SUBJECT: Lawful (Charitable) Gambling in Mendota Heights
ACTION REQUEST:
Informational. The city council is asked to discuss allowing (lawful) charitable gambling within the
city.
BACKGROUND:
Statutory Authority: Minnesota Statutes, Chapter 349
Previous Mendota Heights City Councils have visited the topic of Lawful or Charitable Gambling in the
city. The last time it was considered was in September, 2019.
Charitable Gambling in Minnesota is regulated by the Minnesota Gambling Control Board, which is
responsible for issuing licenses, premise permits and gambling manager licenses to licensed non-
profit organizations. Charitable gambling includes the operation, conduct or sale of bingo, raffles,
paddlewheels, tipboards and pull tabs.
A city has the authority to not allow charitable gambling or adopt more stringent regulations
pertaining to charitable gambling within the city.
