SUBJECT: QR Code Signage within Parks Discussion
BACKGROUND
The Parks and Recreation Commission has expressed interest in introducing QR codes into City
Parks to direct park visitors to the Parks and Facilities page on the city website. The commission
has discussed this at the April and June Parks and Recreation meetings, at the May 9th Parks and
Recreation Work Session, and has had significant discussion about what these signs might look
like.
Attached are two options for the commission to consider for QR code signs. These reflect the
commission’s interest in having a prominently displayed QR code that includes the City logo for
recognition purposes. However, the commission also shared many ideas about additional
imagery that would reflect the broader services offered through the Mendota Heights Parks and
Recreation program. The discussion included recommendations ranging from highlighting the
City’s golf course, to streams, bikes, and families. This variety extends the conversation beyond
the scope of the QR codes and into a larger conversation about interest in a parks and recreation
logo.
Logos as are a useful tool to identify programs, services, and locations as tied with a particular
institution. Currently the City uses its main logo as well as additional logos for the Police and Fire
Departments. No other City departments have individual logos at this time. The Parks and
Recreation Department currently uses the City’s logo throughout marketing and offerings. One
of the challenges of adopting a separate logo for the Parks and Recreation Department is that it
may create a thought that the Parks and Recreation Department is separate from the rest of the
City.
Attached in the packet are several examples of parks and recreation logos from other cities that
reflect the range of offerings from a parks and recreation department. If the commission is
interested in the City developing a logo specifically for the Parks and Recreation Department,
that would be an additional project outside of the scope of the park QR code signs. The City has
not budgeted for a Parks and Recreation logo and this project would need to be approved by the
City Council. If the commission is interested in the City pursuing this type of project, they would
need to make a formal recommendation to the City Council as a part of the budgeting process.

The commission should also consider that if there is interest in developing a logo to use in the
City parks, that they may wish to delay the signage project until after a Parks and Recreation logo
project can be completed so that the signs can use the logo.
BUDGET IMPACT:
The cost for the purchase and installation of the QR code signs would be $280. The parks
maintenance staff would install the signs this summer as time allows. This project was not
included in the FY2023 budget, but staff feels there are sufficient funds in the Park Maintenance
budget if this is a priority of the commission. In addition, as the QR codes are on permanent signs,
the City would need to purchase a software to protect the QR code for potential hacking, which
is a higher risk with this type of installation than what the City usually uses QR codes for.
In the case that the commission was interested in recommending a Parks and Recreation logo
project as a part of the 2024 budget process, staff would move forward with identifying costs
associated with that project to include in the commission’s recommendations for the City Council
as a part of the budget process.

SUBJECT: Review of Parks Capital Improvement Plan (CIP)
INTRODUCTION/BACKGROUND
At the May work session, staff reviewed with the Commission the newly created Capital
Improvement Plan (CIP). The commission was able to review the FY2024 projects. Staff would
like to review the years following FY2024 for planning purposes.
CIPs are a planning and management tool that should reflect the changing community’s needs,
priorities, and funding mechanisms in order to fulfill the City’s strategic plan. The CIP should be
reviewed annually by the Commissioners, and is a planning document that staff is continually
refining.
Not included in the Parks CIP is the ongoing general fund expenditures to Parks and Recreation.
Included in the 2023 general fund budget is $1,306,600 for the parks department and $107,250
for recreation.
It is important to note that just because a project is included in the Parks CIP, it does not mean
it will be completed. The City Council may request community engagement for a project and
the City must have sufficient funding to cover the costs of the project. Some projects on this list
may not happen, while other timelines could get moved earlier or pushed back later within the
plan.
When reviewing the CIP, it will become evident that after five years it is more difficult to
forecast future trends and needs within our park system. The Commission will be asked to focus
on the next five to ten years for discussion purposes.
ACTION RECOMMENDED/REQUESTED
Included in the CIP are projects that have been discussed as enhancements, as well as projects
that are considered maintenance of our existing amenities. Staff is mindful that the total
project costs for the next few years are likely outside of the City’s budget capacity. The
commission should review these projects and request any necessary changes or modifications.

INTRODUCTION/BACKGROUND
Staff has notified the Chair and Vice Chair that they have a conflict with the date of the
regularly scheduled Parks and Recreation Commission meeting on Tuesday, October 10.
ACTION RECOMMENDED/REQUESTED
The Commission will be asked to determine a date to reschedule the October meeting to. The
Commissioners should bring their calendars with their October availability to the work session
in order to choose a new meeting date and time.
