Minutes of the Regular Meeting
Held Tuesday, August 19, 2008
Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota
Heights, Minnesota was held at 7:00 o'clock p.m. at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.

APPROVAL OF MINUTES
CONSENT CALENDAR
Mayor Huber called the meeting to order at 7:00
p.m. The following members were present:
Councilmembers Duggan, Krebsbach, Schneeman
and Vitelli.
Council, the audience and staff recited the Pledge of
Allegiance.
Councilmember Duggan moved adoption of the
agenda as presented. Councilmember Krebsbach
seconded the motion.
Councilmember Krebsbach asked to table the
approval of the August 5, 2008 minutes as she has
not had time to review them.
Councilmember Duggan moved approval of the
consent calendar as presented, and authorization for
execution of any necessary documents contained
therein.
a. Acknowledgement of NDC4 Meeting Minutes
and Agenda from the June 4, 2008 Full
Commission and July 2, 2008 Executive
Committee meetings.
b. Acknowledgement of the Minutes from the
August 12, 2008 Parks and Recreation
Commission Meeting.
c. Acknowledgement of Fire Department July
2008 Report.

Authorization for Date Changes to Park and
Recreation Commission Meetings for
September and November.
h. Authorization Friday after Thanksgiving.
i. Appointment of Public Works Director.
j. Appointment of Replacement Police Support
Specialist.
k. Approval for Sign Permit for Embellir Gallery
of Gems at 740 Main Street, Suite #103.
1 Approval of the List of Contractors, dated
August 14, 2008.
m. Approval of the List of Claims, dated August
19, 2008, totaling $348,126.86.

Councilmember Schneeman said the course
revenues for the Par 3 golf course for 2008 have
outpaced their expenditures by $59,479.00 and said
this is exemplatory and Mendota Heights should be
very proud of this.
Councilmember Vitelli seconded the motion.
Police Chief Mike Aschenbrener said on behalf of
the Mendota Heights and West St. Paul Police
Departments, he invited anyone to sign up for the
first Mendota Heights/West St. Paul Citizens
Academy. Applications are available on-line at the
city's website and at the police departments.
Applications are due on September 1, 2008. The
Citizens Academy will run on Thursday evenings
from 6:30 pm to 9:30 pm, starting on September
18th and ending on October 30th at a combination of
locations in Mendota Heights and West St. Paul.
Chief Aschenbrener said this course is designed to
allow citizens to see how the police department
operates. There will be 12 available slots. Chief
Aschenbrener said there are no age or physical
restrictions, and there will be some opportunities to

do some physical activities. The program is
designed to be half classroom and half "hands on ".
Fire Chief John Maczko presented individuals who
took action at a structure fire on July 8, 2008 at the
Stoven family home, located on Bluebill Drive.
Chief Maczko shared some photos on this fire, and
spoke of the situation and activities that took place.
Chief Maczko said the Stoven's younger daughter
was sleeping at the time of the fire and was alerted
by Mr. Jeremy Schutz, who went into the home to
see if there were any persons in the home, and
immediately took Miss Stoven to safety. Chief
Maczko said the fire was started by the spontaneous
combustion of a flower pot with organic material.
Chief Maczko spoke of the work the firefighters did
to extinguish the fire, and was assisted by the cities
of Eagan and Inver Grove Heights, along with the
help of the West St. Paul Police Reserves helping
the city's police department in controlling the scene.
Chief Maczko said this has been a perfect example
of what kind of community Mendota Heights is
where neighbors are helping neighbors.
Mr. Dan Stoven and his family thanked all those
involved in helping them with this fire, and for
saving Miss Stoven's life.
Mayor Huber said a fund has been setup at
American Bank in Mendota Heights to help the
Stovens, who have lost a great deal, but thankfully
did not lose their loved ones.
Mayor Huber and Chief Maczko presented
certificate plagues for Robert Grissom, Jeremy
Schutz, Gregory Wax, Jr., and Michael Sjoberg.
Mr. Sjoberg was not in the audience at this time,
and his certificate will be sent to him. Chief
Maczko recognized those firefighters that were at
the fire.

Mayor Huber thanked all the residents that stopped
to help and said the city is very proud of the work
they did, as well as the work the firefighters did.
Mayor Huber said it is the watchful eye and the
person that is willing to get involved that makes this
whole thing work.
Chief Maczko introduced four new firefighters that
have gone through the selection process and have
been offered positions with the fire department.
The following individuals were introduced along
with their families:
O Joseph Hennessy
® Jay Miller
O Rob Soleim
® Mark Lopez
The Interview Board, along with Chief Maczko,
recommended the appointment of these four
individuals as probationary firefighters for one year.
Councilmember Duggan moved to appoint Joseph
Hennessey, Jay Miller, Rob Soleim and Mark
Lopez to the position of probationary firefighter
effective August 20, 2008.
Councilmember Vitelli seconded the motion.
Councilmember Duggan said Mr. Hennessey has
been a resident of the city for only 21/2 years, and
has applied for spots on two different commissions.
Councilmember Duggan said there are a lot of very,
very wonderful people saying Mendota Heights is a
great place, and here is a person again offering his
services. These are the types of people that make
the Mayor's, the Council's, and the Chief's job that
much better.

COUNCIL COMMENTS Councilmember Duggan said there will be music at
The Village on Thursday night.

Councilmember Duggan said the city's first official
pizza place, Tommy's Chicago Pizza, is now open.
Councilmember Duggan said next week there will
be a free concert at Mendakota Park and everyone is
invited.
Councilmember Vitelli said he was recently at
Tommy's Chicago Pizza and said he would term
this as "a happening place ", and there were a lot of
people there.
Councilmember Schneeman said she has never seen
so many cars at the Par 3 golf course as she has
recently.
Councilmember Krebsbach commended those
involved in saving Ms. Stoven's life, as well as
trying to save their home.
There being no further business to come before the
Council, Councilmember Duggan moved to adjourn
to the closed session to discuss the Public Works
Contract Negotiations.
Councilmember Schneeman seconded the motion.
