ARC 09-12-2018 MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES September 12, 2018 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, September 12, 2018, at Mendota Heights City Hall. 1. Call to Order Chair Sloan called the meeting to order at 7:04 pm. 2. Roll Call The following commissioners were present: David Sloan, Jim Neuharth, William Dunn, and Kevin Byrnes. Absent: Arvind Sharma, Sally Lorberbaum, and Gina Norling Also present: City Administrator Mark McNeill 3. Approval of Minutes Motion by Neuharth/Second by Byrnes to approve the minutes of the June 20, 2018 ARC meeting. Motion carried 4-0. 4. Unfinished and New Business a. July 18 NOC Committee Meeting Review-- By Law Changes Chair Sloan reported that the NOC had discussed options to make public input easier, including moving public comments ahead on the agenda, reducing the need for a “sponsor” to speak, and allowing a total of 20 minutes’ discussion (with a 3 minute individual limitation to speak.) The vote was to approve those by-law revisions. Chair Sloan also said that the NOC did evaluate the Mendota Heights crossing in the Corridor proposal. The Co-Chair (Delta Pilot) thought that with RNAV, it might be possible. Chair Sloan also reported that the FAA is doing a survey about how it measures noise. However, they won’t say which airports are being measured. b. Discussion of Data Collection—12L Departure Modification/Crossing in the Corridor Procedures As this topic was of special interest to Commissioner Norling, it was decided to table discussion of this issue until she would be present at a future ARC meeting. c. Review of Airport Operational Statistics i. Complaint Information. Complaint charts were reviewed. There were no comments. ii. Runway Use. Runway use charts were reviewed. iii. Turboprop Charts. Commissioner Neuharth said that most of the turboprop operations going north of the corridor were from 12L. He noted that the turboprop trend charts had not been updated since September, 2016. Commissioner Neuharth said that he would contact Brad Juffers to see if MAC could do the updates on a regular basis. Dunn asked if there were complaints about turbo operations. The response was “no”, but Commissioner Neuharth said that it was in Mendota Heights’ best interest to monitor it. Chair Sloan asked if it was possible to meet with the air freight companies that use turboprops? Commissioner Neuharth said that he would check with Mr. Juffers. iv. Noise Monitor Charts. Commissioner Norling’s notes indicated that the Upper Control Limit had been exceeded in June for all three noise monitoring locations. Commissioner Neuharth said that he would contact Dana Nelson or Brad Juffers for an explanation. 5. Acknowledge Receipt of Various Reports/Correspondence Monthly news articles were reviewed.
