SUBJECT: Friendly Hills Tot Lot
Ms. Sylvia Nelson, 2349 Apache Street, will be present this evening to request
landscape improvements for Friendly Hills Tot Lot.
HISTORY:
The Commission discussed this parcel of park land which was dedicated to the City
when the original housing development was built. Friendly Hills Park did not exist at that
time and the developer dedicated the land and various pieces of playground equipment to the
City. Several years later the City acquired through dedication and purchase the existing
Friendly Hills Park.
In late 1989, the Commission recommended to Council that the old play equipment,
which was in a dangerous condition, be removed and the land sold for single family
development and the proceeds from the land sale be used for improvements in Friendly Hills
Park. The subject of installing play equipment in the tot lot was discussed. The Commission
felt that the play equipment in Friendly Hills Park was only 300 feet away and that any
investment here would be a duplication.
Council held a public hearing on January 16, 1990 with many residents present and
opposed to the selling of the lots. After discussion of proposed referendum improvements and
why no money was designated for this tot lot the Council referred the issue back to the
Commission for reconsideration.
Several residents attended the February 13, 1990 meeting and requested improvements
for the tot lot. The Commission did not want to make any improvements because of the
proximity of the play equipment in the park. Chairperson Huber asked the Parks Commission
if there were any motions based on the citizen's request. There were no motions forthcoming
from the Commission.
During the recent street reconstruction project the low areas of the tot lot were filled
and reseeded. This was done so that the mowers would not bog down when ground water
levels were high. The only maintenance done on this parcel is regular turf mowing.

DISCUSS
The 5th Annual Celebrate Mendota Heights Parks! community festival will be held Saturday,
August 24, 1996 at Mendakota Park. The fun and excitement will begin at 11:00 a.m. and
last until approximately 5:00 p.m. Everyone in the community is invited to the celebration.
This year's event promises to be bigger and better than ever. The celebration committee has
been hard at work programming this wonderful event. The event is designed to attract a wide
range of Mendota Heights residents and families.
• Activities planned for this year's event include dance performances by the D&D Dance Studio
and the West Side Steppers, musical performances by the Silver Tones and the ever popular
Teddy Bear Band, and Ventriloquist Ian Varella. Events occurring throughout the day include
a Jupiter Jump Moon Walk, Fire Truck rides, dunk tank, game booths, and concessions
sponsored by the Mendota Heights Fire Auxiliary, face painting sponsored by Burnet Realty,
various promotion booths from local organizations, a craft fair, and much, much more!
Last year's Celebrate Mendota Heights Parkst was a smashing success with over 1,000
residents participating. The Fifth Annual Celebrate Mendota Heights Parks!, scheduled for
Saturday, August 24, 1996, promises to be an enjoyable day for all.

SUMMER BASKETBALL PROGRAM
SIBLEY HIGH SCHOOL For grades 4-9. League play on Tuesdays and Thursdays
from 10-12am (many kids combined this program with weight training from 8-10am).
Open gym on Monday and Wednesday also from 10-12 as well as from 6-8pm Monday
through Thursday. Awards were made to the first and second place teams in each
division, and the two "hardest workers" in each division. All participants received free
admission to a Sibley game as well as a party on the last day.

SOUTH FAMILY YMCA For grades 5-8, the program ran from 1-4pm Monday
through Thursday. Basketball instruction was alternated with swimming pool time with the
gym time being devoted to teaching skills, warm ups and pick up games. Contests and a
drawing for prizes was held at the end of the summer party. All participants were given a
T-shirt, ribbon and free admission to a Sibley High School basketball game.

Attatched is a summary of the summer basketball programs that you helped make
possible. We are very happy with both the number of kids who participated and the
quality of the experience. The numbers indicate that there is a need for programs such as
this in our communities, especially at the ages that we served. We are told to expect a
doubling of participation next year!
Those responsible for the programs are planning to evaluate this summer's experience and
make any necessary modifications for next year. If you have any ideas, or have feedback
from those who participated, would you please relay them to Sarah at the South Branch Y.
We will also continue looking for funding. Any ideas you have on sources would be
appreciated. We are following up on some possible funding through Dakota County as
well as through the State of Minnesota. We are trying to have our funds secured earlier
than this year so that families can plan. Many families have inquired if the program will be
offered again, so it's obviously been appreciated.
Thank you again for your support. We realize that it may have been difficult to donate
money for an untried program, but the reaction of the communities indicate that it was
money well spent!

SUBJECT: Pedestrian/Bicycle Path on Victoria Curve
HISTORY
Council directed staff to design a path along Victoria. Curve from City Hall to Hunter
Lane. This section has no shoulders and with the increase in traffic volumes the roadway can
be dangerous for pedestrians and cyclists. Council has previously banned parking on the north
(ballfield) side of the road. West of Hunter Lane the roadway was constructed with paved 5'
or 7' shoulders as part of the MnDOT reconstruction of the Mendota Interchange (Highway
55, 110 and 13 meet). This road is now used to access Mendota and the Highway 110, 55 and
13 interchange.
DESIGN CON ID ATION
A separated path (minimum 4 feet away from pavement edge) that is a minimum of S
feet wide will accommodate two way pedestrian and bicycle traffic. If widened shoulders are
added they must be on both sides of the roadway.
COUNCIL DIRECTION
The report submitted to Council for review described a separated path on the north
(ballf eld) side of the road which would touch the driving lane at a "pinch point" where the
wetland is close to the roadway. A separation here may mean fill material in the wetland
which will require DNR permits.
Council asked staff to work up a second cost estimate of installing the path on the south
side of the road and to present the two plans to the Park Commission for review and comment.
RECONIlVIII�TDATION
Adding a seven foot wide bituminous shoulder on both sides of the road from
Lexington to west of Hunter Lane where it would 'blend in" with the existing roadway would
- i
meet the "Minnesota Bicycle Transportation Planning and Design Guidelines" for a rural (no
curb and gutter) roadway section. Cost for this improvement would be in the $25-30,000
range.
Installing a separated trail on one side or the other would cost from $20-25,000. For
this type of design the costs are higher due to increase in grading, restoration, and culvert
conflicts.
A third option would be construction of widened shoulders along both sides of this
roadway section except near the City Hall and by the ball field where the trail would be off-
road to match the existing trail in front of City Hall. This option is illustrated in the attached
drawing.
ACTION REQUIRED
Make a recommendation to Council regarding which solution the Commission desires
and state the Commission's position or recommendation on the use of the Special Park Fund to
pay for this improvement.

SUBJECT: Trail on Victoria Curve from City Hall to Hunter Lane
DISCUSSION:
City Council directed staff to determine the cost and feasibility to provide safer
pedestrian and bicycle traffic on Victoria Curve. Traffic volumes have increased since the
completion of the MnDOT Mendota Interchange Project which extended Victoria Curve to the
west connecting to Highways, 110, 13 and 55.
West of Hunter Lane the MnDOT project constructed a roadway section that consists of
a twelve foot wide driving lane in both directions with a six foot wide bituminous shoulder
with curb and gutter. This six foot shoulder provides an adequate "safe" area for pedestrians
and cyclists from the traffic lanes.
To improve safety conditions east of Hunter to City Hall along this roadway I
recommend that a separated trail be constructed from the entrance to the City Hall Parking lot
and continue westerly 650 feet and then "bend" towards the road becoming a widened shoulder
for 600 feet where the trail would meet and end at Hunter Lane. This design was arrived at so
that the existing ditch drainage could be retained. To significantly alter the ditches would
require the installation of storm sewer pipe which would increase the project costs. Another
factor is the steep slope adjacent to the pond/wedand. A separated trail would require difficult
to acquire fill material to impact the wetland which would require special permits from the
DNR and Corp of Engineers.
Estimated costs for this 1250 foot trail segment is $20 to $25,000 which is$17 to $20
per lineal foot of trail constructed. The attached drawings indicate the proposed trail route and
typical cross sections illustrate how the trail would "fit" with the conditions along the roadway.
ACTION ltEOUIM:
N Council desires to provide safer conditions for cyclists and pedestrians on Victoria
Curve from City Hall westerly to Huner Lane they should direct staff to prepare construction
plans and specifications and to advertise for bids. Council may wish to designate a funding
source for this improvement at this time.

SUBJECT: Valley Park Trail - Centerline Paint Line
Council member Smith requested the Commission to discuss the appropriateness of
painting a centerline stripe on the eight (8') foot wide trail in Valley Park.
This trail is approximately one and three quarter miles long. From the intersection of
Dodd mad and Highway 110 it extends northerly to Highway 13 by the road to the Lilydale
Yacht Club. The trail goes through a heavily wooded area and contains several steep incline
areas. Visibility is sometimes limited due to the trail alignment and the dense vegetation. I
believe Council member Smith's responding to concerns by walkers when encountering
cyclists on the path without warning.
The "Minnesota Bicycle Transportation Planning and Design Guidelines" do not
i recommend a combined pedestrian and bicycle path less than ten feet in width. The guidelines
do emphasize that "...short sections of paths must not be marked differently than the rest of the
route (continuity of the network is important)..." The Factors that would warrant separation
would be 1. Route is used for fast, long distance bicycling 2. There are high volumes of both
pedestrian and bicycle traffic. Attached is a graphic with examples of several treatments that
can be used to separate pedestrian and bicycle traffic.
To date there have been no reported accidents between a cyclist and a pedestrian in this
park.
Cost to paint a solid white line is approximately $800 per mile.
RECONIlVI MATION
width. I recommend that no paint stripe be used on any City trails that are less than ten feet in
I further recommend that the Park maintenance staff be directed to survey the trail in
this park and brush back and remove trees if necessary to make the trail a minimum of 16 feet
wide (8 foot trail with 4 feet turf both sides). Tight comers with limited visibility may need to
be further brushed out.

SUBJECT: Cross Country Ski Trail in Valley Park
HISTORY:
I presented a mini-feasibility report to the Commission last month. Commission asked
me to further investigate the cost of clearing the proposed trail alignment.
I have made several contacts and have concluded that the best method for constricting
the traff would be a combination of City crew, hired contractors, and the use of County Court
ordered community service "volunteers".
• CONSTRUCTION SCHEDULE
Lay out routes in late fall. Remove significant trees late fall and winter. Remove
stumps and perform minor grading early spring. Install culverts where necessary. in late
spring begin final brush out of trail to 16, to 20' clear area using Community Service
"volunteers" coordinated with City crews who would assist with equipment rentals (chipper),
supplies and supervision. Restore turf where necessary and begin mowing on regular
schedule. City crews would install signs during summer. Trail ready for use in winter of
1997.
COST ESTIMATE
I feel that my original estimate of$40 to $45,000 would still be valid for the entire
project as proposed (drawing#2 dated July 9, 1996).
REMAZIMATION:
If the Commission wishes to proceed with this project they should recommend to
Council that Plans and Specifications be prepared so that bids may be received for the fall
work.
• Commission may also want to consider if a public hearing or open house on this project
is necessary.
Commission should consider including this project in the Five Year Capital
Improvement Plan.

The Commission request an estimate to construct a cross county
ski trail in Valley Park that would connect to the Par Three
Golf Course and that would utilize the existing eight (8' ) foot
wide bituminous trail in the park.
Staff has looked at potential routes through the park that would
be least. . disruptive and provide alternate "loops". Attached
is a topographic map of Valley Park north of Marie Avenue and
a graphic showing the trail route and "Loop" recommended.

cross county ski trail in Valley Park they should recommend to

above estimated project costs.
Council should also be made aware of the annual costs of maintaing
the ski trail and increase the Parks maintenance budget so that
these anticipated expenses are provided for.

SUBJECT: Five Year Capital Improvement Plan (CIP)
Council acknowledged receipt of the recommended plan at the July 16, 1996 regular
meeting. Councilmember Smith requested the Commission revisit the plan and to schedule in
the tennis courts at Hagstrom-King Park.
DISCUSSION:
The Commission stated that large ticket items, such as the Cross Country Ski Trail,
Lights at Mendakota Park, etc. would not be included in the Five Year Plan but reviewed on a
per project basis and did not need to included in the CIP.
HISTORY OF THE TENNT. COURT ISSUE IN SOIMMAST RF.A
Tennis courts were proposed at the North Kensington Park. Residents and Council said
no. The Commission told neighbors that courts in Hagstrom King would be considered after
plans for the new Middle School were approved. Staff has not received any new requests for a

In the 1985 Facility Needs Study the recommended standards for the number of tennis
courts in a City with a population of 14,000 would be eight (8). Our inventory at this time is
City owned = 12, School District 197 = 8, Private School = 3. No record of private courts
exists in my files.
RECOIVIlVIENDATION:
The Commission may want to revisit the CIP and add in new improvements in
upcoming years or more clearly state the Commissions criteria for what type and size of
project is to be evaluated on an as needed or as requested basis, especially projects that
exceeded $25,000.

The Commission directed me to develop a concept to locate a full size baseball (90 foot
baseline) field in this park.
I have already done such a layout which was provided to the City Council during
discussions on the Mendakota Park Lights issue.
There is sufficient existing land available to accommodate a baseball field.
Construction of a field, parking, etc. would be in the$140,000 to $200,000 range.
RECOADJENDATION:
If the Commission wishes to proceed with this type of improvement in this park they
should make a recommendation to Council that a Feasibility Study be prepared and a public
hearing held to get citizen input.

Subject: Tennis Court "Bang Board'
The City received the attached letter regarding the construction
of a "bang board" at one of the City's tennis courts.
BACKGROUND
At the May 9, 1995 regular meeting of the Commission Mr. Ram
Muthyala and his son Brian attended to request the City build
a tennis "bang board". The Commission directed staff to research
the cost and to report back to the commission.
At the August 8, 1995 regular meeting, during a discussion
of what park items were included in the 1996 City Budget, the
"bang board" request was revisited. The minutes from this meeting
state that "The Commission was of the consensus that the bang
board for the tennis court at Friendly Hill Park. . .should be tabled
until such time as there is more interest and demand for a
• bang board"
DISCUSSION
No additional requests have been received by City staff.
I did a rough design and cost estimate in the $2, 000 range. If
I had to revisit the design and location aspects of a bang board
my recommendation would be to not retrofit an existing tennis
court but to incorporate the bang board with a new court facility.
RECOMMENDATION
Commission should discuss this issue and direct staff to
respond to Mr. Brian Muthyala.

HISTORY:
Under the Ivy Falls Storm Project a detention pond was constructed in Ivy Park. The
original contract required restoration of the park, but concerned residents living in the
neighborhood requested Council to make additional landscape improvements. A landscape
architect was hired to design a planting concept that would incorporate wildflowers and low
maintenance shrub areas surrounding the pond.
Stone blocks, acquired from Acacia cemetery, were used for a flower garden retaining
wall, steps and benches. The trees and shrubs were installed last fall and the last of the
wildflower operation was completed at the end of June. A payment request for this work is
included in the claims list and attached is a list of the type of plugs and seed used in the park.
Establishment of the wildflower plantings will take several years and some special
maintenance work will be required by the park maintenance crews who have been doing
similar work at several other wildflower planting sites in City parks.
VOLUNTEER WORK PROJECT BY LOCAL SCOUTS
Christopher Beckman ( 1882 South Lane) offered the City a crew of volunteers to assist
in a park improvement project as part of his Eagle Scout Service Project.
Since the Ivy Park project needed some additional work, not covered by the original
contracts, I discussed the work requirements with Mr. Beckman and he developed a project
plan that fit the Eagle Scout Program requirements. I coordinated the work day and equipment
and supplies the City would provide with, Mr. Beckman. Approximately fifteen youths from
Scout Troops 198 and 345 arrived at the park at 8:00 A.M. Wednesday, July 31st, and
successfully completed the project at 2:30 P.M. that afternoon.

Your offer to organize a volunteer group to assist with a City park improvement project is
very appreciated.
The City Park Crews primary job is to maintain the existing parks and rarely have time or
resouwxs to participate in any new construction projects. New improvements are
competitively bid to private contractors. One recent project, the Ivy Falls Stormwater Project,
required a stormwater detention pond be constructed in Ivy Park. The contractor fulfilled his
• contract but complaints from resident;influenced the City Council to add additional landscape
improvements around the pond. Two contractors were hired, one to install trees and shrubs
and the second to install wildflower plugs and seed. Conflicts between the two operations has
left some final"touch up" work to be done. Here is where your offer can benefit the City.
The work left is mostly hand work such as rock picking in the tilled wildflower area, addition
of wood chips around shrub and tree plantings, add edging to a`butterfly garden, replace plant
materials that did not survive last winter, and the construction of a "dry creek"using rock
mulch.
Attached is a drawing of the pond area with the work required noted. Also attached, is a list
of equipment and materials that the City will provide for you and the other volunteers.
