Mayor Mertensotto introduced this item and stated
that the focus of the survey is to help Council
decipher community concerns regarding the MnDOT
proposal to turn back the Highway 149 right -of -way
in central Mendota Heights. Mayor Mertensotto
stated. that Council's concern is north /south
traffic access and pedestrian safety and that the
purpose of the survey is intended to poll the
community on the various options for the future of
this area.
Mayor Mertensotto stated the City had to answer
MnDOT on whether the City had a roadway purpose for
the right -of -way or not. The City Council
discussed the intent of the survey and stated they
felt there was a misunderstanding among the public
that they were promoting a "downtown concept ".
City Administrator Lawell described the process
under which the questionnaire, or survey, would be
put together and that tonight's workshop was to
provide direction to Decision Resources, Ltd. on
formulating specific questions for the survey.
The City Council discussed the philosophy and
direction of the survey and possible questions to
include. The Council discussed outlining the
options available to the residents and the need to
highlight the trade offs of each option and the
possible cost impacts. The Council discussed the
need for a position paper to clarify the Council's
rationale for proceeding with a survey, the
complexity of the issues and the value of such a
study.
City Council directed staff to prepare a Survey
Mission Statement with respect to the Dodd
Road /Highway 110 area and the MnDOT turnback. This
position paper would be used to direct Decision
Resources, Ltd. in survey preparation and would
help clarify the issues involved to the general
public.
AIR NOISE ADVISORY COMMISSION
Following a brief discussion, the City Council
directed staff to prepare an Ordinance to form an
Air Noise Advisory Commission, similar in nature to
the current Planning and Parks and Recreation
Commissions. This draft ordinance is to appear on
Council °s April 20th meeting agenda for
consideration.
Council directed that this Commission consist of
seven members with overlapping terms of three
years. This would be a standing Commission whose
function would be to advise City Council on airport
and air noise related issues. Council directed
that this Commission not be formally connected to
M.A.S.A.0 representation.
Council discussed term limitations and did not want
term limits formally written into the ordinance.
Council stated an unwritten rule of thumb has been
a three term limit.
City Council directed staff to place the Air Noise
Litigation Escrow Fund on the next agenda for
consideration on how to proceed.
TAX INCREMENT FINANCING POLICY
City Council tabled discussion of this item for a
later date.

The Council discussed a resolution proposed by the
City of West St. Paul for changes to the Joint
Powers Agreement for operation of the Northern
Dakota County Cable Communications Commission.
