2024 05 21 CC MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, May 21, 2024 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, Minnesota was held at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota, CALL TO ORDER Mayor Levine called the meeting to order at 7:00 p.m. Councilors Lorberbaum, Paper and Mazzitello were also present. Councilor Miller was absent. PLEDGE OF ALLEGIANCE Council, the audience, and staff recited the Pledge of Allegiance. AGENDA ADOPTION Mayor Levine presented the agenda for adoption. Councilor Mazzitello moved adoption of the agenda. Councilor Paper seconded the motion. Ayes: 4 Nays: 0 PUBLIC COMMENTS No one from the public wished to be heard. CONSENT CALENDAR Mayor Levine presented the consent calendar and explained the procedure for discussion and approval. Councilor Lorberbaum moved approval of the consent calendar as presented. a. Approval of May 7, 2024, City Council Minutes b. Acknowledge the March 12, 2024, Parks and Recreation Commission Meeting Minutes c. Acknowledge the April 9, 2024, Parks and Recreation Commission Work Session Minutes d. Acknowledge March 20, 2024, Airport Relations Commission Meeting Minutes e. Approve a Joint Powers Agreement with Dakota County for Opioid Settlement Funds f. Approve Liquor License Renewals g. Approve Massage License Renewals h. Resolution 2024-24 Final Payment and Acceptance of the Centre Pointe Street Improvements i. Approve Purchase Order for Mendota Heights Road Lift Station Pump Replacement j. Resolution 2024-26 Accepting a Gift for a Park Bench Donation k. Approve Payment of Claims Councilor Mazzitello seconded the motion. Ayes: 4 Nays: 0 PRESENTATIONS No items scheduled. PUBLIC HEARING No items scheduled. NEW AND UNFINISHED BUSINESS A) RESOLUTION 2024-25 RECOGNIZING NATIONAL PUBLIC WORKS WEEK Public Works Director Ryan Ruzek explained that the Council was being asked to approve Resolution 2024-25 recognizing National Public Works Week as the week of May 19, 2024 through May 25, 2024, Mayor Levine expressed her gratitude commenting that Mendota Heights has the best public works department. She commented that the community also echoes those positive comments. Councilor Mazzitello commented that public works professionals want to do their work and go home and do not seek out recognition. He stated that the Mendota Heights public works staff is a small team that does such a great job on all the tasks that they do. He noted that there is even a mechanic that works on all the fleet vehicles. He stated that the City is blessed to have such a great team. Councilor Lorberbaum echoed those words and suggested framing the resolution to give to the public works department. Councilor Paper also echoed the comments of praise. Mayor Levine commented that she spoke with some of the public works staff at the recent Touch a Truck Event. She commented that many cities have multiple departments, such as parks, streets, etc., but that Mendota Heights public works does work together to accomplish whatever needs to be done. She acknowledged the talent that exists within the public works department. Councilor Mazzitello moved to approve RESOLUTION 2024-25 RECOGNIZING NATIONAL PUBLIC WORKS WEEK AS THE WEEK OF MAY 19, 2024 THROUGH MAY 25, 2024. Councilor Lorberbaum seconded the motion. Ayes: 4 Nays: 0 COMMUNITY ANNOUNCEMENTS May 21, 2024 Mendota Heights C4ty Council Page 2 of 3 City Administrator Cheryl Jacobson provided a brief legislative update, thanking those representing Mendota Heights. She then announced upcoming community events and activities. COUNCIL COMMENTS Councilor Lorberbaum commented that there was a great crowd at the Touch a Truck Event, thanking the Parks and Recreation staff, and public works for a great event. She commented on the recent Coffee with the Council event, noting that it will continue, and invited residents to attend and share their input. She commented that Monday was world Bee Day, celebrating the importance of bees and pollinators. She noted funds that are available for native plantings which has closed for this year and will open again in June for next year's funding. Councilor Paper noted that the Scott Patrick Memorial SK is coming up, with over 130 door prizes already in place. All proceeds are donated to Special Olympics Minnesota, Councilor Mazzitello thanked the high school students present for attending to learn about local government. He commented that May 18t' was Armed Forces Day, noting that Minnesota does not have an active duty presence but does have a robust National Guard. He commented on the decreasing trend of the population to join the armed forces. He commented that Monday will be Memorial Day and asked that everyone remember those veterans that have served, and those that have given their lives so that others can have their tomorrow. Mayor Levine thanked the members of the community that attended the work session prior to this meeting to provide input on multiple topics. l:\�a1�1�17�1 Councilor Mazzitello moved to adjourn.
