Minutes of the Annual Board of Review Meeting
Held Tuesday, April 6, 1999
Pursuant to due call and notice thereof, the Annual Board of Review meeting of the City Council, City
of Mendota Heights, was held at 7:00 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights,
Minnesota.
Mayor Mertensotto called the meeting to order at 7:00 o'clock P.M. The following members were
present: Mayor Mertensotto, Councilmembers Dwyer and Schneeman.
BOARD OF REVIEW Mayor Mertensotto informed the audience that the meeting concerns
the assessed value of properties for taxes which will be due in 2000.
He explained that everyone must have submitted a letter regarding
their valuation or must sign a register this evening if they wish to
reserve their rights to appeal the valuations.
Mr. Bill Peterson, Dakota County Assessor, stated that the purpose
j of the meeting is to discuss the 1999 property assessments for taxes
payable in the year 2000. He informed the audience that valuation
notices have been mailed to all property owners and open book
meetings, attended by 35 Mendota Heights property owners, were
conducted in Apple Valley and Hastings.
Mr. Peterson informed the audience that the county is required to
maintain a level of assessment between 90% and 100% of a
property's value. Sales of properties in Mendota Heights that
occurred between September, 1997 and August, 1998 were used to
determine the median level. He stated that he believes that his office
has reached a level of 95% of property value in Mendota Heights.
The goal is to take into consideration all factors affecting property
values. The average residential property increase in Mendota
Heights this year was about 5 %. He stated that the Assessors Office,
as required by law, does on -site appraisals of 25% of the properties
in every city in the county each year, and that the CAMA system
was again used this year. He reviewed the mean and median home
values in Mendota Heights along with information on the city's net
tax capacity.
Mr. Peterson informed the audience that attendance at this evening's
meeting or the open book meetings or submission of a letter is the
first step in the appeal process. He stated that the next step is to

appeal to the county Board of Equalization which will be held on
June 7 at the Apple Valley Western Service Center. If property
owners are still dissatisfied, the next step is to proceed to the
Minnesota Tax Court. He informed the audience that after general
questions are received, he and other staff members from the
Assessor's Office will meet with all of the property owners in
attendance to hear specific questions about their property valuations.
Mr. Peterson responded to questions and comments from Council
and the audience.
Mayor Mertensotto informed the audience that Council will continue
to Board of Review meeting to April 20 to allow the Assessor's
Office to submit a follow -up report to the city before the Review
Board is formally closed.
Council acknowledged letters from the following property owners:
Mr. & Mrs. John Wallace, 645 Highway 110; Stanley Haimes, for
Parcel No. 27- 02500- 040 -50; Ted Van, 1885 Hunter Lane; P. James
Taurinskas for Parcel No. 27- 37676 - 130 -01, Bart Schempp, 739
Keokuk Lane, and Judy and Jim Berg, 889 Barbara Court.
There being no further questions or comments, it was the consensus
of Council to continue to continue the Board of Review to April 20
at 7:30 p.m. as part of the regularly scheduled Council meeting.
