Page 1 of 2 This page is intentionally left blank 2.a City Council Work Session Memo MEETING DATE: May 19, 2026 TO: Mayor and City Council FROM: Cheryl Jacobson, City Administrator SUBJECT: FY2027 Budget Information and Preview ACTION REQUEST: Staff will present an overview of the FY2027 budget planning process, key financial considerations, and upcoming budget priorities. In addition to a general budget discussion, the city council will also discuss the use of city- owned properties such as Bourne Lane, and updates regarding the state budget and bonding bill outcomes to help inform future Municipal Campus Project planning considerations, potential capital investment opportunities and long-range financial strategies. BACKGROUND: As the City begins development of the FY2027 budget, staff will evaluate current economic conditions, inflationary pressures, operational costs, labor and benefit expenses, and capital improvement needs. The FY2027 budget will continue to focus on maintaining core city services, supporting strategic infrastructure investments, and ensuring long-term financial stability while remaining mindful of the impact on taxpayers. The budget process also incorporates City Council priorities, community expectations, and the City’s adopted strategic goals. Over the coming months, staff will prepare detailed departmental budget requests and financial forecasts for City Council review. Preliminary levy and expenditure recommendations will be presented during budget workshops scheduled later this summer. These discussions will allow the Council to provide policy direction prior to adoption of the preliminary levy and budget in September. ATTACHMENTS: None Page 2 of 2
