There are family - friendly events on Friday and Saturday, May 31 and June 1, 2013. On Friday there will be live music at Market Square Park starting at 6:30 p.m. Grab a lawn chair, picnic blanket and your dancing shoes. Saturday is packed with activity, starting with the 5K Run/Walk to benefit Special Olympics. The run /walk starts at 9 a.m. at the Village at Mendota Heights. From 11 a.m. to 2 p.m. Mendakota Park will host a variety of activities for all ages. This year's free events will include a petting zoo, pony rides, a climbing wall, National Guard obstacle course, tennis party, face painting and much more! The Splatter Sisters will take the stage at 11:30 a.m., playing family friendly favorites, followed by Kevin Hall, the Magic Maniac. Make sure to wear comfortable clothes, as we will fit in fitness demonstrations as time permits. Have you ever taken a Zumba class outdoors? The Mendota Heights Athletic Association will be holding an in -house baseball tournament over the weekend as well. Don't miss this great event. Lace up your running shoes... for the 8th Annual Mendota Heights 5K Run /Walk This year's event, sponsored by Gateway Bank, will take place on Saturday, June 1st at 9 a.m. at the Village at Mendota Heights. Proceeds from the race are donated to Special Olympics. Registration is $20 before 6 p.m. on May 31, 2013 and $25 the day of the race. Registration forms may be found at www.mendota- heights.com or at City Hall. Registration for the race includes a t- shirt, race day refreshments and a chance to win prizes! Awards will be presented to the top three males and the top three females in the following categories: ages 19 and under, ages 20 to 49 and ages 50 and over. Images reprinted with permission: The Patch.com A SMALL TOWN FEEL IN AN URBAN SETTING 1 Mayor's Message Winter has finally ended and the onset of summer provides a great time for us to take stock of where we are as a city. Earlier this year I gave my annual "State of the City" address, and I am proud to share some of the highlights: • Our population continues to remain stable, with just over 11,000 residents as of the 2010 census. We have one of the highest homeownership rates (90 %) in the metropolitan area and 57% of our residents have at least a bachelor's degree (as compared to the statewide average of 32 %). • Home values in Mendota Heights, even through the recent economic downturn, maintained their value as compared to other cities. In fact, recently released numbers by Dakota County show that the median house value for taxes payable in 2014 will be $301,750, a 3.8% increase from the prior year. Overall our residential property values are the highest among major Dakota County cities. • The City's finances remain healthy, with Moody's Investor Services recently reaffirming our Aal bond rating. This is the second highest rating possible, putting Mendota Heights in the top 15% of cities nationwide. Moody's analysis noted our strong general fund reserve balance, below average debt burden per capita, and favorable location in the Twin Cities. • Building permits were up by 3% in 2012, but the value of those permits was up 92% as compared to 2011. While we may not see the same amount of large projects in 2013, it appears that the number of smaller residential and commercial permits continues to increase as the economy improves and people are investing in their properties. • The city continues to invest in our infrastructure, with several major projects being scheduled for 2013. These projects ARE YOU READY? In 2012, Police, Fire and Public Works employees saw more than their fair share of severe weather action! The June 19, 2012 storm qualified the City for FEMA reimbursements to fix all the damages the City received. In November the City of Lilydale was hit by a tornado. It can and does happen here. To prepare for 2013, the City participated in the state wide tornado drill on April 18. include pedestrian safety improvements at Highway 110 and Dodd Road, trail projects along Lexington and Highway 13, and residential street rehabilitation in the Hunter /Orchard and Crown Point /Overlook neighborhoods. We will also be refurbishing the large playground structure at Mendakota Park so that it will continue to be a safe and enjoyable place for our children to play for years to come. • The City Council met earlier in 2013 and discussed goals for the upcoming year. Items agreed upon include focusing on economic development and housing opportunities, modernizing the city code in relation to how we handle garage applications and sign permits, and focusing on the 2014 budget process. Also being studied is a master plan for the city's wetlands, renewal of our contract for water supply with St. Paul Regional Water Services, and ongoing public safety needs. All of these items will be discussed in more detail at a second workshop in May. • The City is well served by three advisory commissions, and they have each elected their leadership for 2013. The Planning Commission will be led by Chair Litton Field and Vice -Chair Doug Hennes. The Parks and Recreation Commission will be led by Chair Stephanie Levine and co- Vice Chairs David Miller and Mary McGrory - Usset. The Airport Relations Commission will be led by Chair David Sloan and Vice -Chair Sally Lorberbaum. Thank you to all of our commissioners for their service as they are an integral part of the Mendota Heights leadership team. We have much to be proud of here in Mendota Heights, and we are in a great position to keep it that way. I concluded my State of the City address with "Moving Mendota Heights forward while maintaining low taxes ", and I continue to believe that is the way we are progressing. I look forward to seeing you at the Parks Celebration and the 5K Run /Walk! 2 : CITY OF MENDOTA HEIGHTS • Some commonly asked questions were: What should you do when you hear a tornado siren? Head inside, turn on the television, radio or computer to find out why the siren went off. Why bother, the tornado sirens go off all the time? The sirens are designed to get you inside, checking for more information. When do the sirens go off? Most commonly when the National Weather Service (NWS) issues a Severe Thunderstorm Warning (58+ mph winds) or a Tornado Warning. How do I know when it is safe to go outside? The sirens never sound an all clear. Check the news to make sure it is safe. What can I do to prepare for the storm season? Make a plan, build a kit. Visit www.ready.gov to help you prepare for storm season. Protect our Lakes, Streams, & Ponds As summer approaches, here are some small steps you can do to help protect our water from algae and weed growth and help our water bodies stay clean and pollution free: 1. FERTILIZE SMART Use a phosphorus -free fertilizer — Sweep up fertilizer that spills onto hard surfaces. 2. GRASS - DON'T BLOW IT Remove grass clippings and leaves from the street, sidewalks, and driveways — Grass clippings and leaves in the street end up in the storm sewer, where they are carried to ponds and lakes. Yard waste contains nutrients that feed algae in our ponds and lakes. Leave your clippings on your lawn, compost them, or bag them up for proper disposal site. 3. KEEP A HEALTHY LAWN Aerate your lawn, seed bare patches and mow at a higher setting — A healthy, vigorous lawn needs less watering, less fertilizer and maintenance. Mowing at a higher setting develops deeper, healthier roots and has an advantage over weeds. 4. SCOOP THE POOP Pick up after your pets — Rainwater washes pet waste into lakes and streams. Pet waste contains bacteria that can cause excessive algae growth in ponds and lakes. 5. ADOPT A STORM DRAIN Keep storm drains free of leaves, trash, and grass clippings — Storm drains are directly connected to the nearest pond or lake, and are often unfiltered. 6. REPLACE TURF WITH NATIVE PLANTS Replace high - maintenance lawn for low - maintenance plants and grasses — Native plants develop deeper root structures, reducing runoff and allowing for better water infiltration. Lightning Safety Awareness Week is 0* go TM June 23 — 29, 2013 As part of promoting Lightning Safety Awareness, the Lightning Protection Institute (LPI) has selected the Mendota Heights Fire Station to have a complete lightning protection system installed at no cost. Thompson Lightning Protection, Inc. in Lilydale will be doing the installation. According to the 2010 National Fire Protection Association analysis of fire reports, there were 24,600 responses by fire departments causing approximately $407 million in damages. Mendota Heights firefighters respond to a number of incidents every year that cause damage ranging from blown electronics or circuit breakers to complete losses of homes. Fire Chief John Maczko personally experienced lightning striking his childhood home twice. The first time lightning hit the television antenna on the roof and did significant damage to all of the electronics in the home. The second time lightning hit the tree and traveled to the house. Thanks to the fact that the home was properly grounded there was no fire, but there was significant damage to the home. You need to take lightning seriously and follow safety precautions. VEGETATIVE BUFFER If you own land on a shore - A vegetative buffer adjacent to a water body helps to protect it. The City recommends the following for designated wetland buffers. • Trees cannot be planted in a buffer. They shade out other plants and reduce soil stabilization. • Existing trees (even dead ones) cannot be removed from a wetland unless permitted by the City. • The only mowing allowed in a wetland buffer is that which is prescribed for native plant management. • Landscaping with plants, mulch, or other landscape material is not allowed in a buffer. Replace noxious, invasive, non - native plants with native plants. • Herbicides may only be used to remove noxious, invasive, non - native plants. • Composting or disposing of leaves and grass in a wetland is not allowed. Gun Club Lake Watershed Management Organization Public Meeting The Gun Club Lake Watershed Management Organization {" (GCLWMO) will be hosting a stakeholder open house ow June 5, 2013 from 2 p.m. to 4:30 p.m. at the Moonshine Park Retreat Center in Eagan to review proposed updates to their Watershed Management Plan. The GCLWMO is a storm water/ surface water oversight group that monitors storm water activity in the southwest portion of Mendota Heights. Summer Road Construction Update It is said there are two seasons in Minnesota: winter and road construction. 2013 is scheduled to see several road construction projects throughout Mendota Heights. Residents should be aware of these projects and plan their travel around the City accordingly. Also, please give construction workers a break by avoiding driving through construction sites if at all possible. This will help the contractors complete the projects on time and will minimize risk to both drivers and construction workers. Projects scheduled for construction during the summer of 2013 are the following. pavement surface and road base. Also, the western portion of Culligan Lane, Glenhill Road, Veronica Lane, and Orchard Circle will have their respective pavements rehabilitated through pavement replacement of mill and overlay methods. The Veronica Lane Sanitary Sewer Lift Station will also be rehabilitated as part of this project. Access for area residents will be maintained throughout the project. City Projects: Hunter Lane /Orchard Place Neighborhood — Construction is expected to begin in June or July with substantial completion of the project by the end of September or early October. Hunter Lane, Orchard Place, and the east portion of Culligan Lane, will be reconstructed to include the installation of storm sewer, curb and gutter, new water main, and a new Crown Point/Overlook Neighborhoods Rehabilitation — Construction is expected to begin in June with substantial completion by late September. The Crown Point neighborhood including Crown Point Drive, Crown Point Court, and Crown Court; along with the Overlook neighborhood including Overlook Road, Overlook Lane, Summit Avenue north of Marie Avenue, and the southern portion of Lilac Lane will have the street pavement rehabilitated through pavement replacement or mill- and - overlay treatment. Access for area residents will be maintained throughout the project. Highway 110 /Dodd Road Pedestrian Safety Improvements — Construction is expected to begin in June with substantial completion by early September. Project will resurface the entire intersection and reconstruct the existing pedestrian islands. The northeast pedestrian island will double in size and a new pedestrian island will be constructed in the median of Highway 110 on the east side of the intersection. New crosswalk striping and signals will be installed, and the intersection will get additional lighting. Construction is anticipated during off -peak traffic hours to minimize congestion. The intersection will remain open during construction. County Project: Contact Dakota County Transportation Department at 952.891.7500. Lexington Avenue Crosswalk at Victoria Road — Construction is expected to begin sometime this summer with an approximate 2 week construction period. The project will stripe a crosswalk and install a center island on Lexington Avenue at the intersection with Victoria. The intersection will remain open during construction with minor detours. Mendota Heights and West St. Paul will be hosting the 6th Annual Citizens Police Academy September 19 — November 21, 2013. Classes run from 6:00 p.m. — 9:30 p.m. on Thursday nights. This year a new night has been added! Citizens Police Academy is now a ten week course designed to give citizens a working knowledge of the operations and responsibilities of the Mendota Heights and West St. Paul Police Departments. Students will be given hands on instruction in aspects of criminal investigation, traffic stops /patrol, use of force techniques, and field sobriety testing. New this year is the topic of domestic violence. The Citizens Police Academy is open to all residents or business owners in Mendota Heights, Mendota, Lilydale, West St. Paul and Sun Fish Lake. The 2013 Citizens Police Academy will help you get to know the men and women behind the badge. As you and your family begin to venture out, make sure you don't become victims of theft. This time of year thieves typically target parks, golf courses, fitness clubs and parking lots at places of worship knowing people frequently leave eir purses and wallets behind in their cars. Follow these simple steps and protect yourself from theft: • Always lock your car doors and close your windows! • Don't leave valuables in your car! If you must, make sure they are kept out of sight. • When transporting valuables, place them in the trunk before you get to the parking location. Don't transfer them at the parking place in open view of other people. • Always park in a well -lit area. • Don't leave your garage door opener on the dashboard or front seat especially if your vehicle is left in your driveway. • Use slide or portable mounts for radios, GPS and MP3 players. When you leave your car, put them in the trunk or take them with you. • Briefcases, laptops, cell phones, gym bags and backpacks are tempting to a thief. Never leave them in plain sight. • Keep your driver's license and vehicle registration with you. These documents could be used by a thief to impersonate you. • Secure vehicle bike racks to your vehicle with safety locks to prevent the thieves from removing the rack and bicycles. • Report suspicious persons or activity immediately to the Police by dialing 911. If you do not create the opportunity the crime cannot occur! A Thursday Youth Trips All Summer Long! Grab a friend and join us on one or all of our fun youth trips. Trips depart and return from the Mendota Heights City Hall. Deadline to register is Tuesday prior to trip. All trip fees include bus, chaperones and activity fee (except WSP Pool day). June 13: Minnesota Zoo Ages: 6 and up. Fee: $29. Pickup /Return: 9 a.m. - 4 p.m. Come with us to the zoo! Trip includes a ride on the monorail, exploring the zoo on foot, and an IMAX movie. Bring a lunch and/ or money for concessions. June 20: Minnesota Twins vs Chicago White Sox Ages: 8 and up. Fee: $26. Pickup /Return: 9:45 a.m - 3 p.m. Spend the day at Target Field and cheer for the home team. June 27: SkyZone Trampoline and a Movie Ages: 8 and up. Fee: $24. Pickup /Return: 9:20 a.m. - 3:40 p.m. SkyZone is the world's first three - dimensional trampoline play area. Participants must complete a liability waiver. After Skyzone, we will catch a movie. July 11: Edina Waterpark Ages: 7 and up. Fee: $18. Pickup /Return: 10:20 a.m. - 4 p.m. Spend the day experiencing the Twisting Body and Inner Tube Flume! Bring a lunch. We will eat before entering the pool. Remember swimsuit, towel, sunscreen, change of clothes and money for concessions. July 25: Valleyfair Ages: 10 & up. Fee: $32. Orientation sessions will be held Wednesday, May 22, 2013 at 9 a.m. or 6 p.m. at Mendota Heights Fire Hall, 2121 Dodd Road. Persons applying must live or work within a six minute legal driving time of the fire station, be in good physical health, and not be afraid of small spaces or heights.
