Commercial Property
The planning commission discussed a pro-
posed code amendment creating new
property maintenance standards for com-
mercial properties Tuesday evening. The
commission is seeking feedback from busi-
ness owners, and tabled the matter until
their June meeting. The draft ordinance
and staff report can be found on our web-

Construction
A healthy number of construction projects
have been making it a challenge to move
through Mendota Heights. The most sig-
nificant project, work on the 110 bridge
over 35E, was scheduled for completion in
early May However, MnDOT discovered
issues with the bridge deck which required
resurfacing of the entire deck. Please
keep in mind that this work was un-
planned, but is necessary for safety rea-
sons. The Pipeline provides greater detail
on city and county construction projects.
Skate Park
Jake Sedlacek and Parks and Recreation
Commission Chair Stephanie Levine attend-
ed an impromptu meeting of Roger’s Lake
Skate Park users on Thursday evening.
The commission had been seeking user in-
put for some time, but it was worth the wait.
A handful of users showed up, sharing great
insight into changes which would liven up
the park for all users. Overall, the skaters
are very appreciative to have a safe place to
enjoy their sport.
Public Works
The Parks Crew repaired the sprinkler systems at the fire hall and
Mendakota Park. A downed tree in Mendakota Park and along the pedway
on Decorah Lane was removed. Trees were trimmed along the west side of
the city hall entrance. Flowers were planted at Mendakota Park.
The Utilities Crew painted Lilydale’s lift station panel twice this week
because of graffiti. Mosquito control biscuits were applied to 26 sump
manholes and storm lift wet wells. Eleven ducklings were rescued from the
bottom of the storm sewer on Esther Lane after a resident called about
them. The jet truck had an oil change and grease job. Newly planted trees
in Ivy Park were watered. Lilydale sewer lines were observed for potential
impacts to Interstate Valley Creek.
The Parks Crew cleaned storm sewer grates. Blacktop patches were
installed on Mendota Heights Road from the I-35E bridge to Dodd Road.
Potholes were filled on Northland Drive by SuperAmerica and around several
water boxes. Crew also patched trails along Highway 55, Victory Avenue
from Douglas Road to Marie Avenue, and Victoria Road north to Marie
Avenue. Brackets were welded on bases for the ball fields, and ADA signs
were made up for the Police Department open house.
Engineering
Lemay Lake Road Reconstruction – Council approved the final plans for the
reconstruction project at their May 15th meeting. The project is being
advertised. Bid opening is scheduled for June 13 th at 10:00 am. Contract
award is scheduled for the June 19th City Council meeting. Construction is
anticipated to begin early July.
Marie Avenue Rehabilitation – A preconstruction meeting was held on
Friday. Construction is anticipated to begin after Memorial Day, and last
through the end of June. Staff is requesting the contractor provide at least
48 hour notice to residents before closing the road for construction.
Diane Road Neighborhood/Mendota Heights Road Rehabilitation – New wear
course pavement has been placed and the project is nearing completion.

Wagon Wheel Trail Bicycle/Pedestrian Connection – City Council approved
the extension of the bituminous pedestrian trail from I-35E to Lexington
Avenue at their May 15th meeting. The trail will be installed in conjunction
with the final layer of asphalt pavement. This construction is anticipated in
early June.
Dakota County Capital Improvements Plan (CIP) – City Council officially
request Dakota County Stormwater Set-Aside funds in 2015 through the CIP
request process at their May 15th meeting. The section of Highway 13 not
being resurfaced this year (2nd Street in Mendota to I-35E in Lilydale) is
scheduled for reconstruction in 2015 and the cities of Lilydale and Mendota
Heights will be contributing to the stormwater drainage portion of the
reconstruction project. This CIP request is for County participation for
stormwater runoff that comes from County property.
Gun Club Lake Watershed Management Organization (GCLWMO) – Staff met
with representatives from the Cities of Eagan and Inver Grove Heights as a
follow-up meeting to discuss future changes to the management structure
of the GCLWMO. Public Works Directors (PWD) from each of the three cities
met along with the Eagan Water Resources Specialist to discuss WMO
restructuring. The PWDs are researching how municipal WMO dues would
change due to GCLWMO restructuring. No decisions were made to propose
changes to the GCLWMO structure, but a proposal is anticipated at the
GCLWMO June meeting.
Dodd Road/Highway 110 Intersection Pedestrian Improvements – The
consultant is coordinating with MnDOT and gathering record drawings of
utilities and traffic signal configuration. Consultant will be surveying on-site
over the next several weeks, and will be scheduling a mod-summer update
before City Council.
Dakota County One-Stop Right-of-Way Permitting Program – Dakota County
staff has been working for several months on setting up a shared right-of-
way permitting program for the County and cities to participate in. Staff
recently received a copy of the proposed agreement between governmental
bodies, and is anticipating having it on the June 5th City Council agenda for
discussion.
Lower Mississippi River Watershed Management Organization (LMRWMO) –
Staff met with the Technical Committee of the LMRWMO to discuss a WMO
Board request to develop a cost sharing formula for water quality between
cities. The LMRWMO already has a cost sharing formula for water quantity,
and the new measure would help define responsibilities for water quality
between member cities. AN update will be presented at the next LMRWMO
Board meeting scheduled for June 7th.
MnDOT & Dakota County Projects
The following projects are under the direction of MnDOT and Dakota County.
They are presented as information only. For more information on MnDOT

Highway 13 Resurfacing (MnDOT) – The Resurfacing of Highway 13, along
with drainage improvements and ADA upgrades between I-35W and
Annapolis Street (Burnsville to St. Paul) is underway. The portion of
Highway 13 from 2nd Street in Mendota to I-35E in Lilydale will be exempted
from this project and reconstructed in 2015 under a separate MnDOT
project. The Highway 55 to Highway 110 portion of the project is
essentially complete. Construction in Mendota is expected throughout June
and July. The project schedule includes the following construction period for
the remaining Mendota Heights segment of the project:
- May 29-July 26: Hwy 13 from Wachtler to Annapolis. 30-day
full road closure begins May 29th. Detour will be provided.
Schedule signs will be posted prior to closures.
Highway 110 Resurfacing (MnDOT) - A small portion of Highway 110 from
Lexington Avenue east to the I-35E Bridge, along with spot repairs between
Lexington and Highway 13 is being resurfaced. Construction is underway
and is anticipated to continue on Highway 110 into next week. Ramps to
at from southbound I-35E will be closed until May 31st.
Old Sibley Memorial Highway (MnDOT) – MnDOT intends to vacate the
Right-of-Way for the Old Sibley Memorial Highway due to a redundant route
requirement. Concept plans and alternatives are being developed for the
land use once it is vacated. Staff and MnDOT met with representatives from
two area businesses that utilize Old Sibley Memorial Highway for access to
their property on Wednesday. MnDOT will be presenting alternatives to
local City Councils and holding public open houses later this summer.
Lexington Avenue Resurfacing (County) - Dakota County will be resurfacing
Lexington Avenue from south to Mendota Heights Road. Construction
started on May 14th. Construction should take approximately 3-4 weeks
