Page 1 of 4 This page was intentionally left blank 2.a City Council Work Session Memo MEETING DATE: March 18, 2025 TO: Mayor, City Council and City Administrator FROM: Meredith Lawrence, Parks and Recreation/Assistant Public Works Director SUBJECT: Field and Facility Use Fee Schedule Review ACTION REQUEST: Staff will present the current Field and Facility Use Fees that were developed in 2019 and approved as part of the 2025 fee schedule. The Council is asked to discuss if any changes should be made in regards to user fees for 2025. BACKGROUND: The City coordinates and issues permits for the use of City fields and facilities. City fields and facilities are often used in a multipurpose manner and are requested by a variety of sport providers and users each year. Fees are assessed when users have exclusive use of a facility. The goal of assessing fees is to cover a portion of the direct costs the city has to maintain fields and facilities, including labor, equipment, materials, and supplies for that period. Although the City does assess fees to users, the City still greatly subsidizes the overall cost of the reserved time, and those costs that are not recovered through use fees are paid through the general fund by all residents. The last time the city council reviewed meeting start times was in January 2023, when regular meeting start times were changed from 6:00 to 7:00 pm. The city council should discuss changing the regular city council meeting start time to 6:00 pm. The council should also discuss their availability to continue work sessions prior to the regular meeting on the third Tuesday of the month. BACKGROUND: Regular city council meetings are held on the first and third Tuesday of each month and begin at 7:00 pm., unless posted otherwise. City council work sessions are held prior to the regular city council meeting on the third Tuesday of the month and typically begin at 4:30 or 5:00 pm, depending on agenda length.
