A special meeting of the Mendota Heights Airport Relations Commission was held on Tuesday, July 11, 2023 at Mendota Heights City Hall, 1101 Victoria Curve.
1. Call to Order
Vice Chair Sharma called the meeting to order at 6:03 pm. Commissioners Bobbitt
(arrived at 6:06 pm), Hamiel, Neuharth, Norling (arrived at 6:30 pm) and Sloan were also
present. Commissioner Dunn was absent.
Staff present: City Administrator Cheryl Jacobson
2. Approval of Agenda
Motion by Neuharth and second by Sloan to approve the agenda. Motion carried 5-0. 3. Approval of Minutes a. May 17, 2023 Regular Meeting Minutes Motion by Sloan and second by Bobbitt to approve the minutes. Motion carried 5-0. 4. Public Comments None. 5. Unfinished and New Business a. FAA Noise Policy Review Public Comment Letter Vice Chair Sharma opened the discussion regarding the FAA’s request for comments relating to their Civil Aviation Noise Policy.
The Commission first discussed the MAC’s Long-Term Plan draft in relation to growth
and noise impacts.
Commissioner Hamiel stated that he had looked at the NOC comments and MAC
discussion and had not identified anything that needed more attention or was missing
from their comments. He noted that as development continues the airport will
probably reach full capacity which may bring discussion of a new airport. He
questioned long term whether or not the MAC should be looking at spending money
on airport that is fully built out.
Commissioner Neuharth added that the 2040 plan seemed realistic. Commissioner Hamiel agreed and added that the 2060 Plan may need to talk about building a new airport.
Vice Chair Sharma restated that the purpose of the evening’s meeting was to consider whether or not the commission should draft a comment letter for city council approval providing comments to the FAA’s Civil Aviation Noise Policy. Commissioner Bobbitt questioned the practicality and how impactful a city letter would be and suggested that the commission and city endorse the NOC letter.
The Commission agreed and concurred with the recommendations of the MAC and
NOC.
Vice Chair Sharma summarized that the ARC recommends that staff prepare and
submit, on behalf of the city, a letter endorsing the NOC’s response to the request for
comments on the FAA’s Review of the Civil Aviation Noise Policy.
Chair Norling noted nothing of concern to her in the NOC’s letter.

6. Acknowledge Receipt of Reports and Correspondence a. Review of Airport Operational Statistics 1. Complaint Information 2. Runway Use Information 3. Noise Monitor Information Available charts were reviewed. Commission members commented that the airport has been in south flow and airport activity is increasing. Commissioner Neuharth stated that he will ask Michele Ross with MAC what contributed to the change and will note the information on the charts, starting with June. 7. Commissioner Comments
Vice Chair Sharma shared that he had a conversation with a resident who lives near
Mendota Heights Road in the Friendly Hills addition. The resident expressed concern
with the amount of noise that is happening over the area. Sharma extended an
invitation to the resident to the July meeting and explained that trends are monitored
and the increase was more than likely due to weather.

JULY 19, 2023
A JOINT MEETING OF THE Eagan and Mendota Heights Airport Relations Commissions was held on
Wednesday, July 19 at 6:00 p.m.
1. CALL TO ORDER / ROLL CALL
Chair Gina Norling of the Mendota Heights ARC called the meeting to order at 6:00 pm.
Commissioners Dunn, Sharma, Sloan, Bobbitt, Neuharth, and Hamiel were in attendance, as
were Eagan Commissioners Raker, Spartz, Baker, and McCulloch.
Also present: Mendota Heights City Administrator Cheryl Jacobson, Eagan Assistant City
Administrator Sarah Alig, and MAC staff Michele Ross, Jack Egan, Dana Nelson, and Brian Ryks.
2. Introductions
3. Presentation – State of the Airport
Brian Ryks, CEO of the Metropolitan Airports Commission, presented on the current state of the
MSP airport and provided an update on long term planning, which addresses capital
improvements to terminals 1 and 2, additional gates, emergency response, and concourse
modernization.
4. Updates on current efforts
Mendota Heights Chair Norling provided an overview of the commision’s strategic goals and
work plan items. She noted that the Commission was less focused on public education than in
the previous year in favor of heightened focus on RNAV procedural updates. The Commission
monitors noise impacts in Mendota Heights and communicates with MAC staff when they
observe trends in the metrics.
Eagan Chair Raker introduced two new Eagan ARC members and described a tour of the Air
Traffic Control Tower and terminal. He noted that he feels a high level of confidence about
RNAV updates.
5. Other business
Michele Ross, MAC Community Relations Manager, noted that the next MSP Listening Session
will take place on July 26 at 6 PM at Eagan City Hall.
Mendota Heights ARC decided to host a table at the August 12 City Open House and Parks
Celebration Event at Mendakota Park.

SUBJECT: MSP VOR-MON and Procedure Development
BACKGROUND
The Federal Aviation Administration (FAA) is working to upgrade the nation’s navigation infrastructure, phasing out older components. One such component is the VOR, or Very
High Frequency Omnidirectional Range, which is a ground-based aircraft navigation system. There are 900 VORs across the United States. The FAA aims to decommission
approximately 30% of the VORs by 2030. Flight procedures currently using VORs will be updated to satellite based Area Navigation (RNAV) technology.
The MSP VOR is located on the north side of the airport near Highway 62 and 28th
Avenue South and is scheduled to be de-commissioned in the summer of 2025, as such new RNAV departure procedures will be established for MSP. The FAA has indicated
that the new RNAV departures will replicate existing procedures to the extent possible.
ACTION REQUIRED
The City Administrator will provide an update, dependent upon information received as part of the Noise Oversight Committee meeting held earlier in the day.

SUBJECT: DRAFT 2024 NOC WORK PLAN

Each September, the NOC membership reviews the proposed draft Work Plan for the coming year. The
final draft is presented as a NOC agenda item at the November meeting and is then presented to the MAC
Planning, Development and Environment Committee by the NOC Co-chairs. The preliminary list of 2024
Work Plan topics are provided below:
DRAFT 2024 MSP NOC WORK PLAN
1. Residential Noise Mitigation Program
a) Review Residential Noise Mitigation Program Implementation Status
Description: Staff from MAC Airport Development will update the NOC on the current Mitigation
Program.
2. MSP Community Relations Specific Efforts
a) 2023 Actual Noise Contour Report
Description: Each year in March, under the terms and conditions of the amended 2007 Consent
Decree, MAC publishes an Annual Contour Report for the previous year. Staff will provide an
update on the Contour Report and mitigation efforts underway in support of the Amended
Consent Decree program.
b) MSP Fleet Mix and Nighttime Operations Assessment
Description: MSP is federally obligated to stay open 24 hours per day. Recognizing the impacts of
nighttime operations, the NOC regularly assesses nighttime trends in airport operations. This is
an annual assessment reviewing actual and scheduled nighttime operations at MSP.
c) MSP Annual Aircraft Noise Complaint Data Assessment
Description: Complaints are one of the tools the MAC uses to communicate with the community
about aircraft activity and report to the NOC about concerns received from airport neighbors.
This annual assessment reviews MSP complaints and households filing complaints.

d) Runways 30L and 30R Departure Analysis
Description: Based on requests received from Minneapolis residents, conduct an analysis of
departure activity and altitudes from Runways 30L and 30R, similar and as an update to the 2020
MSP Runways 30L and 30R Departure Operations Report.
e) Status of FAA Center of Excellence/ASCENT, TRB, and FICAN Research Initiatives
Description: This is an annual report on the status of scientific, engineering, and medical research
literature prepared by universities, governmental organizations, and transportation boards
located within the United States.
• PARTNER – Partnership for AiR Transportation Noise and Emissions Reduction
• TRB – Transportation Research Board, which manages Airports Cooperative Research
Program (ACRP)
• FICAN – Federal Interagency Committee on Aviation Noise
f) Converging Runway Operations at MSP
Description: The FAA began applying new Converging Runway Operations (CRO) mitigation
strategies for both parallel runways in March 2016. The FAA will provide updates on CRO
procedures, progress toward mitigation strategies and expectations for runway use throughout
2024.
g) Noise Policy Review
Description: In 2021, the FAA released a summary of the research programs it sponsors on civil
aircraft noise that could potentially inform future aircraft noise policy. The agency is assessing
the survey results and federal register comments to determine changes to federal noise policy.
In 2021 and 2023, the NOC submitted comments on the federal register on this matter.
Throughout 2024, the FAA will provide updates to the NOC on this process as developments are
made.
h) New RNAV Departure Procedure Development / VOR-MON
Description: In 2020, the FAA presented to the NOC information about the nationwide VOR
Minimum Operational Network (MON) program. The FAA is developing new Area Navigation
(RNAV) departure procedures to take the place of ground-based procedures that utilized the VOR.
The new procedures are scheduled to be implemented in August 2025. Throughout 2024, the FAA
will continue to provide updates on the status of the RNAV procedures and associated community
engagement.
i) Guest Speaker: Brian Ryks, MAC Executive Director / CEO
Description: NOC will receive an update on the MAC organization, recent accolades, trends in
passengers and operations, and future development at MSP in addition to other pertinent topics.

3. Continue to Review Input Received from the NOC Listening Sessions as Possible Agenda Items
This is an information item; no NOC action is requested at this time. The October Listening Session will be
held to solicit Work Plan ideas from the public. MAC staff will report the results to the NOC at its November
meeting.
The final 2024 Work Plan will be placed on the NOC Agenda for November 15, 2023, with a request to
recommend approval of the final 2024 NOC Work Plan to be presented by the NOC Co-Chairs to the
MAC Planning Development and Environment Committee on December 4, 2023.
