No further fireworks complaints.
Neighborhood Watch Wednesday 2243 hours
Officer Tanner Spicer responded to a residence on Gryc Court where a neighbor called in
with concern of a male checking cars with a flashlight The male was then seen going
behind another home. Shortly after the call, Officer Todd Rosse responded on the radio
that he was out on foot checking the house and cars. Nice job by the neighbor not waiting)
to see if it was a problem. I

Victim wanted a phone call about harassment from an officer. Officer Tanner Spicer I
listened to the complaint about the victim's "baby daddy" wanting his money back. After
speaking with both 1/2's of the dispute, Officer Spicer concluded there was no connection
to Mendota Heights and the callers had already reported to Minneapolis PD and I
Farmington PD. No report. I

Fraud Friday 0956 hours I
Sgt Neil Garlock met with a victim of identity theft in the lobby of the MHPD. He I
learned the man was the victim of some fraudulent transactions after traveling out of the
country. Investigator Chad Willson began looking into the case which was then handed
oft to Fort Myers Florida PD. Referred.
DAR / No Ins / Warrant / DAS Friday 1815 hours
Officer Peyton Fleming observed an occupied van in front of a business that has been
closed for several months. As he observed the van he also spotted two occupants who had
exited the van and switched positions inside the van. As they drove oft, Officer Fleming I
ran the license plate which showed the R/O was revoked and had an active arrest warrant.
He caught up with the van pulling in behind it. The driver was ordered back into the car
while the passenger was ID'ed as the R/O. They were then removed from the car, patted
down and handcuffed while awaiting the warrant confirmation. The driver was ID'ed
after the passenger was secured. The current driver could not provide proof of insurance
and their license was suspended. Citations were issued and the driver was released to go
to an (ATM) where enough cash was taken to bail the wanted R/O out. A court date was
provided in Hennepin Cry and everyone was released at the scene.

Civil Assist Saturday 1305 hours
911 cell phone caller reported they were following a U -Haul van full of stolen property.
The dispatcher reported lots of screaming and hollering going on in the back ground of
the call. The caller continued to follow from Hwy 13 & 135E to the SA at Lexington &
Hwy 55. Officer Peyton Fleming was first on the scene and after separating everyone, it
was learned there was no crime involved. It was in fact a domestic situation that was not
going well in the City of St Paul en route to Bloomington. After verification of the facts,
everyone was sent on their way. I�

I Help the Dakota County Public Health Department conduct an
emergency exercise at Sibley High School on Friday, July 26. .T
"Operation Big Box" will test plans for setting up a medication center,
or Point of Dispensing (POD) site, where county residents would
pick up medicine during a disease outbreak. We need at least 200
volunteers to help us learn how to best manage the large volume of
people who would come to the POD in a real emergency.

2. You will receive reminders and additional instructions by e-mail prior to the event.
3. On July 26, please arrive at Sibley High School between 11:00 and 11:30 a.m.
4. At an 11:30 a.m. briefing you will receive information about your role.
5. You will be given an empty medicine bottle that will not contain any medication.
6. We will likely ask you to go through the line a few times before the exercise ends at 2:30 P.M.

4. Wear comfortable shoes and dress for the weather since you will spend time standing in line
and may spend some time outdoors.
5. You will not be able to store your belongings at the school, so please minimize what you bring
and have a comfortable pack or purse with you.

August 3V 2000 at 2:22pm, Corporal Ted Foss of the Minnesota State Patrol initiated a routine traffic stop for a speed
violation on Interstate 90 near Lewiston, MN. As Foss was standing on the shoulder, a passing semi -truck veered off the
roadway and collided with the squad and stopped van. Corporal Foss was killed upon impact, and the stopped vans
occupants were injured but in stable condition. They were later released from the hospital.
Corporal Foss was 35 years old and a 14 year veteran with the State Patrol. Foss was survived by his wife and two young
children.
The truck driver was charged with 8 misdemeanors including reckless and inattentive driving.
Due to the tragic crash and in honor of Corporal Foss, Minnesota State Legislature enacted the "Ted Foss Move -Over Law"
in 2002. The law was designed to help protect emergency personnel from these types of rapidly increasing and preventable
incidents.
Minnesota State statute 169.18 subdivision 11 reads:
When approaching and before passing an authorized emergency vehicle that is parked or otherwise stopped on or next to a
street or highway having two or more lanes in the same direction, the driver shall safely move the vehicle to the farthest lane
away from the emergency vehicle, if it is possible to do so.
If you cannot safely move over due to other traffic at least reduce your speed. Included vehicles covered under the law are
ambulance, fire, law enforcement, and maintenance /construction vehicles. Failing to take these actions endangers all
emergency personnel and will result in a moving traffic violation.

Xcel Energy warns Minnesota customers about billing scams
MINNEAPOLIS -- Xcel Energy is warning customers of increased incidences of scams
targeting residential and business customers. Siunce January, more than 120 scams have been
reported in the utility's Upper Midwest territory. The scams typically involve attempts to
illegally obtain payments for fictitious utility bills.
Individuals impersonating Xcel Energy employees or collection agency personnel are
using a variety of techniques to gain access to customers' funds, usually by indicating a
customer has an outstanding debt and is about to lose service:
•
The impersonator directs tine customer to go to a local retailer and purchase a pre-
paid cash card. The impersonator then persuades tine customer to provide tine card
number over the phone.
• Impersonator requests payments over tine phone by credit card or personal check.
• Impersonator provides a fake employee name and /or a fake ID number, and offers
to come to the customer's residence to pick up the payment
• Impersonator arrives at a customer's home and tells tine customer tlnat tine meter is
broken and immediate payment is needed for repairs.
Xcel Energy reminds customers to only use authorized methods to pay tlneir bills. Credit
card nnunbers and any personal information should not be provided to suspicious callers.
Affected customers should call Xcel Energy customer services at 1- 800 - 895 -4999 and report
any scaxmning incident to tlneir local police departments.
Xcel Energy is also recommending tlnat if a customer has given credit card information
over tine phone to someone posing as an Xcel Energy employee, tine customer should call his
or her credit card company and follow the credit card company's recommendations.
