Minutes of the Regular Meeting
Held Tuesday, January 5, 1993
Pursuant to due call and notice thereof, the regular meeting of the
City Council, City of Mendota Heights, was held at 7:30 o'clock P.M.
at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota.
Mayor Mertensotto called the meeting to order at 7:30 o'clock P.M.
The following members were present: Mayor Mertensotto, Councilmembers
Huber, Koch, Krebsbach and Smith.
OATH OF OFFICE City Clerk Swanson administered the Oath of
Office to Mayor Mertensotto and Councilmembers
John Huber and Sandra Krebsbach.
AGENDA ADOPTION Councilmember Smith moved adoption of the
revised agenda for the meeting.
Councilmember Koch seconded the motion.

APPROVAL OF MINUTES Councilmember Smith moved approval of the
minutes of the December 1, 1992 regular
meeting with corrections.
Councilmember Koch seconded the motion.

Councilmember Smith moved approval of the
minutes of the December 15, 1992 regular
meeting with corrections.

CONSENT CALENDAR Councilmember Krebsbach moved approval of the
consent calendar for the meeting along with
authorization for execution of any necessary
documents contained therein.
a. Acknowledgment of the Code Enforcement
monthly report for December.
b. Adoption of Resolution No. 93 -01,
"RESOLUTION ESTABLISHING 1993 CITY
DEPOSITORIES OF FUNDS."

c. Adoption of Resolution No. 93 -02,
"RESOLUTION ACCEPTING PLEDGED SECURITIES
FOR 1993.11
d. Approval of a sign permit for Sign Art to
allow installation of a 12 square foot
sign above the main entry door and a 23.42
square foot awning sign at the firm's
building at 2170 Dodd Road.
e. Approval of the Joint Powers Agreement
Amendment for Community Landfill Abatement
Funds in 1993.
f. Acknowledgement and consent for the
redistribution of the principal amount of
the green acres deferment against the Dr.
James Olin property.
g. Acknowledgment of the City Council regular
meeting schedule for 1993.
h. Acknowledgment of a summary of 1992
Planning Commission activity.
i. Acknowledgment of a notice of water rate
increase for 1993 from the St. Paul Water
Department.
j. Approval of the Public Works labor
agreement for 1993/1994.
k. Authorization for the purchase of two 1993
Ford Crown Victoria unmarked squad cars
through the state contract for a cost of
$27,105 less the trade -in of a 1987
Chevrolet and 1989 Ford for $7,200, the
cost to be financed by $13,500 budgeted
for the purchase in 1993 and the surplus
amount for 1992 dispatching.
1. Approval of the list of contractor
licenses dated January 5, 1993 and
attached hereto.
m. Approval of the list of claims dated
January 5, 1993 and totalling $113,785.94.

ACTING MAYOR Councilmember Koch moved to appoint
Councilmember Smith to serve as Acting Mayor
during any absences of Mayor Mertensotto in
1993.
Councilmember Huber seconded the motion.

HEALTH OFFICER Councilmember Krebsbach moved to reappoint Dr.
Thaddeus Chao as Health Officer for 1993.
Councilmember Smith seconded the motion.
Ayes: 5

NDC -4 REPRESENTATIVES Councilmember Krebsbach moved to reappoint
Councilmember Smith as Council's NDC -4
representative through March 1993 and
Councilmember Huber as alternate
representative through March, Councilmember
Huber as the Council representative from
April, 1993 through December, 1994,
Councilmember Smith as alternate
representative from April, 1993 through
December, 1994, and to reappoint Ron
Rogoscheske to a two -year term as the citizen
representative to the NDC -4.
Councilmember Koch seconded the motion.

OFFICIAL NEWSPAPER
Councilmember Smith moved to designate the Sun
Current as the city's official newspaper for
1993.
Councilmember Koch seconded the motion.
Ayes: 5

DAP /HRA APPOINTMENT
Councilmember Huber moved to appoint
Councilmember Koch as the city's
representative to the Dakota Alliance for
Prevention and to reappoint Councilmember Koch
as the city's representative to the Dakota
County HRA.
Councilmember Smith seconded the motion.
Ayes: 5

COMPREHENSIVE PLAN
Council acknowledged and discussed a memo from
Engineer Klayton Eckles recommending that
Council schedule a Planning Commission hearing
for a proposed amendment to the Comprehensive
Plan to incorporate NURP Pond Standards, Use
of Best Management Practices for erosion

control, and DNR Shoreland Requirements into
the Plan.
After brief discussion, it was the consensus
that staff be directed to refer the matter to
the Planning Commission for their
recommendation to Council on a hearing date.
ADJOURN There being no further business to come before
the Council, Councilmember Krebsbach moved
that the meeting be adjourned.
