Mayor Huber called the meeting to order at 7:30 p.m.
The following members were present: Councilmembers
Duggan, Krebsbach, Schneeman and Vitelli.
Council, the audience and staff recited the Pledge of
Allegiance.
Councilmember Duggan moved adoption of the agenda
as corrected. Councilmember Schneeman seconded the
motion.
Councilmember Duggan moved to approve the minutes
of the December 18, 2007 City Council Meeting as
amended to add item 6n.
Commissioner Krebsbach seconded the motion.
Councilmember Duggan moved approval of the consent
calendar as presented, pulling item f. for further
discussion, and authorization for execution of any
necessary documents contained therein.
a. Acknowledgement of the October 10, 2007 and
November 15, 2007 Airport Relations Commission
Minutes.
b. Acknowledgement of the Building Activity Report
for December 2007.
c. Acknowledgement of the Monthly Fire
Department Report for December 2007.

Councilmember Duggan referred to Item 6.1., and asked
staff to change Page 3 of the Preliminary Report under
"Water Main," from 6 -inch pipe to 8 -inch pipe.
Councilmember Krebsbach seconded the motion.

Councilmember Krebsbach asked to have item 6.g.
pulled to get further clarification on where the canopy
is located. Ms. McDermott said she would do some
research and bring this back to the Council at the end of
the meeting.

Mayor Huber thanked all the employees for their
excellent work.
Councilmember Vitelli moved to appoint
Councilmember Duggan as Acting Mayor for 2008.
Councilmember Krebsbach seconded the motion.
Mayor Huber said each year the City
Council must designate a local newspaper to serve as
the Official City Newspaper for the year. Letters
requesting designation have been received for the
South-West Review and the Sun Current.
Mayor Huber said the South-West Review has done an
excellent job and thanked the reporter that continually
attends the meetings and represents the City Council
meetings in the paper.

FIRE DEPARTMENT DANCE

Councilmember Duggan moved to designate the South -
West Review as the Official Newspaper for 2008.
Councilmember Krebsbach seconded the motion.
Assistant City Administrator Jake Sedlacek said the
Fire Department has expressed an interest in holding a
fund raising dance during the Parks Celebration in June.
As it is early in the year, the Fire Department would
like to proceed with some planning and is looking for
some feedback from the City Council. Mr. Sedlacek
said the City does not have a special permit for this type
of activity. There also are concerns about noise and
traffic. There is a potential that a tent could be placed
on the grass.
Location options for this event could be Mendota Plaza
or Mendakota Park. Councilmember Duggan suggested
The Village be a possible option. Mr. Sedlacek said
The Village has very limited parking.
Two representatives from the Mendota Heights Fire
Department talked about their plans for the dance.
Mayor Huber said he has a concern about having this in
Mendakota Park as it would take up some parking
space and there will be some ballgames going on at the
same time. Firefighter Perrault said he would agree that
Mendakota Park would not be a good option anymore,
and believes Mendota Plaza would be a much better
location, perhaps in the location where the Halloween
Bonfire is held. The problem with the bonfire location
is that the area is dirt and grass which would not be
good for this type of activity.
Firefighter Perrault said the Plaza would be a great
location and he made a call Paster Enterprises to let
them know this is being considered. Paster Enterprises
said they liked the idea and offered to work with the
Fire Department on this.
Councilmember Duggan said this is a very special event
and a fund raiser for the Fire Department, and he would
be surprised if there were less than 500 people at the
dance. Councilmember Duggan said he supports this
very much and concurred that The Village would not be

a good location. Councilmember Duggan said having a
tent placed in the parking lot is a very good idea as
well.
Councilmember Schneeman said she thinks this is a
great idea and suggested to make this a family event
with kids involved. Firefighter Perrault said they may
have a kids' band early in the evening, with the band
for adults starting later.
Councilmember Duggan said he will contact the owners
of Dancers Studio to see if they would be interested in
donating some of their time to teach some dance steps
during that evening.
Firefighter Perrault said they have always held their
November Fireman's Ball in either Oakdale or Eagan as
there are not facilities in Mendota Heights that would
hold that many people, and the Relief Association
would like to have a dance here in Mendota Heights.
Councilmember Vitelli said he fully supports the
proposal and has a lot of trust in the Fire Department's
judgment.
Councilmember Krebsbach asked if the Fire
Department will still hold the November Ball as well.
Firefighter Perrault said that was correct. Firefighter
Perrault said the firefighters go door to door and sell a
lot of tickets, but not many show up for the dance. This
is a trial run for the June dance and maybe next year,
the November Ball will be moved to this timeframe in
June.
Councilmember Duggan said he attended a Tempe
(AZ) Fire Department fundraiser and they had a
fireman's boot on display with a sign seeking donations
to be put into this boot. This may be a good way to
raise additional funds.
Councilmember Krebsbach said the Fire Department
plans wonderful events and she supports these
activities.
Mayor Huber asked the firefighters to come back to the
February 19th Council meeting with an update.

Councilmember Duggan said he would be glad to serve
as a Council liaison on this project if needed.
Mayor Huber said Council interviewed very good
commissioner candidates earlier this evening for several
commission openings.
As the result of the interviews, he recommended that
Joe Lally and Bruce McManus be reappointed to the
Planning Commission; that Maureen Sullivan Brackey,
Michael Toth and Liz O'Brien be appointed to the
Parks and Recreation Commission, and that Ken Reed
and Lyle Odland be appointed to the Airport Relations
Commission.
Councilmember Schneernan moved adoption of
Resolution No. 08-06: "A RESOLUTION
APPOINTING ADVISORY COMMISSIONERS," as
recommended by Mayor Huber
Councilmember Duggan seconded the motion.
Ms. McDermott provided a map showing the
location of 1110 Center Pointe Drive and indicated
where the canopy would be located. This is the old
Gould battery site.
Councilmember Krebsbach moved to approve the
Exterior Canopy Construction at 1110 Centre Pointe
Curve as presented.
Councilmember Duggan seconded the motion.
It was the consensus of Council to schedule the 2008
Goal Setting Workshop for Friday, January 25th at 7:30
am for coffee and discussion beginning at 8:00 am at
City Hall.
Councilmember Vitelli said he really enjoys serving on
the Council and respects all the other Council members.
He mentions this as he read recent newspaper articles
about other city councils that have so many problems.

Councilmember Schneeman congratulated the new
commission appointees and said it was a tough choice
as the applicants were all very good.
Councilmember Krebsbach said she also enjoys serving
on this Council and welcomed the new commissioners.
Councilmember Duggan welcomed the Holy Family
Maronite Church to the community (recently acquired
the Royal Redeemer Church). Councilmember Duggan
said he also enjoys serving on the Council. Differences
are excellent. It is the ability to express them
temperately that is important and Council has learned to
do that very well. Councilmember Duggan said there
are plans for a new restaurant called "Teresa's Mexican
Restaurant" in Mendota Plaza where Ziggy's used to
be.
Mayor Huber said that when he was up at The Village
recently some of the shop owners asked about getting a
US Postal mailbox there and he would like the city to
work with the Post Office on that. Mayor Huber
informed Council that Representative Rick Hanson lost
his father who recently passed away.
There being no further business to come before the
Council, Councilmember Duggan moved to adjourn the
meeting to the Closed Session for Labor Negotiations
with subsequent adjournment to the Goal Setting
Workshop on January 25t.
