CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES May 15, 2024 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, May 15, 2024 at Mendota Heights City Hall, 1101 Victoria Curve. 1.CALL TO ORDER Chair Norling called the meeting to order at 6:00pm. Commissioners present: Norling, Sharma, Sloan, Dunn, Hamiel, Bobbitt. Commissioners absent (excused): Neuharth. Staff present: City Administrator Jacobson and Administrative Coordinator Robertson. 2.CONSENT AGENDA a.Approve Minutes from the March 20, 2024 Meeting b.Acknowledge Airport Operational Statistics Reports 1.Complaint Information 2.Runway Use Information 3.Noise Monitor Information Chair Norling approved the consent agenda. 3.PUBLIC COMMENTS No public comments were received. 4.BUSINESS a.FAA RNAV Response Letter to the Noise Oversight Committee Chair Norling ensured that all members had the FAA response letter to review and prepare for the upcoming public comment period. City Administrator Jacobson noted that the FAA did not present at the NOC meeting held earlier in the day and that there may be no other presentations prior to the public listening sessions in August. She said the NOC will reconvene its subcommittee to review the FAA’s responses. She stated that the public listening and comment meetings are scheduled for August 14 and August 15, 2024. Commissioner Sharma asked if the commissioners should attend the listening sessions as a Mendota Heights ARC commissioner, or as a Mendota Heights resident. City Administrator Jacobson confirmed that either is fine; the commissioner can choose. She Page 2 of 12 stated that the city will inform residents of the upcoming sessions through the usual communication methods. Commissioner Dunn speculated that residents may be upset for a short while, but in time it’ll pass and become the norm and much ado about nothing. He thinks that Minneapolis residents may be affected more than Mendota Heights. Chair Norling asked for clarification on items # 6, 17-19 of the response letter. Commissioner Hamiel shared his personal insight into the FAA responses to those items in question. Commissioner Bobbitt expressed appreciation for the hard work of the NOC subcommittee on this project. 5. INFORMATION AND CORRESPONDENCE City Administrator Jacobson stated that Dana Nelson is moving into a new position with the MAC, and they’ll be posting the position. She added that the Delta Airline representative co- chair will also be a new appointment. She reminded the ARC commissioners of a listening session with the Eagan ARC on July 10. Chair Norling suggested sending a thank you and congratulations card to Ms. Nelson. 6. ANNOUNCEMENTS AND COMMISSIONER COMMENTS Commission members had no additional announcements or comments. 7. ADJOURN Motion by Sloan and second by Dunn to adjourn the meeting. Motion carried 6-0. Chair Norling adjourned the meeting at 6:32pm. The NOC agenda includes an update from the FAA on the MSP VOR-MON decommissioning and RNAV procedure development. The NOC will also hear an update from MAC staff on the runway construction at MSP Airport. City Administrator Cheryl Jacobson will provide a review of the meeting. Page 12 of 12
