CALL TO ORDER Mayor Krebsbach called the meeting to order at 7:00 p.m. The following members were present: Councilmembers Duggan, Povolny, Petschel, and Vitelli. PLEDGE OF ALLEGIANCE Council, the audience, and staff recited the Pledge of Allegiance. JACK VITELLI DAY Mayor Krebsbach noted that this day had been proclaimed as Jack Vitelli Day in honor of Councilmember Vitelli’s service to the community as a Councilmember for twelve years. She also expressed her gratitude to him. AGENDA ADOPTION Mayor Krebsbach presented the agenda for adoption. Councilmember Duggan moved adoption of the agenda. Ayes: 5 Nays: 0 PULLED CONSENT AGENDA ITEMS E) RECEIPT OF NOVEMBER 2012 PAR 3 UPDATE Councilmember Vitelli reported that Par 3 has a positive bottom line for 2012 and it has been managed in an outstanding manner by the staff, including Jen Zweber, the local clubhouse manager; Jake Sedlacek; and Justin Miller.The Par 3 is in the black again. Mayor Krebsbach expressed her appreciation for Councilmember Vitelli meeting with the Par 3 Committee every month for the past year and one half. Councilmember Povolny moved to Accept the November 2012 Par 3 Update. Councilmember Duggan seconded the motion. Ayes: 5 Nays: 0 F) APPROVE RENEWAL OF TOBACCO LICENSES Councilmember Duggan noted somewhat of an anomalous entry –Walgreens. Walgreens dispenses medication to keep people healthy and dispenses cigarettes at the same time. It seems odd to have both of them under one roof. Councilmember Duggan moved to Approve Renewal of Tobacco Licenses. Councilmember Povolny seconded the motion. Ayes: 5 Nays: 0 pg 4 G) APPROVE RESOLUTION 2012-111 ACCEPTING DONATION TO THE POLICE DEPARTMENT Chief of Police Michael Aschenbrener explained that the City of Mendota Heights was a Charter Partner of an Explorer Post in2004 and 2005 and received donations at that time to be used for volunteer services within the community. The City has never successfully been able to recruit enough kids to have an active post. Under the Patriot Act changes,it was noted that this account could not just sit indefinitely awaiting use. Therefore, the City closed the accountand the money has been earmarked by finance to make sure it goes to volunteer services as was originally intended by the donors. Mayor Krebsbach stated that the Boy Scout Troops in the area are very active and applauded the City for having an Explorer Post at that time. Sheexpressed her appreciation in the way it was determined to disburse the funds. Councilmember Duggan moved to adopt “Resolution 2012-111 FormallyAccepting $688.67 from Explorer Post 911 to the City of Mendota Heights” Councilmember Vitelli seconded the motion. Ayes: 5 Nays: 0 I) APPROVAL OF 2013 INSURANCE CONTRIBUTIONSTO LELS LOCAL 76 AND TEAMSTERS LOCAL 320 City Administrator Justin Miller explained that at the conclusion of 2011, beginning of 2012, the City approved contracts with the two unions. At the time, the LELS Local (Police Officer employees) and the Teamsters Local 320 (Public Works employees) had two year contracts covering the years 2012 and 2013. When those contracts were approved it was unknown what the insurance rates would be for 2013 so there was a reopener clause. Therefore, it was necessary to formally obtain consent from both unions that they accepted what was approved in the budget for insurance contributions, medical insurance,as well as all of the other supplemental life, disability, and dental line. This is exactly what was approved in the budget and is consistent with the nonunion employees. This is a formal acknowledgement of that. Councilmember Povolny moved to Approve the 2013 City Insurance Contribution of $1,452.00 per month for LELS Local 76 and TeamstersLocal 320employees. Councilmember Duggan seconded the motion. Ayes: 5 Nays: 0 PUBLIC COMMENTS There were no public comments pg 5 UNFINISHED AND NEW BUSINESS A) APPROVE 2013-2017 STREET IMPROVEMENT PLAN AND SANITARY SEWER IMPROVEMENT PLAN Public Works Director/City Engineer John Mazzitello explained this wasthe annual review and approval of the five year infrastructure maintenance plans – the 2013-2017 Street Improvement Plan as well as the Sanitary Sewer Improvement Plan.These plans were forecasting documents and they did not obligate the City to any future expenditure, as they would be taken care of through the budget cycle and with each individual project as it worked through the process. City Engineer Mazzitello reviewed the 2013-2017 Street Improvement Plans, which Mayor Krebsbach noted would be available for the public to review on the City’s websiteat http://www.mendota- heights.com/. Each year the infrastructure improvement plans are presentedto the Council and to the public. The Street Improvement Plan consistedof three major components: 1) Street Reconstruction, 2) Rehabilitation, and 3) Preventative Maintenance. City Engineer Mazzitello shared a map showing the street improvement plan –street reconstructions and rehabilitations –for 2013 through 2017, noting that the 2013 projects werealready underway. 2014 Plans Reconstruction of Victoria Road, from the Lilydale border on the north to Lexington on the southwest Rehabilitation of the Centre PointeBusiness Neighborhood; Waters Drive, Commerce Drive, and Lemay Avenue 2015 Plans Reconstruction of Mendota Road, from The Village to Delaware Rehabilitation of the Warrior Drive Neighborhood Rehabilitation of the Strafford Road Neighborhood 2016 Plans Reconstruction of Friendly Hills –would be a water main replacement but as the water main is located underneath the street, the street wouldbe excavatedand then reconstructed Rehabilitation of Marie Avenue from Dodd to Victoria 2017 Plans Rehabilitation of Emerson /Sylvandale Neighborhood had been replaced with the Brompton/Winston Neighborhood as a greater need due to the number of water main breaks in that neighborhood Rehabilitation of Wesley Lane Neighborhood with some associated cul-de-sacs, including South Plaza Drive Also included in the Street Improvement Plan was preventative maintenance; such as the crack-sealing and seal coating programs, which would extend the life of the roadways. pg 6 Councilmember Duggan asked about the area from Wesley to Spring Creek Circle.City Engineer Mazzitello replied that Spring Creek Circle was the first cul-de-sac south of Marie and has been scheduled for rehabilitation in 2017. Councilmember Petschel asked for clarification that if residents looked at the City budget for 2013 in termsof street improvements, they wouldsee a significant increase in projects due to the backlog of preventative maintenance.City Engineer Mazzitello confirmed. Councilmember Petschel also noted that in the past Council has simply acknowledged these plans and not addressed them in detail. However, she wished for the residents to understand that, depending on budget and the city’s needs, this plan could be adjusted. City Engineer Mazzitello confirmed that this is correct. City Engineer Mazzitello also noted that in 2015, Mendota Road is scheduled for reconstruction, making all of the streets in Mendota Heights in conformance with the City’s reconstruction policy; that is road bed, construction, and surface would all meet the requirements that the City has mandated.From that point forward, the City would be in a rehabilitation and preventative maintenance mode. Councilmember Povolny asked why the roads that were reconstructedin 2012 are all scheduled to be sealcoatedin five years. City Engineer Mazzitello repliedthat the streets would be sealcoated in 2017 to prevent cracks from coming up through the pavement. Councilmember Povolny also asked for confirmation that sealcoating is not assessed to the residents. City Engineer Mazzitelloconfirmed that this is correct as the preventative maintenance program is funded by the City. City Engineer Mazzitello stated that each year staff has developed a different component of the city’s infrastructure into a five-year plan, starting with the streets and moving on to the sanitary sewer. At this point in time, the Trail Improvement and Management Plan isbeing reviewed by the Parks and Recreation Commission and it is anticipated that this plan would be brought before the Council sometime later in 2013. City EngineerMazzitello gave a brief review of the 2013-2017 Sanitary Sewer Improvement and Maintenance Plan, which projects the sewer cleaning and televising, lining, and repair activities to the sanitary sewer system. The plan divides the city into six parts, so every six years the entire city’s sanitary sewer system would have been cleaned. The sewer lines proposed to be cleaned in 2013 would be cleaned again in 2019. Also incorporated in this plan was a funding mechanism for lining. As staff televises these lines after they are cleaned,they look for leak anomalies, places where large bunches of tree roots have penetrated the sewer line.The City would then put a liner inside the sewer pipe, which would prevent future leaks and anomalies from getting into the sewer line. The third component in the sanitary sewer plans werethe capital improvements. In 2013,a lift station rehabilitation has been scheduled. There is also aliftstation rehabilitation scheduled in 2014 and a sanitary sewer main replacement scheduled in 2015. All were programmed into the document and budgeted for. It is anticipated that this work would be paidforfromthe sanitary sewer utility fund. pg 7 Mayor Krebsbach asked if the higher costs are due to the lift stations. City Engineer Mazzitello confirmed and stated that in 2013, 2014, and 2015 there would bea higher expenditure than in 2016 and 2017 because of those capital improvements. Mayor Krebsbach noted that the lift stations are necessary because Mendota Heights is very hilly and gravity cannot be used. The City has five lift stations and there is one in Lilydale, which is operated under a cooperative agreement. Councilmember Petschel stated that it washer understanding that some of these lift stations are weak and have been requiring extrarepair. City Engineer Mazzitello confirmed that most of the city’s lift stations are original equipment; in excess of thirty years old. Councilmember Vitelli complimented Mazzitello for creating such thorough long-range plans. He also complimented the Engineering staff for all of the outstanding work they do. Mayor Krebsbach commended the Council for paying attention to the plan, and acknowledged the work that City Engineer Mazzitello has done to lay the information out for them. Councilmember Dugganasked for clarification in regards to funding sourcesfor the Street Improvement Plan. City Engineer Mazzitello explained that Other Government Funding includes grants, city general tax levy money, or other city funds not listed. He explained theSpecial Assessments;the city’s Reconstruction/Rehabilitation Policy statesthat the city can assess up to fifty percent of the construction project costs to the benefiting residents. The estimatedassessment funds listed are less than fifty percent as the city typically does not assess the full fifty percent. Councilmember Duggan moved to approve the Street Improvement Planand the Sanitary Sewer Improvement and Maintenance Planas presented. Councilmember Vitelli seconded the motion. Ayes: 5 Nays: 0 B)APPROVE RESOLUTION 2012-114 UTILITY FEE RATES FOR 2013 Public Works Director/City Engineer John Mazzitello explained that improvements to the city’s sanitary sewer system arefunded by the sanitary sewer bills paid by residents and businesses. Staff identified a need for additional revenue in the sanitary sewer program and is proposinga five percent rate increase to the sanitary sewer fees. A typical residence who pays the base sanitary sewer fee, which currently stands at $55.00/quarter, would pay $57.75/quarter; a $2.75/quarter increase. One of the main drivers forthe increase is the fee increase fromMetropolitan Council Environmental Services, who runs the sanitary sewer system. The commercial rates would go up five percent across the board. Along with this, staff also looked at the city’s storm sewer utility fund, which is a flat $5 fee on the sewer bill.Thisgoes towards the maintenance of the city’s storm sewer system –catch basins, outlets, etc.In forecasting the projects in the Street Improvement Plan, there would be enough money in the fund balance to cover the reconstruction of Hunter Lane and Orchard Circle and the installation of the storm sewer. New storm sewer on a street is not assessed to the residence but is paid for out of this pg 8 utility fund. In 2014, it is anticipated that there would not be enough monies in the storm sewer utility fund to cover the reconstruction of Victoria. Staff is asking for a $2.25 increase to the quarterly storm sewer utility fee that is on the sewer bill. This would balance out the increase, combined with the $2.75 for the sanitary sewer, to make a total quarterly bill increase of $5; or $20/year. The five percent increase would be across the board regardless of land use. City Engineer Mazzitello shared a chart showing what would happen to the sanitary sewer fund in future years with no rate increase. The fund balance would run negative in 2015 and continue its deficit through 2017. If the fee is increased five percent per year in 2013, 2014, andonward there would be a healthy fund balance. The Metropolitan Council costs are estimated to increase by three percent per year, which is the averageseenover the last fourteen or fifteen years. The other costs shown on the chart were city costs for the annual maintenance of the sewer system –2013, 2014, and 2015 are substantially higher than 2016 and 2017 because of the capital improvement projects mentioned during the Sewer Improvement Plan presentation. City Engineer Mazzitello shared a table outlining the storm sewer utility, similar to the sanitary sewer utility, if there wasno fee increase. At the end of 2012, the fund balance would be approximately $54,000. After the Hunter/Orchard Reconstruction and the annual maintenance of the storm sewer, the fund balance would go down to $8,350. The Victoria Road Reconstruction in 2014 would result in nearly a $340,000 deficit. Mendota Road is in 2015 and in 2016-2017, with no new storm sewer construction plan the negative balancewould beginto decrease. Should the fee increase be approved, the fund balancein 2013 –after the Hunter/Orchard Reconstruction and the annual maintenance of the storm sewer – would be $128,000. The city would still go negative in 2014 after the Victoria Road Reconstruction, with a very small negative balance in 2015 following Mendota Road. However, the fund could begin to pay back that debt starting in 2015 but completing the payback in 2016. Staff did not feel that a rate increase above the $2.25 would be palatable to either the Council or the public. Keeping the total aggregate increase to the sewer bill to $5.00 was as much as staff was willing to go. The deficit in 2014 and 2015 could be handled by borrowing from another fund that the sanitary utility would pay back in time. Councilmember Vitelli moved Approval of a “Resolution Authorizing Sanitary Sewer Usage Rates and Storm Sewer Utility Fees Beginning in the First Quarter of 2013” Councilmember Povolny seconded the motion. Ayes: 5 Nays: 0 COUNCIL COMMENTS Councilmember Vitelli expressed his appreciation for the acknowledgement of Jack Vitelli Day and the wonderful reception that took placebefore this meeting. He also expressed his thoughts looking back over the last twelve years he has served on the Council, the Mayors he has worked under, the Councilmembers he has worked with, and the outstanding staff. He also commended the residents of Mendota Heights for their maturity, success, knowledge, and the respectfulness they have always shown.His biggest challenge was the complexity of city finance. He also expressed his welcome to the pg 9 new Councilmember, Mr. Steve Norton, who has served the City as Chairman of the Planning Commission and as a member of the Planning Commission. Councilmember Povolny expressed his appreciation in working with Councilmember Vitelli as he has been a friend, mentor in city matters, and a mentor in business matters. He wished everyone a Happy Holiday and a Happy New Year. He also complimented Public Works in handling the last storm so well. Councilmember Duggan expressed his appreciation in working with Councilmember Vitelli over the last several years, not only on the Council but on the Planning Commission. He commended Councilmember Vitelli on taking the business approach –that concept of city operations –has been a blessing and a gift to the City. Councilmember Vitelli has kept the Council on topic many times and is very concise in his thinking. Councilmember Petschel stated that she has not known Councilmember Vitelli for as long as some others; however, she would not be on the Council if not for him. She was on the Airport Relations Commission, andJack recommended she run for the Council. Sheexpressed her appreciation for his support and encouragement. Mayor Krebsbach said that she has worked with Councilmember Vitelli for twelve years and there have been many times where they did not vote the same way, but they have always had great respectfor each other. She stated that Councilmember Vitelli has been instrumental in Mendota Village, in the Par 3, the Mendota Mall in terms of the development and also on mediation committee, and his decision making and experience as an executive has been a great benefit. She stated she has enjoyed serving with him. Chief of Police Michael Aschenbrener thanked Councilmember Vitelli for his service to the City. He also reminded the residents that the police are collecting Toys 4 Tots until 2:00 p.m. on December 19. ADJOURN Councilmember Vitelli moved to close the meeting. CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PLANNING COMMISSION MINUTES December 26,2012 The regular meeting of the Mendota Heights Planning Commission was held on Tuesday, December 26,2012, in the Council Chambers at City Hall, 1101 Victoria Curve at 7:00 P.M. The following Commissioners were present: Chair Norton, Commissioners Field, Magnuson,Noonan, and Viksnins. Those absent:Commissioners Roston and Hennes. Those present were Assistant to the City Administrator Jake Sedlacek, Public Works Director/City Engineer John Mazzitello, and NAC Planner Stephen Grittman. Minutes were recorded by Heidi Guenther. Approval of Agenda The agenda was approved as submitted. Approval of November 27,2012, Minutes COMMISSIONER FIELD MOVED, SECONDED BY COMMISSIONER NOONAN, TO APPROVE THE MINUTES OF NOVEMBER 27,2012, AS PRESENTED. AYES: 5 NAYS: 0 Hearings PLANNING CASE #2012-34 Vince Nonnemacher 1815 Valley Curve Road Conditional Use Permit Planner Stephen Grittman presented the request of Vince Nonnemacher for approval of a Conditional Use Permit for an accessory structure with 200 square feet of total area at 1815 Valley Curve Road. Mr. Grittman noted that the applicant is proposing to construct and accessory building with 200 square feet of area, which would require a conditional use permit in the R-1 zoning designation. The building would be used to house racing homing pigeons, which are not listed within the City Code definition of a domestic animal, or food animal. s analysis of the request and did not recommend approval of the Conditional Use Permit. While the structure meets conditional use permit requirements, the use of the building appears to raise issues of compatibility in the single family residential district. Staff recommends that if the keeping of racing pigeons is to be considered acceptable, the application should be tabled to establish a set of standards be prepared as an amendment to the zoning ordinance.If the Commission found use to fit within current City Code, staff would recommend conditions be included for approval regarding maintenance and operation. Staff responded to questions from the commission, noting that there are existing pigeon lofts in the city, which predate city code, and are allowed as existing, non-conforming uses. The code does not specify how many pets (outside of licensed dogs) a property owner may have, and chickens and ducks are currently prohibited by code, as food animals. Commissioner Magnuson questioned if the neighbors have provided comment on the proposed use. Mr. Sedlacek indicated the neighbors were sent a notice regarding the accessory structure, but were not told of its intended use. 1 Planning Commission Minutes pg 11 December 26, 2012 Vince Nonnemacher, 1815 Valley Curve Road, explained his intent to raise homing pigeons as a hobby. Mr. Nonnemacher commented his pigeons would be kept for pleasure and should be viewed as a pet. These pets are trained not to sit outside of the loft, the impact upon neighbors would be minimal.Mr. Nonnemacher anticipated he would house no more than one pigeon per 10 cubic square feet of loft space. Herequested the planning commission recommend approval of the conditional use permit. Chair Norton asked if Mr. Nonnemacher would be willing to provide staff with the pigeons and building specifics. Mr. Nonnemacher stated he was willing to work with staff. Commissioner Magnuson asked if the applicant had spoken to his neighbors regarding the pigeon loft. Mr. Nonnemacher explained he has discussed the use with his neighbors and all were very encouraging. Mr. Nonnemacher commented he would not want to have any more than 50 pigeons for the health of the birds. Commissioner Noonan inquired if the building could be moved in from Hilltop. Mr. Nonnemacher stated he was willing to move the building slightly, but is limited by existing landscaping which will screen the structure from neighboring properties. A berm with plantings could be added along Hilltop Road. Chair Norton opened the public hearing. Seeing no one coming forward wishing to speak, Chair Norton asked for a motion to close the public hearing. COMMISSIONER NOONAN MOVED, SECONDED BY COMMISSIONER FIELD, TO CLOSE THE PUBLIC HEARING. The Planning Commission discussed the intended use, with general consensus that pigeons do not fit within existing code language.The Commission discussed potential conditions they would need to see for any approval of housing pigeons. Commissioner Field requested comment from the applicant on the potential for amending code regarding this matter. Chair Norton reopened the public hearing. 2 Planning Commission Minutes pg 12 December 26, 2012 Mr. Nonnemacher recommended the city establish an ordinance to address racing pigeons as the request may come before the city again in the future. Currently the Fire Marshal position is classified as an independent contractor. Howeverafter reviewingthe fire marshal position, staff has determined this position should be classified as an employee. The IRS and courts consider many facts in deciding whether a worker is an independent contractor or an employee. The facts fall into three main categories: behavioral control; financial control; and relationship of the parties. City of Mendota Heights Fire Marshal position: 1.For individuals to be considered for the fire marshal position, a city application was required to be completed as well as a pre-employment physical (behavioral control). 2.The city provides the fire marshal with an office, computer and use of a city vehicle (behavioral control and financial control). 3.Fire marshal receives an hourly rate (financial control). 4.The city doesn’t have a formal written contract or agreement in place. The permanency of the relationship is that of an indefinite period of time (relationship of the parties). 5.The tasks performed by the fire marshal are key aspects of the regular business of the city (relationship of the parties). The fire marshal currently works 16 hours a week. Permanent part-time employees must be permanently scheduled to work 20 hours a week to be eligible for pro-rated benefits. Therefore this position will not qualify for benefits (insurance benefits, vacation, etc…).The 2013 hourly rate for the fire marshal position is $28.00 per hour. BUDGET IMPACT The 2013 hourly rate for the fire marshal position is $28.00 per hour. RECOMMENDATION Staff recommends citycouncil reclassify the fire marshal position as a part-time employee pg 17 effective January 1, 2013 and acknowledge Jim Lee as the Fire Marshal for the City of Mendota Heights. If council concurs in the recommendation, a motion should be made to reclassify the fire marshal position as a part-time employee and acknowledge Jim Lee as the Fire Marshal. This is not a change in process, but an acknowledgement that there are claims paid prior to your approval on the agenda. This item was recommended to be formally authorized by the city auditors. This policy sets forth the conditions under which for in state overnight travel and out-of-state travel will be reimbursed by the City. General Guidelines: 1.All travel by Mendota Heightsemployees requires either the approval of the City Council, the City Administrator and/or the Department Head of the employee. 2.All in state conferences, seminars, workshops, training or other educational related expenses in excess of $1,000.00 (to include estimated travel related expenses), shall require the approval of the City Council. All in state training, seminars, etc., in excess of $500.00 or requiring an overnight stay, shall require the approval of the City Administrator. 3.All out of state conferences, seminars, workshops, training or other educational related expense must be approved in advance by the City Council at an open meeting and must include an estimate of the cost of the travel. In evaluating the out-of-state travel request, the Council will consider the following: Whether the elected official or employee will be receiving training on issues relevant to the city or to his or her role; Whether the elected official or employee will be meeting and networking with other officials from around the country to exchange ideas on topics of relevance to the City or on the official roles city officials. Whether the elected official or employee has been specifically assigned to testify on behalf of the city or to otherwise meet with officials on behalf of the city. Whether the city has sufficient funding available in the budget to pay the cost of the trip. 4.No reimbursements will be made for attendance at events sponsored by or affiliated with political parties. 5.The city may make payments in advance forairfare, lodging and registration if specifically approved by the council. Otherwise all payments will be made as reimbursements to the elected official or employee. 6.Conference Registration Fees –if the conference fee was not prepaid, City of Mendota Heights will reimburse these fees, including business related banquets or meals that are part of the conference registration. Original receipts to support the payment are required. If the conference does not provide a receipt, a canceled check, credit card slip/statement, or documentation that the amount was paid is required for reimbursement. pg 35 Entertainment activities such as golf outings and sightseeing tours will not be reimbursed. 7.Airfare –if the airfare was not prepaid, an original itemized airline receipt, an e-ticket receipt/statements, or an internet receipt/statement is required for reimbursement. Airfare will be reimbursed at the coach rate. 8.Automobile (Personally owned) - Mileage will be reimbursed at the IRS rate. If two or more people travel together by car, only the driver will receive reimbursement. The city will reimburse for the cost of renting an automobile if necessary to conduct city business. Commercial rental vehicle will be reimbursed for entry-level or the most economic vehicle available. Original receipts are required for reimbursement. 9.Lodging costs will be reimbursed at reasonable, single occupancy or standard business room rates. When the hotel or motel is the conference or convention site, reimbursement will be limited to the conference rate. 10.Meals costs reimbursement will be based on the U.S. General Services Administration (GSA) guidelines that vary by city location. Meals will be reimbursed up to the amount based on current GSA rates (i.e. if the GSA per diem amount for breakfast is $7.00, the reimbursement will be up to $7.00 for breakfast). Contractor agrees to maintain these records for a period of three (3) years from the date of termination of this Agreement. 8.Merger and Modification. A.It is understood and agreed that the entireAgreement between the parties is contained here and that this Agreement supersedes all oral agreements and negotiations between the parties relating to the subject matter. Over the past five seasons the Par 3 operations have been managed by a part-time clubhouse manager under the general supervision of the Assistant to the City Administrator. The part-time clubhouse manager is scheduled March through November at approximately 20 hours a week. In 2012 the city council directed staff to review the parks and recreation department and its functions. Over the past year we have completed that review and are recommending that the City Council consider a reorganizationby creating a full-time recreation program coordinator and eliminating the part-time clubhouse manager position and the part-time recreation programmer position. This will allow the city to better manage the Par3 and devote more time to course programming and operations year-round. A full-time recreation program coordinator position will also enhance the city’s ability in the areas of recreation programming and community events by providing a significant increase in the number of hours devoted to these tasks. Recreation Program Coordinator The recreation program coordinator would be responsible for clubhouse operations at the Par 3 Golf Course and the overall coordination, administration, implementation, and management of recreation programs and activities.This position would also be responsible for developing and implementing marketing, promotions and public relations materials for the Par 3 and recreation activities for the city. The draft RecreationProgram Coordinator position description has been reviewed by Springsted Incorporated and has been assigned job evaluation points of 70 and assigned to pay grade 17 on the 2013Employee Position Placement/Pay Classification Plan. The 2013pay grade 17range is $47,362 - $57,569. The starting salary range for the Recreation Program Coordinator will be $47,362 - $49,730 (Step A –Step B) plus benefits. Staff is requesting Council approval of the position description as well as authorization to begin the recruitment process for the recreation program coordinator position. Part-time Recreation Programmer Position pg 41 City Council will need to formally abolish the part-time Recreation Programmer position and separate the employee currently serving in that position. The publisher, Lillie Suburban News has expressed an interest in continuing that designation for the city. Attached is a quote from Lillie Suburban which has been serving the city of Mendota Heights for the past 34 years. To date we have received excellent service in additionto accurate and timely processing of all legal and official publications. The South-West Review is also the official newspaper for the cities of West St. Paul, Inver Grove Heights, Mendota, and Lilydale. The legal publication rates proposed for 2013 are$6.55 per column inch for a one-time publication. $6.30 per column inch is proposed for each additional publication of the same article or notification. The 2012 rates were $6.25 and $6.00 respectively. RECOMMENDATION Staff recommends the city councildesignate the South-West Review as the city’s official newspaper for 2013. Total contract costs for the two projects were $1,109,108.99 not including engineering, legal, finance, and appurtenant work. Two thirds of the funds would come out of the general fund and one third of the funds would come out of the utility enterprise fund to pay for the new door. The acting mayor is selected at the will of the city council with no established pattern.
