2022- July August Heights HighlightsPlanning for PEDESTRIAN & BICYCLING IMPROVEMENTS The city is developing a comprehensive plan for recommendations and improvements to bicycle and pedestrian facilities. The planning process includes evaluating where current trails, sidewalks, and on -street facilities are located and where there are gaps and barriers to bicycle and pedestrian movement throughout the city Dakota County also owns and maintains regional trails in the city to provide non -motorized connections within and outside the community. The final plan wilt aim to identify strategies to increase access to and participation in bicycling and walking throughout the community, as weft as identifying and prioritizing physical it that will make the system safer and more connected. The benefits of improving walking and biking capabilities within the community are many. Walking, bicycling, and other non -auto modes of transportation are less expensive; especially with rising gas prices and the cost of vehicle ownership. Additionally. connecting and improving routes expands accessibility for those who may not be able to drive a vehicle, improves overall community health and wellness, and provides environmentalELECTI& benefits. Phase 1 of the plan was completed at the end of April, and included a community survey and use of a social pinpoint map where the public could comment on locations that are barriers for access, identify areas with safety or other concerns, and indicate areas that are working well. Phase z will include a summary of the plan's recommendations that will be available for public review and comment: watch for information on how to participate in the near future. After Phase z, the draft plan will be presented to the Parks and Recreation Commission and ultimately the City Council for final plan review and approval The planning process is anticipated to be complete this fall, A State Health Improvement Partnership (SHIP) grant is being used to fund the project process. which supports improvements for seniors, children, low-income populations, and those who may be experiencing a health disparity. MHPD Launches Virtual Block Club Meetings During the COVID-ig pandemic. the Mendota Heights Police Department (MHPD) implemented new ways to stay connected to the citizens it serves, One of the pilot programs that began was "Virtual Block Ctub" meetings. These meetings were conducted using an online platform and served as a way to keep citizens informed about what was happening in their neighborhoods and in the city as a whole, and included open discussions about crime trends, crime prevention, quality of life concerns, and what the Police Department could do to better serve public safety needs, It was also a way to check in with community members to see how they were doing. MHPD is working to expand these Virtual Block Club meetings to more neighborhoods throughout the city, to reach and stay connected with as many community members as possible. The department is using the free social media app Nextdoor to help make this happen. Nextdoor was designed as a way to help neighbors stay connected and offers geotargeted capabilities to connect with specific neighborhoods in realtime. The intent of the program is to deter catalytic converter hefts and hold those who steal them accountable. This program allows the owners of those vehicles most at risk for catalytic converter theft to have their catalytic converters mprinted with a unique identifying number. Once Labeled, this number is registered and allows a stolen catalytic converter to be traced by law enforcement. Given the success of that partnership, the Mendota Height Police Department Is expanding the program to reach more Mendota Heights residents, A Limited number of do-it-yourself marking kits are available at the Police Department for qualifying high -risk vehicles. Responding to Traffic Safety Concerns In November zozi, the City Council directed staff to establish a Traffic Solutions Committee to study traffic issues at Highway 6z and Dodd Road. An official Traffic Solutions Committee has not been convened, however, Police Chief KeLLy McCarthy and Public Works-0irector Ryan Ruzek continue to work with MnDOT and Dakota County to comprehensively look at Dodd Road traffic safety concerns.
