2002-04-02 Board of Review minutesPage No. 1 April 2, 2002 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Meeting Held Tuesday, April 2, 2002 Pursuant to due call and notice thereof, the Annual Board of Review meeting of the City Council, City of Mendota Heights, was held at 7:00 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. Mayor Mertensotto called the meeting to order at 7:00 o'clock P.M. The following members were present:, Mayor Mertensotto, Councilmembers Schneeman, Krebsbach and Vitelli. Councilmember Dwyer had notified Council that he would be late. BOARD OF REVIEW Dakota County Assessor Bill Peterson, informed the audience that the purpose of the meeting is to discuss the 2002 property assessments for taxes payable in the year 2003. He asked everyone in attendance to sign a roster. He informed the audience that valuation notices have been mailed to all property owners and open book meetings were conducted in South St. Paul, Apple Valley and Hastings. Twenty -nine Mendota Heights residents attended the open book meetings and two letters have been submitted to the city. Mr. Peterson informed the audience that the county is required to maintain a level of assessment between 90% and 100% of a property's value. Sales of properties in Mendota Heights that occurred between October, 2000 and September, 2001 were used to determine the median level. The median sales ratio is at 95% of property value in Mendota Heights. He stated that the Assessors Office, as required by law, does on -site appraisals of 25% of the properties in every city in the county each year. The Mendota Heights overall taxable value is $1.274 billion. The average increase in Mendota Heights this year is between 11 and 12% but residential properties are limited to a 10% tax increase per year. Mayor Mertensotto stated that his understanding was that there would be a sunset on the limited market value in 2007. Mr. Peterson responded that the maximum the value can increase for tax purposes this year on residential properties is 10 %. Next year that limit increasesx to 12% and continues to increase until the 2007sunset. Page No. 2 April 2, 2002 Mr. Peterson informed the audience that attendance at this evening's meeting or the open book meetings or submission of a letter is the first step in the appeal process. Property owners can, however, bypass all of the steps and go directly to the Minnesota Tax Court. He informed the audience that after general questions are received, he and other staff members from the Assessor's Office will meet with all of the property owners in attendance to hear specific questions about their property valuations. Mayor Mertensotto informed the audience that Council will continue to Board of Review meeting to April 16 to allow the Assessor's Office to submit a follow-up report to the city before the Review Board is formally closed. Council acknowledged letters from the following property owners: Judy and Jim Berg, 889 Barbara Court, and Paul Plunkett, 1556 Park Circle. There being no questions or comments, it was the consensus of Council to continue the Board of Review to April 16 at 7:30 p.m. as part of the regularly scheduled Council meeting. Kathleen M.
