Minutes of the Board of Review Meeting
Held Tuesday, April 20, 1993
Pursuant to due call and notice thereof, the annual Board of Review
meeting of the City Council, City of Mendota Heights, was held at 7:00
o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights,
Minnesota.
Mayor Mertensotto called the meeting to order at 7:00 o'clock P.M.
The following members were present: Mayor Mertensotto, Councilmembers
Huber, Koch, and Smith. Councilmember Krebsbach had notified Council
that she would be late.
BOARD OF REVIEW Mayor Mertensotto informed the audience that
the purpose of the meeting is to review 1993
property valuations, which will be used to
determine 1994 real estate taxes. Mayor
Mertensotto introduced County Assessor Marvin
Pulju and Assistant Assessor Bill Peterson.
He then turned the meeting over to Assistant
Assessor Bill Peterson.
Assistant Assessor Peterson asked the audience
for general questions and explained that
several of the assessor's staff members would
meet with property owners who have questions
about their individual valuations. He
informed the audience that everyone in
attendance should sign an attendance roster.
A gentleman in the audience asked whether
there was an across the board increase in
valuations.
Mr. Peterson responded that the estimated
market values rose approximately 2.5%,
exclusive of any improvements which may have
been made to individual properties. He
explained that the Assessor's office uses a
computer model to recalculate values each year
on every property in the county.
A gentlemen asked how the assessor values new
construction.
Mr. Peterson responded that, with respect to
improvements, the assessors view the
properties and determine the overall

contribution an improvement makes to the
valuation of the property. With newly
constructed homes, size, location, quality of
workmanship, and other characteristics are
taken into consideration.
Assessor Peterson informed Council that about
64 Mendota Heights property owners appeared at
recent open book meetings to discuss their
valuations with the Assessor's staff.
There were no further questions from the
audience.
Mayor Mertensotto informed the audience on the
city's estimated market value for taxes
payable in 1994, and stated that there has
been an overall change in market value of
about 3 %. He reminded everyone present to
sign the attendance roster, and acknowledged
letters received from Steven Olson, 2469
Westview Terrace, Mr. & Mrs. Richard Gabriel,
670 Apache Lane, Mr. & Mrs. Richard Banholzer,
2526 Whitfield Drive, Ms. Patricia Kane, 2491
Pondhaven Circle, and Cray Research, 1440
Northland Drive. He stated that the Assessor
will respond to the letters. Mayor
Mertensotto explained that the Assessor's
staff would now personally meet with all of
the individuals present, and that the Board of
Review would be kept open until the next
regular Council meeting.
It was the consensus of Council to continue to
the Board of Review meeting to May 4th.
