AIRPORT RELATIONS COMMISSION MINUTES
March 8, 2017
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, March 8, 2017 at Mendota Heights City Hall.
Call to Order
Chair David Sloan called the meeting to order at 7:03 pm.
The following commissioners were present: David Sloan, Sally Lorberbaum, William Dunn, Jim
Neuharth, and Gina Norling, and NOC alternate representative Jill Smith.
Absent: Arvind Sharma, Kevin Byrnes (both excused)
Also present: City Administrator Mark McNeill
Approval of Minutes
3. a Motion Neuharth/second Dunn to approve the minutes of the February 8, 2017 ARC
meeting, with the following corrections:
1. Typo under 5.a;
2. 6.c Second sentence should read: “He felt that we should approach MAC for an
explanation as to why they are so far above the Upper Control Limits on Sensors 15 and 30.”
3. Complaint Charts Runway should be 12R;
4. Noise Monitor Charts—typo and referenced Runway should be 12R.
Motion to approve carried 5-0.
Unfinished and New Business
4.a Review of Operations Statistical Charts
i. Operational Charts—Neuharth noted a continuing downward trend, with nothing
unusual. Noted that Byrnes had suggested a recalculation of the Upper Control Limit, but that
that discussion could wait until the next meeting, when he would be present.
ii. Complainant Charts—Lorberbaum said that the single chart was based on location,
rather than complaints.
iii. Turboprop Charts—McNeill presented. Neuharth suggested that these be put in a
control chart format.
iv. Noise Monitor Charts—Norling presented to the ARC.
4.b Discussion and Review of 2017 Airport Noise Plan of Action
The 2014 ARC work plan was discussed and updated to be applicable to 2017. In it, the number
of identified issues was able to be consolidated or eliminated changed the number from ten
issues, to six.
Acknowledge Receipt of Various Reports/Correspondence
5. The Technical Advisors Report; Eagan/MH Departure Corridor Analysis; Runway 17
Departure Analysis Report; and Crossing in the Corridor Analysis reports from February 2017
were reviewed.
Upconing Meetings
6. It was decided that the ARC would gather at City Hall at 5:30 PM on April 12th, to
accommodate travel time to get to the FAA Tower for a tour, which is to begin at 6 PM.
