AIRPORT RELATIONS COMMISSION MINUTES
March 13, 2013
The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, March 13,
2013 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN.
The following commissioners were present: David Sloan, Kevin Byrnes, Jim Neuharth, Sally Lorberbaum, and
William Dunn
Absent: Gina Norling and Paul Portz (both excused)
Also present: City Administrator Justin Miller
Approval of Minutes
Lorberbaum made a motion, seconded by Dunn, to approve the February 13th minutes as submitted - all voted in
favor.
Sunfish Lake Representative Vacancy
Chair Sloan reminded the commission that Gretchen Keenan, the former Sunfish Lake at-large representative to
the NOC, had submitted her resignation. The commission discussed how to involve the new Sunfish Lake
representative and agreed to wait a few months and discuss it at a future ARC meeting.
Review of 2012 Actual Noise Contour Report
Miller presented key findings of the MAC’s “2012 Actual Noise Contour Analysis” and pointed out areas of
interest to Mendota Heights. Of note was that the contours continue to shrink as operations remain lower than
the 2007 forecast and planes are quieter in general. Also of note is that residential areas along Lemay Lake
Road were once in the 60 DNL but now show readings lower than 60. No action was required.
Acknowledge Receipt of Various Reports/Correspondence
The monthly reports for January 2013 were acknowledged and commissioners updated their respective areas of
focus. Neuharth discussed the Six Sigma literature he presented at the last meeting and made several
suggestions about how the commission should react when certain measurements reach outside the upper control
limits. Miller and Neuharth agreed to meet before the next meeting to discuss how to improve the charts
presented to the commission.
The commission also discussed inviting a speaker to our next meeting. Miller indicated he would review the
list of speakers that was generated by the commission and discuss with Chair Sloan who to invite to the April
meeting.
Adjourn
Dunn made a motion, seconded by Lorberbaum, that the meeting be adjourned. All voted in favor. Meeting
adjourned at 8:00 pm.

SUBJECT: Visitor Presentation – Brian Petschel
At the last ARC meeting, the commission asked staff to invite a guest speaker to the April
meeting. Councilmember Petschel inquired whether her son, Brian Petschel, would be available
and the date worked for his calendar.
Brian is a former Goodrich Aerospace Engineer who has worked on designing sensors for a
variety of aircraft including regional jets and Airbus. He has a passionate interest in cutting edge
aircraft technology and can discuss currently operating aircraft, what is coming in the future, and
inside stories on industry game plans.
