ARC 11-14-2018 MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES November 14, 2018 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, November 14, 2018, at Mendota Heights City Hall. 1. Call to Order Chair Sloan called the meeting to order at 7:00 pm. 2. Roll Call The following commissioners were present: David Sloan, Jim Neuharth, William Dunn, Sally Lorberbaum, Arvind Sharma and Kevin Byrnes. Absent: Gina Norling. Also present: Assistant City Administrator Cheryl Jacobson 3. Approval of Minutes Motion by Dunn/Second by Neuharth to approve the minutes of the September 12, 2018 ARC meeting, with the noted addition of “turboprop trend” to section c. iii regarding turboprop charts. Motion carried 4-0; Sharma and Lorberbaum abstained. 4. Unfinished and New Business a. Data Collection-12L Departure Modification/Crossing in the Corridor Procedures Assistant City Administrator Jacobson provided an overview of Commissioner Norling’s request to track two monthly data points including 120 degree heading percent utilization off of 12L, 12R, and 17 and departures broken down into average hourly traffic demand to see how the controller training on using the crossing in the corridor is impacting change. Jacobson noted that she had spoken with Dana Nelson of the MSP NOC office and the NOC Office currently does not have anything in place to systematically pull the requested information for reporting. Commissioners discussed the use of the data as means of determining impact and discussed concerns and difficulties with assessing controller training as other things may impact the results. Commissioners asked Assistant Administrator Jacobson to follow up with the NOC to see what type of data is available to support the request and the possibility of receiving it monthly or quarterly. b. Review of 2019 Meeting Dates and Topics Chair Sloan asked whether the Commission would like to continue to schedule monthly meetings or to change to an every other month meeting schedule. It was decided that monthly meetings will continue to be scheduled but meetings will be cancelled, as needed. Assistant City Administrator asked for 2019 meeting topics and presentations. Commissioners suggested the following: meetings with local legislators, inviting our area MAC representative, a presentation on airport security, review of the Commission’s work plan, tour of the Farmington FAA control center, tour of the Air National Guard facility, guest presenter Chad Leqve as the new VP of Operations for MAC and a review of the bylaws. c. Review of Airport Operational Statistics i. Complaint Information. Complaint charts were reviewed. It was noted that the past months have been noisy which was attributed to the weather. ii. Runway Use. Runway use charts were reviewed. Commissioner Byrnes noted that using finalized data is the best as information does change. Data is usually finalized by the NOC after the 10th of the month. iii. Turboprop Charts. Commissioner Neuharth noted that the departures north of the corridor are running consistently high and suggested discussing with the NOC a strategy to reduce the number of turboprop operations impacting Mendota Heights. Neuharth will prepare a letter to Dana Nelson with MSP NOC regarding the matter. iv. Noise Monitor Charts. Commissioner Dunn noted that a lot more C130 activity is impacting the system. 5. Acknowledge Receipt of Various Reports/Correspondence Commissioner Sharma provided a review of MAC board meetings from the past months. Monthly news articles were reviewed. 6. Upcoming Meetings A motion was made by Dunn and seconded by Lorberbaum to cancel the December, 2018 meeting. Motion carried 6-0. Jacobson reported that the MSP NOC will hold a listening session in Mendota Heights on April 24, 2019 and a joint meeting with the Eagan ARC is planned for May, 2019. 7.
