SUBJECT: Sketch Plan Review – Venture Pass Partners
ACTION REQUEST:
Staff is seeking direction on including a 2.2-acre vacant parcel in the upcoming zoning map revisions,
as part of the Zoning Code Update project.
BACKGROUND:
Staff has been approached by Venture Pass Partners regarding their parcel at the intersection of
Northland Drive and Highway 55. The 2.2-acre parcel is vacant and is identified in the 2040
Comprehensive Plan as a potential infill lot for new development. The property is currently both
zoned and guided as I-Industrial.
The Zoning Code Update project includes a revised zoning map, on which a number of the
commercial properties in the southwest corner of the City are proposed to be rezoned from I-
Industrial to B-1 General Business. Those properties include all of the parcels east of Highway 13,
North of I-494, south of Mendota Heights Road, and west of Highway 55. The subject site is situated
south of Northland Drive and across Highway 55 from the parcels which are included in the rezoning
as part of the update project. There are also three parcels across Northland Drive to the north which
are currently zoned B-3 General Business, and which would be zoned B-1 General Business following
adoption of the updated zoning map.
Venture Pass Partners representatives Randy Rauwerdink and Dave Carland have been marketing the
parcel for several years, and they have requested an opportunity to have the City Council provide
input on the possibility of including this parcel in the rezoning from I-Industrial to B-1 General
Business. The owners have indicated that they believe the new B-1 General Business District would be
the most appropriate zoning designation for the site based on the zoning of adjacent properties and
that the dimensional characteristics of the site are more suited to business district uses as opposed
to industrial uses.
The owners have recently been engaged with Hampton Companies, a local developer that specializes
in senior care facilities. As part of this discussion to gauge the interest level of the City Council in

including the parcel in the proposed zoning map changes, the owners have provided a sketch plan of
a possible Suite Living Senior Care facility on the parcel. A “nursing home, rest home, or retirement
home” is currently a listed Conditional Use in the B-1 Limited Business District, and in the current draft
Zoning Code, would be allowed by CUP in the B-1 General Business District. The sketch plan is
preliminary and illustrates how this type of use and building footprint would be situated on the parcel
based on the potential future zoning implementation.
The City Council is asked to provide direction to staff and the developer on, if there is support for the
concept project. If the City Council is favorable towards Business-zoning on the site as opposed to
Industrial-zoning, they may direct staff to work to include this parcel in the City’s map changes with
the Zoning Code Update project. Following the City’s adoption of the Zoning Code Update project on
a future meeting date, the property owners would still need to work with staff to prepare application
materials for any future planning applications or building permits.

ACTION REQUEST:
Jennifer Haskamp, the City’s Planning Consultant, will provide an update on the progress of the
Zoning Code Update project.
BACKGROUND:
City staff, consultants, and members of the Planning Commission welcomed feedback at an Open
House event on Thursday, February 15. A Zoning Code Update Survey was open for comment for
over two weeks following the Open House. Sixty (60) respondents offered their insights about the
update. The City’s Planning Consultant will present an update on the survey findings, and discuss
select topics within the final draft of the Update with the City Council.
