SUBJECT: City–Wide Bike and Pedestrian Master Plan Update
INTRODUCTION
At the September 20, 2022 work session, the City Council will receive a presentation on the City–
Wide Bike and Pedestrian Master Plan.
BACKGROUND
The city is developing a comprehensive plan for recommendations and improvements to bicycle
and pedestrian facilities. The planning process includes evaluating where current trails,
sidewalks, and on-street facilities are located and where there are gaps and barriers to bicycle
and pedestrian movement throughout the city. Dakota County also owns and maintains regional
trails in the city to provide non-motorized connections within and outside the community. The
final plan will aim to identify strategies to increase access to and participation in bicycling and
walking throughout the community, as well as identifying and prioritizing physical improvements
that will make the system safer and more connected.
The benefits of improving walking and biking capabilities within the community are many.
Walking, bicycling, and other non-auto modes of transportation are less expensive; especially
with rising gas prices and the cost of vehicle ownership. Additionally, connecting and improving
routes expands accessibility for those who may not be able to drive a vehicle, improves overall
community health and wellness, and provides environmental benefits.
Phase 1 of the plan was completed the end of April, and included a community survey and use of
a social pinpoint map where the public could comment on locations that are barriers for access,
identify areas with safety or other concerns, and indicate areas that are working well. Phase 2
will include a summary of the plan’s recommendations that will be available for public review
and comment.
A State Health Improvement Partnership (SHIP) grant is being used to fund the project process,
which supports improvements for seniors, children, low-income populations, and those who may
be experiencing a health disparity. Strategies and initiatives in the plan will focus on
improvements that include education, encouragement, enforcement, evaluation, equity, and
engineering.
The city consultant, HKGi, will be giving the council a presentation on the plan.

Supported by the Statewide Health Improvement Partnership, Minnesota Department of Health
and the Dakota County Public Health Department.
REQUESTED ACTION
The Council is asked to provide any comments or recommendations. The report for the plan will
be presented to the Council at their October 6, 2022 meeting.
Information will be presented on the previous engagement for the report and received input.
Targeted questions may include what are the Council’s priorities for improvements, what is the
priority for a Dodd Road trail as that has received the most comments, and how safety concerns
should be addressed.

SUBJECT: City Owned Lot on Lakeview Avenue
INTRODUCTION
The City Council is asked to provide a recommendation on selling a city owned lot on Lakeview
Avenue.
BACKGROUND
The Minnesota Department of Transportation (MnDOT) acquired land from properties for the
construction of the Mendota Interchange, Highway 55, and Lemay Lake Road. MnDOT released
a parcel and portions of right-of-way to the city in 2010 and 2013.
Some of this released land was held by the Perron Family originally. The original homeowner,
John Perron and family members Steve Perron (son) and Spencer Perron (grandson) have
inquired with the city about purchasing a portion of the original land parcel back into the family
to construct a single family home and return the property to the city tax rolls.
The lots in question were originally Lot 8 & Lot 9, Block 5 of the Furlong Addition. The small lot
shown on the attached map and released to Mendota Heights in 2010 shows the lot equaling
approximately 8,255 square feet. The city would also need to vacate a portion of right-of-way
as shown on the attached graphic which is approximately 6,615 square feet. These two parcels
when combined would equal 14,870 square feet which is slightly under the city standard of
15,000 square feet. The property would have the minimum frontage on both Lakeview Avenue
and Lemay Lake Road.
The city would need to hire a surveyor and possible real estate attorney to assist with the
process of right-of-way vacation, lot combination, and the property sale.
The land is currently not being actively managed by the city. City future uses could include a
pocket park or open space.
REQUESTED ACTION
The Council is asked if there is interest in selling city owned land for development of a single
family residential home.

The city is under no obligation to sell the land, vacate the right-of-way, or to proceed with any
action. If the city chooses to sell the land, they are also under no obligation to sell to the Perron
family and could sell the property on the open market. If there is interest in selling the land, the
Perron family has asked if the city would consider honoring the MnDOT policy of granting a right-
of-first refusal to the original landowner, John Perron, to purchase the property back at the
appraised value.
