Res 2026-16 Transferring Funds to ISD #197 for Food Support OperationsCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA RESOLUTION 2026-16 TRANSFERRING CITY FUNDS TO SUPPORT INDEPENDENT SCHOOL DISTRICT 197 COMMUNITY FOOD SUPPORT OPERATIONS WHEREAS, the city of Mendota Heights has ]earned that members of the public, including families living, working, and going to school in the City, are facing financial hardship as a result of immigration enforcement actions utilized by the federal Department of Homeland Security, and Immigration and Customs Enforcement agents; and WHEREAS, current financial hardships faced by many Mendota Heights residents and other members of the public have caused food insecurity; and WHEREAS, Minn. Stat. §471.85 provides cities with the authority to transfer personal property, without consideration, to another public corporation for public use when duly authorized by its governing body; and WHEREAS, the City Council fmds that the transfer of $1Q000.00 from its General Fund for community food support operations through Independent School District 197 (the "District") serves a valid public purpose and promotes the health, safety, and welfare of the community. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mendota Heights, Minnesota, as follows: The City Council hereby approves the transfer of $10,000.00 from the city's General Fund to Independent School District 197 for the purpose described above, with the following conditions: a. The District shall provide written acceptance of the funds and shall agree to administer and expend the funds lawfully. b. The District shall allocate funds to impacted households based on need identified by District or school staff. c. The District shall document the process for how funds are dispersed to households. d. The District shall notify the City, in writing, when the allocated funds have been fully expended. e. Funds shall be available to impacted households in the following schools: Mendota Elementary, Somerset Elementary, Pilot Knob Elementary, Friendly Hills Middle School, and Two Rivers High School. 2. The City Administrator and Mayor are authorized to execute documents necessary to effectuate the transfer consistent with Minnesota Statutes.
