Ayes: 5 Nays: 0 ITEM 5A March 6, 2012 Page 2 P2 PULLED CONSENT AGENDA TOPICS F) TRAFFIC SAFETY COMMITTEE RECOMMENDATIONS Public Works Director / City Engineer John Mazzitello commented that the Traffic Safety Conunittee met on February 21, 2012 to discuss issues brought forward by residents pertaining to traffic issues, pedestrian safety, and things of that nature. The committee heard three new issues; the first being a request from a resident on Jarnes Road to change the existing yield signs at Jarnes and Douglas to a four- way stop. After speaking with the requesting resident, she came to the conclusion that changing the yields to stop signs to make them a two-way stop would be acceptable. Prior to the corm-nittee meeting the Police Department took photos of the intersection from varying distances traveling westbound on Douglas Road. The site distance to the intersection is questionable and the yield sign is difficult to see so the Public Works Department trimmed some trees in the right-of- way to make the yield sign more visible. The resident was at the committee meeting with her daughters, who are in a Brownie Troop. The Brownie Troop circulated petitions up and down James and Douglas and gathered a number of signatures in favor of changing the signs to stop signs. After hearing a number of the residents talk about what the issue is, the Traffic Safety Committee recommends the following actions prior to making any decision about changing the signs. O Public Works crew or contractor can trim the trees along the right-of-way to increase the sight distance to the intersection • The Engineering Department can compare the design stopping distance for the speed limit with the sight distance to the intersection and if there is not enough stopping distance that would be a sign of the root cause of the problem and perhaps they can set another yield sign on the other side of the intersection so drivers approaching James would be able to see it better The Police Department will provide some targeted enforcement and observation at the intersection • Utilize the newly acquired speed cart to do some -traffic monitoring and speed counts and revisit this issue at the next Traffic Safety Committee meeting. The Traffic Safety Committee is comprised of City Engineer John Mazzitello, Police Chief Michael Aschenbrener, Fire Chief John Maczko, Councilmernber Vitelli, Planning Commissioner Litton Field, and Public Works Superintendent Tom Olund. A resident on Sylvandale Court brought the second issue forward and the original request had to do with sidewalks in the neighborhood. After discussing the issues with the resident it really boils down to a pedestrian versus vehicle traffic issue along Sylvandale Road and a concern for speed on Sylvandale. Councilmembers asked questions in regards to: • Cost estimate of the bypass lane and were informed that the estimate includes the MnDOT recommendation of lowering the grade on Dodd Road • Whether it is customary for a city to be charged for improvements d it is not deemedlagiiglaenough priority that if it is the city making the request for improvement by the state agency the city gets the bill Councilmember Petschel, now that the speed cart has r e shared a list of areas that she has been keeping track of where residents have requested traffic monitoring. Mayor Krebsbach requested that Chief Aschenbrener provide the council with an update on the speed cart usage in a month or six weeks. Councilmember Vitelli moved to approve the Traffic Safety Committee Recommendations. Councilmember Petschel seconded the motion. Ayes: 5 Nays: 0 G) ACKNOWLEDGEMENT OF FEBRUARY BUILDING ACTIVITY REPORT is Councilmember Duggan noted that the interest in, and valuation of, the City of Mendota and ights fire being well maintained and gave credit to things that the council, commissions, police Mendota Heights City Council ITEM 5A March 6, 2012 P 4 Page 4 departments, and staff have done to keep the city attractive to all those who are looking for places to do business in a metropolitan area. Councilmember Duggan moved to acknowledge the February Building Activity Report Councilmember Vitelli seconded the motion. Captain raised $22,000 mainly due to donations and efforts from nu ler of people. Captain f main Goldenstein Hayley, expressed appreciation to the City Council, Mayor Kr 1p at neighboring fire departments that covered so the local fire department ons to the silent aucdtiattend e g nerout the event, local businesses and individuals for their attendees, the media, and Rooster's Barbeque who coordinated all of the food preparation. Ms. Hayley Bester expressed her heartfelt gratitude to the Council and the community for everything that was done for her. Councilmember Duggan asked if the string rule had applied. Mr. Sedlacek pointed out the line on the drawing that takes into consideration the new string rule application. Mendota Heights City Council ITEM 5A March 6, 2012 Page 5 P5 Councilmember Vitelli moved adoption of "Resolution Approving a Four Foot Variance to the Front Yard Setback at 2225 Apache Street" Councilmember Duggan seconded the motion. Ayes: 5 Nays: 0 B) PLANNING CASE 2012-06; ADOPTION OF "RESOLUTION APPROVING VARIANCES FOR WALL SIGNS AT 949 MENDOTA HEIGHTS ROAD" — ST. THOMAS ACADEMY Assistant to the City Administrator Jake Sedlacek explained that this is a request for variances for wall signs. When this application initially carne in the applicant submitted an application for a Conditional Use Pennit for the expansion of the school of St. Thomas and then also a variance for the signs. Upon further review, staff realized that the conditional use permit is not actually necessary as a school is a permitted use in the residential zone. So the applicant, not needing to meet the Conditional Use Permit standards, is seeking a variance for the wall signs. The applicant has tluee signs they are looking at. Mr. Sedlacek shared a site plan to get a perspective of where the signs would be. The Planning Commission discussed the request at their last meeting on February 27, 2012 and the questions raised were regarding the colors of the building. In the staff report, there was a recommendation that the logo for St. Thomas be made the same size as the logo, which was recently approved, for Henry Sibley. After some discussion with the Planner, the Planning Commission decided they were willing to recommend approval of the sign package as proposed. One of their findings was that, with Henry Sibley the sign was smaller but that was at their request and not by staff recommendation. The Planning Commission felt they should treat these two applications similarly. The other question the Planning Commission discussed was whether or not a variance was the right tool for this application. The Planner does not anticipate this corning too often. There was one comment at the public hearing, which was in favor of the sign as proposed. The Planning Commission did recommend approval of the sign as proposed with the findings recommended by the Planner. Mayor Krebsbach mentioned that both schools are in residential areas, but there are also churches and several different institutional residences in Mendota Heights so the signage is important. Commissioners asked the design builder for St. Thomas Academy a question regarding unifon-nity of the signs that replied that the signs would be uniform in font, color, and letter size. It was also noted that there would be no illumination of the signs. Councilmember Duggan expressed opinion that there should be an ordinance created for institutional signage in a residential area. He also expressed his being uncomfortable with the comparison of applications being approved based on what was previously approved on another. Each application was measured based on what was in the application, the area, and the location. Decisions are based on the standards that are there and not against a decision made in the past. Planner Stephen Grittman, in regards to an ordinance being created, stated that he could prepare a separate section of the sign ordinance that deals with institutional signage in a residential area. Councilmember Vitelli said that he would not be in support of the Planner and the Council spending time drafting an ordinance. He believes that signage is very vague and that the Council has dealt Mendota Heights City Council ITEM 5A March 6, 2012 Page 6 P6 appropriately with three issues in the past year or it is a cease by -case deal and not Councilmember Vitelli's comments. Councilmember Povolny worth doing an ordinance change or addition. Councilmember Petschel moved to adopt "Resolution Approving Variances for Wall Signs at 949 Mendota Heights Road" — St. Thomas Academy Councilmember Vitelli seconded the motion. Councihnember Duggan suggested that Item 1 in the resolution be changed to "... read residentially permitted signs from the street." Ayes: 5 Nays: 0 C) EXTENSION OF CONDITIONAL A HEIGHTS ROAD STOT STRUCTURE AT 949 MENDOT THOMAS ACADEMY Assistant to the City Administrator Jake Sedlacek stated hblenf e d house, wh le tl ey aaised requested fu ds fo a Conditional Use Permit for a temporary structure, an in permanent field house. Councilmember Duggan moved to approve the Extension of Conditional Use Permit for Air- Supported Structure at 949 Mendota Heights Road — St. Thomas Academy, with two small changes: e The last whereas; "... and intend[s] to break ground on the new field house in 2012" o The #1; "... St. Thomas Academy provide[d] documentation outlining the use of their supported structure" Councilmember Petschel seconded the motion. Ayes: 5 Nays: 0 D) COMMERCIAL PROPERTY MAINTENANCE CODE Planner Stephen Grittman explained this is the Vsecond draft oof t the l Commercial/Industrial hearing /Iwdlistthe Planning Maintenance Code. The process would involve g Commission. Council previously indicated they would like blic heaiingsitlwould coal ome nity to be back to council of that hearing, which is part of staff's process. Ater the p for consideration of formal adoption, potentially at the first meeting in May. The draft before the Council responded to some of the questions and comments Council made and most of them were Mendota Heights City Council ITEM 5A March 6, 2012 P7 Page 7 clarifying in nature but a couple of them were substantive. Planner Grittman reviewed the substantive changes and the reasons for them. Questions were asked by the Council in regards that these changes apply to everyone in the commercial /industrial district — current and future, the addition of language clarifying `siding material' as opposed to an artistic attempt at making it look like siding, ground cover and landscape maintenance, grading, inspection of private properties, and various other language details. Councilmember Petschel moved to approve the Commercial Property Maintenance Code subject to the changes suggested. Councilmember Vitelli seconded the motion. Ayes: 5 Nays: 0 COUNCIL COMMENTS Councilmember Petschel conunented that Mendota Heights is in the Minneapolis /St. Paul Magazine this month on page 41, and they have identified The Village as a `destination' and encouraged others to read the article, as it is complementary to the City of Mendota Heights. Last week, Councilmember Petschel went to the Section 32AA Swimming and Diving Championship and had the pleasure of watching a Sibley High School student, Michael Post, finish second in the section and he acquitted himself quite well at state. Councilmember Petschel also conunented on the beautifully clear sky with Venus and Saturn in the western sky and an almost full moon in the eastern sky. Councilmember Povolny wished St. Thomas Academy good luck in the hockey tournament. Councilmember Duggan commended St. Thomas Academy for raising seven tons of food to distribute and one of the elementary schools raised over $4,000 for the poor. He also recognized all of the members of the community who attended and participated in the event for Firefighter Hayley Bester — it was a testament to this wonderful community. St. Thomas Academy located at 949 Lake Drive is planning to hold their annual Community Auction Gala on April 21, 2012. Maczko, Fire Chief SUBJECT: Fire Pager Purchase BACKGROUND The fire department has been replacing pagers annually to assure that these critical items for alerting our firefighters stays operational. We typically budget for six pagers a year allowing us to rotate all pagers on a seven year cycle. In 2011, the department was notified that all of our pagers needed to be updated to Minitor V pagers by August of 2012. This update was needed because the state is re- banding the radio frequencies, as mandated by the FCC by December 31, 2012, and the old pagers can't be reprogrammed with the new fire frequencies. We had sixteen pagers that needed to be replaced over the two years. Last year we purchased eight pagers, this year we will purchase eight more and then we will be back on our six pager per year replacement cycle. Since we would not have any spare pagers, I am requesting we purchase one additional pager for a spare. This is not the desired number of spares but I am confident this will not be a problem as the switch is not scheduled until August and we will purchase additional pagers in January 2013. Three bids were received for the pagers /chargers /programming. They were: Ancom Communications R and D Radio Motorola Solutions $454.00 each $461.25 each $506.00 each BUDGET IMPACT The 2012 budget included $3,600.00 for the purchase of replacement pagers. The total cost of the nine pagers is $4,086.00. The additional $486.00 will come out of our current operating budget. RECOMMENDATION I recommend that the City Council approve the purchase of nine Motorola Minitor V pagers from the low bidder, Ancom Communication for a total price of $4,086.00. Each monitor is capable of detecting Carbon Monoxide, Oxygen, Hydrogen Sulfide (sewer gas) and explosive gases. The fire department uses the monitors frequently for all types of calls. The two monitors that are currently in service are nearly 10 years old and are in need of extensive repairs which are not cost effective. Over the last several months have I looked at several different monitors made by MSA and other companies. It's my recommendation that we purchase monitors made by MSA because they operate virtually the same as our current ones, which will eliminate any additional training. In addition we have been very pleased with the reliability, functionality and serviceability of the current MSA units. BUDGET IMPACT The 2012 fire department budget reflects an allocation of $4,000 for the replacement of these monitors. There are only two authorized MSA fire service dealers in the state for gas detection equipment, they are Metro Fire and MSA direct. I solicited bids from each company for two new monitors, and related calibration equipment. Metro Fire bid $3,156.09 and MSA direct bid $3,813.00. I thought we had formally notified the council but have since found otherwise. Mary was appointed to the fire department on September 1, 2001, and has served on the fire department for 10 years. Because of personal commitments at this time, she is unable to meet the time commitments of the fire department. Mary was the second female firefighter that has served the city. She has been a great asset to the fire department and always worked hard. In addition to firefighting duties she also worked on our fire prevention committee and coordinated fire prevention activities at the schools during fire prevention week. It is with regret that we must accept her letter of retirement, she will truly be missed. The majority of calls were classified as false alanns or as good intent calls. Five were residential in nature and four were commercial in nature. Of the remaining calls, four were EMS calls, three were grass fires, and one was an auto accident with injuries. One of the residential calls was a structure fire. The home owner had a fire in the fireplace and noticed that smoke was pushing out from the bricks near the mantel. The fire box had a crack in it which allowed fire to spread into the wood framing of the chimney. Crews removed the fire box and extinguished the fire. Damage was estimated at $5,000.00. Monthly Department Training The monthly department training was dedicated to satisfy most of our OSHA mandated training. Firefighters received training in the areas of Blood Born Pathogens, Employee Right to Know, Pre Plans and Lock Out -Tag Out procedures. Monthly Squad Training The squad training for the month focused on ropes, knots and the rigging of rope safety systems and hauling systems. The fire department has nearly 1000' of rescue rope and related equipment. The firefighter training was based on a scenario where a car had left Highway 13 and went several hundred feet down the cliff. The firefighters had to rig a rope safety system that would allow them to safely get down to the victims in the car. Then they had to rig a rope system that would assist them with hauling the victim up to safety. They are looking to finance the construction by having the city issue Educational Facility Revenue Bonds. The city will act as a pass tlu-ough in the issuance of the bonds and will not be under any obligation in regards to the bonds. We have issued similar debt in the past for both St. Thomas Academy and the St. Thomas Ice Arena. Attached is a letter from St. Thomas describing their project and stating their request to have the city issue the debt for this project. The first step in the process of issuing the debt is for council to call for a public hearing. The public hearing is scheduled for the April 17, 2012 city council meeting. The notice to be published is attached for your review. BUDGET IMPACT The city charges a fee for the issuance of these revenue bonds. With the previous bonds, we have collected $0.80 per thousand issued. Initially St. Thomas is looking to issue $6,000,000. The fee to be collected is $4,800. St. Thomas will also provide the city with a $2,500 escrow check to cover any expenses that the city will incur in issuing these revenue bonds. The remaining amount of the escrow will be returned after all expenses have been paid. We sent out requests for bids to contractors that have been interested in bidding in the past. We received three bids and they are as follows: Pearson Bros., Inc. Mike McPhillips, Inc. Allied Blacktop Company $74.75 /hour $76.00 /hour $76.50/hour In 2011, Pearson Bros., Inc. was the lower bidder at $71.00 an hour and the total cost of sweeping the streets in the spring was $11,000.00. The fall sweeping of the streets by Pearson Bros., Inc. cost $4,800.00. BUDGET IMPACT There is $32,000.00 in the 2012 budget for street striping and sweeping the streets twice this year (once in the spring and once in the fall). RECOMMENDATION I recommend that the street sweeping contract be awarded to the lower bidder, Pearson Bros., Inc. for their low bid of $74.75 an hour. Street rehabilitation includes milling 2" of the existing bituminous roadway surface and placing a 2" bituminous overlay. The project also includes constructing a 150 feet long right turn lane at the Mendota Heights be widened by Dodd approximately ly 6 feet as part of the t the project. The north side of the road would right turn lane. Proposed improvements to the trail on the south side of Mendota Heights Road include placing a 1.5" bituminous overlay over the existing trail surface and installing pedestrian curb ramps. Damaged concrete curb and gutter will also be replaced as part of the roadway restoration. Disturbed boulevard areas will be restored with topsoil and sod. ITEM 5M P36 Diane Road. Neighborhood Rehabilitation Project Summary The proposed project includes rehabilitating Diane Road, Rae Court, Adeline Court, Nina Court, Barbara Court, Douglas Road (east of Victoria Road), Celia Drive, and Eagle Ridge Road. The proposed improvements for Diane Road (north of Nina Court), Rae Court, Adeline Court, Nina Court, and Celia Drive includes street rehabilitation consisting of milling and removing the existing bituminous surface and placing of a 2" bituminous base course and a 1.5" bituminous wear course over the existing aggregate base. The proposed improvements for Diane Road (south of Nina Court), Barbara Court, and Douglas Road (east of Victoria Road) includes street rehabilitation consisting of milling a 6 -foot wide strip adjacent to the existing curb and gutter and placing a 1.5" bituminous overlay extending over the entire width of the roadway. The proposed improvements for Eagle Ridge Road includes street rehabilitation consisting of reclaiming the existing bituminous roadway and the placing of a 2" bituminous base course and a 1.5" bituminous wear course over the reclaimed pavement material. Damaged concrete curb and gutter will also be replaced as part of the roadway restoration. Disturbed boulevard areas will be restored with topsoil and sod. Driveways that are disturbed due to the street rehabilitation will be replaced in kind. Every ten years, following the completion of the United States Census, the seats in the United States House of Representatives are reapportioned among the states according to their respective populations. The United States Constitution requires congressional election districts to be nearly equal in population as is practicable. Minnesota's 2010 census population of 5,303,925 entitles it to retain the eight congressional seats it has been apportioned since the 1960 census. Minnesota's total population increased by 7.8 percent during the last decade, but the growth was not uniform. Therefore the MN Legislature re-drew the state's congressional and legislative districts to better reflect the state's population. Please see the attached Congressional, Senate and Legislative District Maps. The 2012 State redistricting plan split the legislative district in Mendota Heights in two: 52A, north of Highway 110, represented by Representative Hansen and 52B, mostly south of Highway 110, represented by Representative Atkins. Mendota Heights is now located in Congressional District 2, represented by John Kline Our Senate District (52) has similar boundaries and remains represented by Senator Jim Metzen. Minnesota Statute section 204B.14, subd.3 (d) requires that precinct boundaries must be reestablished within 60 days of when the legislature has been redistricted or at least 19 weeks before the state primary election, whichever comes first. Therefore staff has established the attached boundaries ofthe voting precincts and polling places. Precincts are used to administer elections and are created by the municipality. The municipal clerk is required to provide the new city precinct map to the Secretary of State in addition to publishing the information locally. The clerk will confirm all contracts and arrangements for new and re- established polling places and post notice of changes in office of the city clerk on or before June 19, 2012 and must notify the school districts affected within 30 days of approval. BUDGET IMPACT There is no impact to the budget. The notices of new precinct boundaries and polling places are sent and paid for by Dakota County per the redistricting process. RECOMMENDATION Staff recommends the city council approve a "RESOLUTION ESTABLISHING PRECINCTS AND POLLING PLACES." Our current rates were set in November of 2008 as follows: Weelcdays Weekends Greens Fees $10 $12 Sr /Jr Greens Fees $9 $11 Second Round $5 $5 Pull Cart Rental $2 $2 Power Cart Rental $10 $10 The central discussion point for the commission discussion centered on whether or not an increase would have a negative impact upon demand. The commission ultimately voted to recommend a one dollar increase to each round of golf, asking staff to provide the city council with a current fee analysis for their consideration. Attached you will find a number of materials showing 2012 fees for similar courses in the twin cities area. As you can see, there are a number of variables in fees — some courses have flat rates regardless of the day of the week, others, as the Mendota Heights Par 3 have differing rates for weekends and holidays. Most courses have discounts for juniors and seniors. BUDGET IMPACT Our average rounds of golf played per year over the past five years is 11,362. Rounds of golf played in this same time have declined steadily, with total rounds played in 2011 of 9,396. If the increase of one dollar per round does not negatively impact demand, the increase would create an additional $9,300 to $11,300 of revenue. RECOMMENDATION The parks and recreation commission has recommended an increase of one dollar to each greens fee for the 2012 season. Staff concurs with this recommendation and is seeking a motion establishing rates for the 2012 season. Attached you will find a proposed contract to continue this agreement into the 2012 golf season. Language in the contract is taken from previous agreements, having been approved by GM Management and our City Attorney. Exhibit A to the contract details the specific activities, reporting requirements and other conditions of the agreement. The attached document is in draft form and is subject to discussion. GM Management is being provided a copy of the contract as provided to city council and will provide staff with feedback on the contract language prior to the city council meeting. BUDGET IMPACT The attached contract reflects the 2012 budget for maintenance at the Mendota Heights Par 3. RECOMMENDATION Staff recommends receiving a presentation on the proposed contract for maintenance at the Mendota Heights Par 3 Golf Course. If council is inclined to approve a contract at the March 20, 2012 meeting, pass a motion authorizing staff to execute the contract, subject to final review by GM Management and the city attorney. Scope of Services: GM Management has agreed to provide, and the City has agreed to engage GM Management to provide for the City, certain maintenance services at the City's Par 3 golf course, as such services are specified on the attached `Exhibit A" (the "Services ") 3. Schedule of Tasks and Payments: GM Management will submit an itemized invoice each month for the costs incurred to complete the agreed upon tasks identified in Exhibit A. The City has an established maintenance budget for the 2012 golf season of $46,500; any expenditure beyond this amount must be approved by the City. Some work may be completed by subcontractors on contract to GM Management. For all subcontractor work, GM Management will obtain at least 3 bids per task, select subcontractors and sign contracts for subcontractor work with prior approval of the City. Subcontractors will submit invoices to the City of Mendota Heights. As part of GM Management's administrative fees, GM Management will invoice the City for actual hours spent overseeing subcontractor work within costs limits specified in Exhibit A. The City must submit payment within 30 days of receiving an invoice. Changes or additions to this schedule may be made only with written consent of both parties. 4. Insurance, Indemnity, Limitation of Liability, Release: a. Workers' Compensation Insurance: Contractor shall provide a certificate of insurance showing evidence of workers' compensation coverage or provide evidence of qualification as a self- insurer of workers' compensation b. At all times during the term of this contract, GM Management shall maintain insurance commercial general liability (CGL), and if necessary commercial umbrella insurance, with a limit of not les than $1,000,000 each occurrence. The City shall be named as an additional insured under the CGL. c. Indemnity: the parties hereby agree to mutually indemnify and hold harmless the other party for claims arising out of its negligent acts and omissions or will misconduct or the acts of its employees or independent contractors, agents or Page 2 of 5 ITEM 7C P66 assigns in connection with or relating to the performance of each party's obligations under this agreement. i. After a period of 12 months from acceptance of the final payment due to GM Management, GM Management agrees that it shall be deemed to have released the City from any and all claims, causes of action and liability in connection with this contract or the performance of services. 5. Termination: Either party may terminate the contract for any reason with ten (10) days written notice. Within thirty (30) days of tennination, GM Management will be entitled to a pro rata compensation for all work completed as of the date of tennination to the extent that such services were completed to the satisfaction of the City. 6. Amendment: This Agreement may only be amended by a written agreement, signed by both parties. 7. Independent Contractors: GM Management and the City are deemed to be independent contractors, and GM Management shall not be deemed to be an agent, officer or employee of the City, in connection with the matters contemplated by this Agreement. The City will not provide GM Management with any employee -type benefits, including but not limited to health insurance, a pension plan, vacation pay, or sick pay. Neither party has the right, power or authority, express or implied, to bind the other party or otherwise create any duty or obligation on the part of the other party, express or implied, nor shall either party hold out GM Management as having any such status, right, power or authority. The City acknowledges that GM Management, as an independent contractor, may perform services to other unrelated parties during the term of this Agreement. 8. Representations of GM Management. GM Management acknowledges that the City is hiring GM Management because of its expertise in this area and that the City has not provided any training for GM Management, its employees or agents. GM Management represents that it has sufficient knowledge and capacity to provide the Services for the City. 9. Compliance with Laws. GM Management shall be solely responsible for, and shall pay when due, all estimated tax, withholding, social security, disability, unemployment, self - employment and other taxes which may be unposed by the U.S. government or any state or local tax jurisdiction. GM Management agrees that it will comply with all applicable laws, rules, regulations in the performance of the Services. 10. Entire Agreement: This Agreement represents the entire agreement and understanding of the parties hereto with respect to the subject matter of this Agreement, and it supersedes all prior and concurrent agreements, understandings, promises or representations, whether written or oral, made by either party to the other concerning such subject matter. Waiver: The failure of either party to insist in any one or more instances upon strict performance of any of the provisions of this Agreement shall not be construed, as a waiver or relinquishment of the right to enforce or require compliance witViich provision. \\a' 12. GM Management will oversee the overall health of turf grass, taking necessary actions to ensure a high-quality playing surface, which will likely include recommendations for chemical applications, aerating, or similar: O All chemical applications will be completed by MN Department of Agriculture certified chemical applicators O Aeration and/or other turf improvement projects may be either subcontracted for completed by GM Management staff Purchasing GM Management will identify one individual to be authorized to make purchases for the Par 3 Golf Course on behalf of the City at the following vendors: O'Reilly Auto Parts, MTI Distributing, TurfVVerks, LESCO mfg, and Menards. All other purchases must be coordinated through the City of Mendota Heights. Invoices for all purchases must be submitted on a weekly basis and must include annotations as to the machine/building purchases were completed for. Each unit/building will be assigned a number for purposes of tracking expenses. Equipment GM Management will lease all City-owned grounds-keeping equipment for the rate of $1 per year. Under this lease, GM Management will conduct all regular maintenance and minor repairs to City equipment. Tools The Mendota Heights Par 3 has a limited stock of tools for equipment maintenance. GM Management shall supply specialized tools necessary for the maintenance of golf equipment, or provide the City with a list of necessary tools. Use of Facility The Mendota Heights Par 3 is a municipally owned facility; the maintenance building use is limited to the maintenance and repair of city-owned equipment. No use of the space for personal use is allowed without prior written consent by the City.
