AIRPORT RELATIONS COMMISSION MINUTES
February 8, 2017
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Tuesday, February 8, 2017 at Mendota Heights City Hall.
Call to Order
2016 Chair David Sloan called the meeting to order at 7:01 pm.
The following commissioners were present: David Sloan, Sally Lorberbaum, William Dunn,
Arvind Sharma, Kevin Byrnes, Jim Neuharth, and Gina Norling.
Absent: NOC alternate representative Jill Smith (excused)
Also present: Mayor Neil Garlock, City Councilor Jay Miller, City Administrator Mark McNeill
Election of Officers for 2017:
The floor was opened to nominations for the position of Chair. Motion by Lorberbaum,
seconded by Dunn to nominate David Sloan to be Chair for the upcoming year. There were no
other nominations. Motion was approved 7-0
The floor was then opened to nominations for the position of Vice-Chair. Motion by Dunn,
seconded by Sharma to nominate Sally Lorberbaum to be Vice-Chair for the upcoming year.
There were no other nominations. Motion was approved 7-0
Approval of Minutes
Motion Dunn/second Lorberbaum to approve the minutes of the January 11, 2017 ARC meeting.
Motion carried 6-0, with Sharma abstaining.
Unfinished and New Business
5.a. Members of the Commission introduced themselves to Mayor Neil Garlock, and
Councilmember Jay Miller. Each member told how long that he or she had been on the ARC,
what offices they held, and what their individual duties were for the ARC.
5.b McNeill said that as part of the orientation for newly-appointed NOC Commissioner Jay
Miller, a tour of the MCP Control Tower had been offered, which could also be attended by the
ARC Commissioners. It was agreed that the April ARC meeting would consist of the tour, and
that the ARC would meet at City Hall at 5:30 PM, in time to travel to the airport for a 6 PM tour.
McNeill also stated that the 2015 ARC work plan was in need of updating. It was agreed that the
March 8th meeting would consist of a mini-retreat to discuss and work on the Airport Noise Plan
of Action.
6 a. MAC Meeting—Sharma reported on the January 21 MAC meeting, which included a YTD
passenger report. He said that new concession options were now starting to roll out.
6.b January NOC Meeting—Sloan reported on this meeting held January 18th, and spoke about
Converging Runway Operations, and RNAV. McNeill reported on the effects of a study on
steeper approach angles.

Operational Charts—Neuharth was concerned about the Mean line, and said that there had been
some report lines were out of control, meaning that they were above the upper control limits. He
felt that we should approach MAC for an explanation of why they were so far above the upper
control limits on Sensors 15 and 30. Sloan said that we could check whether those were
related to weather issues.
Complainant Charts—Lorberbaum showed a complaint chart, which, due to new reporting
procedures, only allows for tracking by MAC to be based on location. She noted that runway
12R is being used only 10% of the time.
Turboprop Charts—McNeill said that he had been in contact with Bradley Juffers of MAC, who
indicated that charts showing turboprop usage will have to be produced individually. He is
willing to do that, but the results will not be available until a few days after the first of each
month.
Noise Monitor Charts—With the assistance of a computer model, Norling showed the impacts of
different decibel levels on properties surrounding the airport. She said that Sensor 13 had lots of
noise events July 15th through November 16th, due to wind. She demonstrated the flight tracker
software, and how very few flights took off from Runway 12R
Chart Production—Byrnes said that he had met with former Public Works Director John
Mazzitello, who had walked him through how the carious charts were created. He indicated his
willingness to do this on an ongoing basis.
Acknowledge Receipt of Various Reports/Correspondence
The Technical Advisors Report; Eagan/MH Departure Corridor Analysis; Runway 17 Departure
Analysis Report; and Crossing in the Corridor Analysis reports were reviewed.
Byrnes presented noise articles which he had found.
Public Comments
There were no members of the public present.
Commissioner Comments
Norling said that she would bring a laptop to future ARC Meetings, as the ability to see the
charts as a whole being projected on a large screen was seen as being helpful.
