SUBJECT: Election of Vice Chair
BACKGROUND:
The Commission tabled the election of a Vice Chair at its March 2026 meeting. At its meeting
on May 20, the ARC should elect a Vice Chair. The Vice Chair will take office immediately
following their election and hold office until their successors are elected and assume office.

March 18, 2026
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, March 18, 2026 at Mendota Heights City Hall, 1101 Victoria Curve.
1. CALL TO ORDER
Chair Norling called the meeting to order at 5:57 pm.
Commissioners present: Norling, Arbit, Bobbitt, Sloan, Neuharth
Commissioners absent: Hamiel, Dunn
Staff present: City Administrator Jacobson and Administrative Coordinator Desmond
2. ELECTION OF OFFICERS – CHAIR AND VICE CHAIR
Commissioner Bobbitt nominated Gina Norling for Chair. Nomination was seconded by
commissioner Sloan. No other nominations were made.
Motion Carried 5-0
Election of Vice Chair was tabled to the May meeting.
Motion by Neuharth, Second by Sloan. Motion Carried 5-0
3. CONSENT AGENDA
a. Approve Minutes from the January 21, 2026 Meeting
b. Acknowledge Airport Operational Statistics Reports

Consent item b pulled for discussion. City Administrator Jacobson presented the operational
statistics and discussed the high complaint numbers for Mendota Heights.
Chair Norling approved the consent agenda.
4. PUBLIC COMMENTS
No public comments
5. BUSINESS
a. ARC 2026 Work Plan
Chair Norling asked if any of the commissioners had any changes that they wished to make to
the 2026 Work Plan.
Commissioner Neuharth wished to add “with the assistance of NOC” to priority one item
three.

Chair Norling asked if the commission wanted to host another NOC Listening Session.
Commissioners Bobbit and Sloan didn’t think we needed to host it every year.
Chair Norling stated that she believed it would be good to have it again this year with the high
number of complaints that it would be nice for residents to have a local place to go and be
heard.
Commissioner Arbit asked if there was an article to help people understand the noise and how
the airport operates to educate the public.
Commissioner Bobbitt and Chair Norling asked if Commissioner Arbit would like to try and put
something together for the summer Heights Highlights.
Commissioner Bobbitt motioned to approve the change to Priority 1 Item 3 to now say
“Advocate for the equitable distribution of aircraft traffic and a more equitable runway use
system with the assistance of NOC.” Motion carried 5-0.
6. INFORMATION AND CORRESPONDENCE
City Administrator Jacobson gave an update on RNAV and said that the FAA will be updating
their arrival procedures tomorrow (March 19, 2026) and the departures are still delayed. It was
announced that the NOC Listening Session will be held in Bloomington on April 22, 2026.
7. ANNOUNCEMENTS AND COMMISSIONER COMMENTS
No announcements or comments
8. ADJOURN
Motion by Neuharth, Second by Sloan to adjourn the meeting.
Motion carried 5-0.
Chair Norling adjourned the meeting at 6:55pm.
