Minutes of the Regular Meeting
Held Tuesday, December 19, 2006
Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota
Heights, Minnesota was held at 7:30 o'clock p.m. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
CALL TO ORDER Mayor Huber called the meeting to order at 7:30 p.m. The
following members were present: Mayor Huber,
Councilmembers Duggan, Krebsbach, Schneeman and
Vitelli.
PLEDGE OF ALLEGIANCE Council, the audience and staff recited the Pledge of
Allegiance.
AGENDA ADOPTION Councilmeinber Duggan moved adoption of the agenda as
revised with the addition of 6J.: Authorization for Purchase
Order for Trail Maintenance.

APPROVAL OF MINUTES Councilmember Duggan moved to appr6ve the minutes of
the December 19, 2006 City Council meeting minutes with
corrections. Councilmeinber Krebsbach seconded the
motion.

CONSENT CALENDAR Councilmeraber Schneeman moved approval of the consent
calendar for the meeting as revised, and authorization for
execution of any necessary documents contained therein.
a. Acknowledgement of the NDC4 Meeting Minutes and
Agenda.
b. Acknowledgement of the November 2006 Monthly Fire
Department Report.
c. Acknowledgement of the November 2006 Treasurer's
Report.
d. Acceptance of Verizon Wireless Offer and Authorization
to Execute Bill of Sale.
e. Authorization for Purchase Order to Install Data Cabling
in City Offices.

1. Adoption of Resolution No. 06-125: "RESOLUTION
AMENDING PAY CLASSIFICATION SCHEDULE
FOR NON ORGANIZED EMPLOYEES TO REFLECT
A 3.0 PERCENT ANNUAL ADJUSTMENT FOR
2007", AND Resolution No. 06-126 "A RESOLUTION
ADOPTING A SCHEDULE OF COMPENSATION
FOR CERTAIN EMPLOYEES FOR 2007 AND
ESTABLISHING CERTAIN OTHER BENEFITS".
m. Approval of Tobacco License.
n. Approval of the List of Contractors.
o. Approval of the List of Claims dated December 19, 2006
and totaling $339,003.46.
Councilmember Duggan seconded the motion.
Councilmember Duggan asked for some clarification on
Adoption of Resolution No. 06-124: "RESOLUTION
ACCEPTING WORK AND APPROVING FINAL
PAYMENT FOR JOB NUMBER 200503,
IMPROVEMENT NO. 2005-01, 2005 STREET
PROJECT." Ms. McDermott said the majority of the
overrun is due to the pond's excavation that was done at
Somerset Country Club and those quantities are very
difficult to estimate as it is not known how much sediment
is built up in the pond until work has started.
Kevin Zohn, a resident in Friendly Hills, spoke on his
objection and concerns regarding the parking ban. Mr. Zohn
asked how and why this ordinance was voted in.

Mayor Huber explained the history and reasoning of the
parking ban. Police Chief Aschenbrener gave an update on
the warning and citations that were handed out, and
answered questions. Chief Aschenbrener said the officers
have been instructed to use common sense in issuing these
citations. Councihnember Schneeman commented on the
benefits of having these restrictions in place.
Councihnember Duggan said he has also received feedback
in favor of this ordinance. Councihnember Vitelli provided
a list (Parking Restrictions Comparison) of other
communities in the area that have imposed a similar parking
ban. Councilmember Vitelli said the decision to implement
this ordinance has taken a lot of thought and the City Council
will re -look at this ordinance in the spring.
Mr. Zohn thanked the Council on their work and asked that
they revisit this ordinance.
Councilmember Krebsbach said she has received several
calls from families with teenagers and young adults living at
home who are concerned that they are not being able to use
their property appropriately and that the City Council has
discussed options of issuing temporary permits for parking,
and to continue some form of parking regulations.
Councilmember Schneeman said ordinances can be changed.
DISCUSSION OF DCC AND Mayor Huber said the City needs to appoint members to the
NDC4 BOARD MEMBERS Dakota Cormnunication Center (DCC) Board and the NDC4
Commission.
Mayor Huber moved to approve the appointment of
Councilmember Duggan to serve on the DCC Board.
Councilmember Schneeman seconded the motion.

Councihnember Schneeman moved to adopt Resolution No.
06 -127: "A RESOLUTION APPOINTING MENDOTA
HEIGHTS CITIZEN AND COUNCIL REPRESENTATIVE
TO THE NDC4 COMMISSION ". Councihnember
Krebsbach seconded the motion.

2007 GOALS SETTING This meeting has been scheduled for February 9,
SESSION 2007 at 8:00 am.

DISCUSSION OF 2007 Mr. Danielson recommended that the City recognize
SERVICE AWARDS employees with a monetary award for years of service,
beginning with a $25.00 award for 10 years of service and
increasing the amount by an additional $25.00 for each 5
years of service.
Councilmember Krebsbach moved to adopt Resolution No.
06-128: "A RESOLUTION AMENDING THE CURRENT
PUBLIC PURPOSE EXPENDITURE POLICY."
Councilmember Schneeman seconded the motion.
Councilmember Duggan referred to Item No. 7 and asked if
the Council body would also consider meritorious awards for
those people doing above and beyond their regular duties.
Councilmember Krebsbach recommended that the Council
not include that in this resolution because there would have
to be other criteria established.
Councilmember Vitelli said if the City Council makes this
practice too routine it may be hard to determine who would
qualify for these awards. The City Council may give a
meritorious award any time they feel appropriate without
putting this into this resolution.
Councilmember Duggan suggested this be a topic of
conversation for the upcoming goal setting workshop.

COUNCIL COMMENTS Councilmember Duggan wished everyone a Merry
Christmas.
Councilmember Krebsbach said she had attended the Blue
Ribbon Awards at Mendota Elementary School and gave a
brief update.
Councilmember Schneeman spoke about Jim Fritz, owner of
the Fritz Candy Company, who recently passed away.
Councilmember Vitelli said he recently attended the Senior
Complex at the Village and spoke about a musical string
group, called the Fiddlers and Friends, which consisted of
high schools students and said it was a truly outstanding
performance. Councilmember Vitelli said the Dakota
County Attorney, Jim Backstrom, did an outstanding Elvis
Presley perfon-nance.

ADJOURN There being no further business to come before
Councilmeinber Duggan moved to adjourn the City Council
meeting. Councilmember Schneeman seconded the motion.
