CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES January 9, 2013 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, January 9, 2013 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN. The following commissioners were present: David Sloan, Kevin Byrnes, Jim Neuharth, Sally Lorberbaum, Gina Norling, and Gretchen Keenan Absent: William Dunn (excused), Paul Portz (excused) Also present: City Administrator Justin Miller Approval of Minutes Lorberbaum made a motion, seconded by Neuharth, to approve the November 14th minutes as approved - all voted in favor. Election of Commission Chair and Vice-Chair Since the commission’s terms do not officially begin until February, and due to the fact that two members were absent, the commission tabled this item to their February meeting. 2013 Commission Workplan The commission went through the 2012 commission workplan and reviewed each item for possible additions, deletions, and clarifications. After a lengthy discussion, the commission made several revisions and asked that staff bring back a revised copy to the February meeting for formal adoption by the commission. Review of Commission Work Assignments The assignments from 2012 were reviewed and no changes were suggested. Neuharth offered that he would be looking at a better method for the control charts in the coming year. Acknowledge Receipt of Various Reports/Correspondence The monthly reports for November 2012 were acknowledged and commissioners updated their respective areas of focus. Specifically Norling noted in increase in events over the 80dB threshold at monitoring site #23 and asked staff to inquire with MAC about this trend. Adjourn Neuharth made a motion, seconded by Lorberbaum, that the meeting be adjourned. All voted in favor. Meeting adjourned at 8:25 pm. For 2012, these positions were held by David Sloan (chair) and Sally Lorberbaum (vice-chair). Staff recommends the commission discuss these positions and then make a motion to elect two members from the commission. DATE: February 13, 2013 TO: Airport Relations Commission FROM: Justin Miller, City Administrator SUBJECT: 2013 Work Plan Discussion At the last January ARC meeting, the commission discussed the 2012 work plan and provided suggestions for the 2013 version. Attached to this report is a redlined version (to indicate the proposed changes) as well as a clean 2013 version. Staff recommends that the commission discuss the amended plan and, if desired, pass a motion adopting the “2013 Airport Noise Plan of Action”. - 1 - Current as of: 2/13/201312/20/2011 20132 Airport Noise Plan of Action Mendota Heights Airport Relations Commission Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota Heights Airport Relations Commission: A. The Airport Relations Commission shall advise the city council on matters pertaining to airport noise and operations at Minneapolis - St. Paul International Airport (MSP). B. The Airport Relations Commission is expected to monitor proposed rules, procedures and programs which impact the air noise situation within the city and to make recommendations to the city council regarding strategies to mitigate the city's air noise exposure. C. The Airport Relations Commission shall have such other duties and powers as granted by the City Council from time to time. (Ord. 290, 4-20-1993) - 2 - Current as of: 2/13/201312/20/2011 In an effort to mitigate airport noise in the Mendota Heights community and assure equity of the current runway use system, the Commission has given high priority to the following issues (not in priority order): 1. Participate in noise studies. 2.1.Develop and strengthen our partnerships with the Metropolitan Airports Commission (MAC), the Federal Aviation Administration (FAA), legislative leaders and other government bodies regarding airport issues. 3.2.Monitor airport operations to ensure equitable use of runways. 4. Participate in efforts to keep planes in the designated air corridor over Mendota Heights. 5.3.Maintain active membership in, as well as provide input and dialog to the MSP Noise Oversight Committee (NOC). 6.4.Monitor implementation of Performancereference Based Navigation (PBN) procedures. 7.5.Monitor residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. 8.6.Monitor night time aircraft operations and restrictions. 9.7.Observe ongoing changes in fleet mix. 10.8. Provide oversight of 2030 Plan. 11.9. Provide communications to City Council and residents regarding airport issues, and inform the City Council of pertinent issues. 12.10. Monitor correspondence and new information on national and international noise mitigation efforts. Monitor national and international airport issues, particularly as they relate to noise. 11. These letters involved potential legislation aimed at reducing the effectiveness of the Noise Oversight Committee and the City’s response to the Environmental Assessment for the MSP 2020 Capital Plan. Both letters are attached.
