MH Parks and Rec Commission, April 9, 2013, Page 1 MH Parks and Recreation Commission 3-12-2013 Page 1 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING March 12, 2013 The March meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, March 12, 2013 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Levine called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Stephanie Levine, Commissioners Mary McGrory- Ussett, Ira Kipp, Joel Paper, Pat Hinderscheid and Michael Toth. Excused absent: Commissioner David Miller. Staff present: Recreation Program Coordinator Sloan Wallgren, Public Works Director John Mazzitello and Assistant to the City Administrator Jake Sedlacek. Approval of Minutes of February 12, 2013 Commissioner McGrory-Ussett made a motion to approve minutes of the February 12, 2013 meeting; commissioner Hinderscheid seconded the motion. Ayes 6: Nays 0 Introduction of Sloan Wallgren Mr. Wallgren introduced himself as the city’s new recreation program coordinator, having started on Monday, March 4, 2013. Mr. Wallgren has experience in both recreation programming and golf course management. Commissioner Hinderscheid commented that he participated in interviews, was impressed with both finalists, and was very pleased that Mr. Wallgren has joined the city. North Urban Regional Trail Plan Mr. Mazzitello introduced Chris Hartzell from Dakota County who has been providing updates to the public on the process to define routes for the North Urban Regional Trail. Mr. Hartzell provided a presentation on the North Urban Regional Trail, defining five options for trail alignments in the area of Marie Avenue and Delaware Avenue. The county intends to create a Greenway, where trails are located in natural environments rather than along roads. Mr. Hartzell stated that Dakota County would maintain the regional trail and answered a number of questions from the commission. Commission comments on the North Urban Regional Trail alternatives included the following: The county is encouraged to work with School District 197 early in the process. One commissioner felt that Option 3, taking the trail through Dodge Nature Center property was the best route. One commissioner felt that Option 1, placing the trail on the western side of Henry Sibley High School property was the best option. Mr. Hartzell thanked the commission for their time and input, and mentioned that a third open house on the topic will be held on Wednesday, March 27, 2013 at West St. Paul City Hall. Recreation Programming and Facilities Update Mr. Sedlacek reviewed the agenda materials, recognizing Mr. Wallgren for getting our Recreation Flyer distributed to more local schools than it has in the past. Mr. Sedlacek also invited commissioners to attend the Junior Golf League registration on Monday, March 18 from 5:00-7:00 p.m. at City Hall. The commission had questions about the upcoming community conversation on aging – Mr. Sedlacek reported that the event was led by DARTS, and should result in a work plan for the community to plan for the growing number of families dealing with aging issues. The Mendota Heights Parks celebration will be June 1, 2013: Mr. Wallgren reported that the event will feature activities for all ages, including a new attraction - an obstacle course and display by the Army National Guard. Mr. Sedlacek reported that no maintenance requests for parks had been received since the past meeting. Mendakota Park Playground Update Mr. Sedlacek recapped discussion from May 2012, when a presentation was made to the commission on an update to the play equipment at Mendakota Park. The commission recommended that $70,000 be included in the 2013 budget to refurbish the playground. Mr. Sedlacek asked the commission to revisit the issue before issuing a request for proposals on the project. A replacement structure could run in the range of $140,000-$160,000. The commission supported refurbishing the playground, hoping that the project may be completed this spring. Commissioner Hinderscheid made a motion directing staff to develop a request for proposals to refurbish the playground at Mendakota Park. Commissioner Paper seconded the motion. Ayes 6: Nays 0 Commission Comments The commission welcomed Mr. Wallgren to the commission, and wished him well in the new position. Commissioner Paper recognized Terry Blum and all of the ice rink staff for a great season. Many of the popular programs and field trips filled up very fast. We still have room in many of our programs which include: Summer Playgrounds, Field Trips, Safety Camp, Cliff Timm Memorial Fishing Derby, and Tennis Lessons & Leagues. Registrations will continue being accepted online or in person at City Hall. We have collected registrations totaling $19,632 so far this year. Flyers will be distributed to schools this week, and again in May with full details on summer programming opportunities. We will also have details of all our summer programs in the May issue of Heights Highlights. Softball League registration has closed. Tuesday and Thursday night leagues were both filled this year. We have 5 Women’s teams and 14 Men’s team this year. A manager’s meeting was held March 28, and the season begins the week of April 29, 2013. Parks Celebration Activities are being finalized for the June 1, 2013 event. There have been many generous donations coming in from residents and local businesses to help offset the costs of this event. We have many fun activities and entertainment planned this year. Some of the activities include: live music from “The Splatter Sisters”, Kevin Hall the “Magic Maniac”, petting zoo, pony rides, fire truck rides, tennis party, soccer kick, National Guard obstacle course, climbing wall, Duggan’s Dashes, inflatables, face painting, prizes and much more. Commissioners are invited to participate the day of – set up parking at 7:00 a.m., staffing the event from 11:00 a.m. to 2:00 p.m. and help with clean-up after event. Most of our wonderful tennis staff is returning this season. We had to hire all new staff for the playground program. We were very fortunate to have many wonderful applicants, and we are confident that we have found a great staff. MH Parks and Rec Commission, April 9, 2013, Page 6 DATE: April 9, 2012 TO: Parks and Recreation Commission FROM: Jake Sedlacek, Assistant to the City Administrator SUBJECT: Mendakota Park Playground Refurbishing BACKGROUND At the March 12, 2013 regular meeting of the parks and recreation commission, the commission passed a motion directing staff to obtain an updated quote to refurbish the playground equipment at Mendakota Park. The cost to refurbish the playground is approximately half the cost of replacement, the attached proposal includes complete repainting of the playground and decks, with a number of new play elements. The proposal will repair damaged components, and bring the structure up to date for current safety standards. The attached site plan shows existing structure to be refurbished, and proposed new play elements. In order to keep the project on budget, the “cascade climber” is not being recommended at this time. There is only one regional representative for each playground company, in this case, Landscape Structures, Inc (LSI). Flagship Recreation is our local LSI representative, and is certified under the State of Minnesota Cooperative Pricing Venture (CPV). A purchasing program which is defined in state statute, the CPV ensures that contracts are awarded through an open procurement process and pricing will be consistently fair and competitive (information from the State of Minnesota Materials Management Division website). Staff continues to seek competitive bids to replace the pea-gravel currently utilized for playground surfacing. Staff will follow up with the vendor to determine if “monkey bars,” saved from the tot-lot replacement can be re-installed with this refurbishment. A quote for this would come separately. BUDGET IMPACT The 2013 City of Mendota Heights budget includes $70,000 from the Special Parks Fund for improvements to Mendakota Park playground equipment. This cost is approximately half the cost of replacing the play structure. RECOMMENDATION If the commission desires to implement move ahead with playground refurbishing, pass a motion to recommend that city council accept the quote. Staff would finalize the quote and present to city council at their regular meeting April 16, 2013, for completion this spring. It appears that the course has made it through the very long winter in good shape. All of our leagues will be returning this year. Most of the leagues begin play in late April or early May, if you’re interested in joining or starting a league please contact the golf course. Staff has been working with schools, non-profit groups, and various associations to help create golf events for the upcoming season. Staff has also been working with vendors to schedule the delivery of food and beverages once we open for the season. Upcoming promotions include: May 12, 2013 Mother’s Day Promotion, Mom’s golf free with one paid child May 17, 2013 Night Golf, 8:30 p.m. start May 24-27, 2013 Memorial Weekend Promotion, Military golf free with paid guest Programs There are a number of opportunities for people to participate at the Par 3 this year. We are offering: Junior Golf Camps, Junior Golf Leagues, Women’s League, Senior League, Adult Group Lessons, and Individual Lessons. The golf course has collected $8,025 in revenue from Golf Programs so far this year. Staffing A majority of our clubhouse staff is returning this year. Employees have been contacted and are eager to begin work as soon as the course opens.
