Minutes of the Special Council Workshop
Held Tuesday, October 30, 1990
Pursuant to due call and notice thereof, the special Council
Workshop of the City Council, City of Mendota Heights, was held at
7:30 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
Mayor Mertensotto called the meeting to order at 7:30 o'clock P.M.
The following members were present: Mayor Mertensotto,
Councilmembers Anderson, Blesener, Cummins and Hartmann. city
Administrator Tom -Lawell and Councilmember Candidate Jill Smith
were also present.
COMPARABLE WORTH
ADJUSTMENTS
Mayor Mertensotto asked for a summary of the topic
to date. Administrator Lawell responded by
providing a recap of the Council's prior
discussions held September 4, 1990 and October 2,
1990. Administrator Lawell reviewed the structure
of the City's existing personnel and position
classification system, and explained its roots in
the Comparable Worth/Pay Equity framework which
developed in 1985.
Council reviewed a scattergram of the City's
personnel system and discussed the position
classification system and pay matrix as it affects
three current City employees - Guy Kullander,
Klayton Eckles and Kevin Batchelder. Questions
regarding retroactive pay adjustments and placement
on the pay matrix were raised and discussed.
Specific circumstances regarding each of the three
employees were discussed. In addition, Council
discussed the issue of department head compensation
as well.
Based on the conversation conducted, Council
requested that formal action on pay adjustments for
Mr. Kullander, Mr. Eckles and Mr. Batchelder be
scheduled for the November 6, 1990 Council meeting.
DISCUSSION OF
LABOR NEGOTIATION
ISSUES
Council discussed the upcoming labor negotiation
sessions with our Public Works and Police officer
employees. Both contracts expire on December 31,
1990. Council discussed the settlement parameters
which are generally acceptable and directed staff
to meet with the bargaining units to initiate the
discussion.
COUNCIL COMMENTS
Council briefly discussed recent communications
from Centex Homes and a draft compromise plan for
the Southeast Area which Centex wishes to have
considered. Council suggested that the plan be
reviewed by the Planning Commission at its next
meeting. Council was also made aware that Centex
intends to meet with interested area neighbors to
present the new development concept prior to the
Planning Commission meeting.
ADJOURN There being no further business to come before the
Council, Councilmember Cummins moved that the
meeting be adjourned.
Councilmember Anderson seconded the motion.
