2001-04-03 Board of Review minutesPage No. I April 3, 2001 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Meeting Held Tuesday, April 3, 2001 Pursuant to due call and notice thereof, the Annual Board of Review meeting of the City Council, City of Mendota Heights, was held at 7:00 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. Acting Mayor Dwyer called the meeting to, order at 7:00 o'clock P.M. The following members were present: Acting Mayor Dwyer, Councilmembers Krebsbach and Vitelli. Mayor Mertensotto had notified Council that he would be absent. Councilmember Schneeman had notified Council that she would be late. BOARD OF REVIEW Mr. Bill Peterson, Dakota County Assessor, stated that the purpose of the meeting is to discuss the 2001 property assessments for taxes payable in the year 2002. He asked everyone in attendance to sign a roster. He informed the audience that valuation notices have been mailed to all property owners and open book meetings were conducted in South St. Paul, Apple Valley and Hastings. Twenty- seven Mendota Heights residents attended the open book meetings and three letters have been submitted to the city. Mr. Peterson informed the audience that the county is required to maintain a level of assessment between 90% and 100% of a property's value. Sales of properties in Mendota Heights that occurred between October, 1999 and September, 2000 were used to determine the median level. He stated that the median sales ratio is at 95% of property value in Mendota Heights. He stated that the Assessors Office, as required by law, does on-site appraisals of 25% of the properties in every city in the county each year. The Mendota Heights overall taxable value is $1.154 billion. The average increase in Mendota Heights this year is between 11 and 12% but residential properties are limited to an 8.5% tax increase per year. Mr. Peterson informed the audience that attendance at this evening's meeting or the open book meetings or submission of a letter is the first step in the appeal process. He stated that the next step is to appeal to the county Board of Equalization. If property owners are still dissatisfied, the next step is to proceed to the Minnesota Tax Court. He informed the audience that after general questions are Page No. 2 April 3, 2001 received, he and other staff members from the Assessor's Office will meet with all of the property owners in attendance to hear specific questions about their property valuations. Councilmember Schneeman arrived at 7:10 p.m. Mr. Peterson responded to questions and comments from Council and the audience. Acting Mayor Dwyer informed the audience that Council will continue to Board of Review meeting to April 17 to allow the Assessor's Office to submit a follow-up report to the city before the Review Board is formally closed. Council acknowledged letters from the following property owners: Mr. Paul Najarian, 1480 Cherry Hill Road, Mr. Brian Birch, 755 Willow Lane, and Tamara and Karl Trochu, 2095 Patricia Street. There being no further questions or comments, it was the consensus of Council to continue the Board of Review to April 17 at 7:30 p.m. as part of the regularly scheduled Council meeting. Kathleen M.
