AIRPORT RELATIONS COMMISSION MINUTES
January 11, 2017
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Tuesday, January 11, 2017 at Mendota Heights City Hall.
Call to Order
Chair David Sloan called the meeting to order at 7:00 PM
The following commissioners were present: David Sloan, Sally Lorberbaum, William Dunn,
Kevin Byrnes, Jim Neuharth, and Gina Norling.
Absent: Arvind Sharma, NOC alternate representative Jill Smith (both excused)
Also present: City Councilor Joel Paper, City Administrator Mark McNeill
Approval of Minutes
Motion Neuharth/second Nordling, to approve the minutes of the November 15, 2016 ARC
meeting. Motion carried 4-0 (Sloan and Lorberbaum abstained)
Review of ARC Duties for City Councilor
At this point in the meeting, Chair Sloan asked that each Commissioner introduce themselves for
the benefit of visiting member of the City Council Joel Paper, and to explain to the Councilor
what their role was on the ARC. Councilor Paper said that he was in attendance that evening, as
he will be unable to join the other newly-elected City Councilors when they are scheduled to
meet with the ARC on February 8th.
Chair Sloan discussed his duties as the Chair of ARC, and also spoke about the Noise Oversight
Committee.
Commissioner Neuharth talked about his background, and corridor conflicts for runway use at
MSP.
Commissioner Byrnes said that he did searches for news articles relating to airport noise
nationally.
Commissioner Lorberbaum said that she serves as Vice-Chair of the ARC. She tracks complaint
charts, and also monitors reports relating to the percentage that varying runways were utilized.
Commissioner Nordling talked about noise issues, and Converging Runway Operations.
Commissioner Dunn reported that he monitors sensors for noise. He noted that 10 of the top 30
noise events for MSP relate to a single Delta flight to Boston.
Unfinished and New Business
4.a Review of Staff Support for ARC Meetings. McNeill said that this issue had been held over
for action from the November ARC meeting. He said that city staff vacancies had created
difficulties in preparing the technical charts, and in general the packet for the ARC. Former
Mendota Heights Public Works Director John Mazzitello has offered to provide those services in
his new role as a consulting engineer for the firm KLJ.
Byrnes repeated his earlier interest in meeting with Mazzitello to see what would be needed in
order to produce the charts. McNeill said that he would relay that interest to Mazzitello.
4 b. Review of Airport Operational Statistics Neuharth reviewed charts for Runways 12R and
12L. He said that the charts looked to be okay, but was concerned that the “mean” was
fluctuating. He said that that might be due to a mistake being made in the way that the charts are
being created.
He asked that we approach MSP staff for information on turboprops from September forward,
and north of the corridor.
Commissioner Lorberbaum reported that night time departures for Bloomington appeared to be
getting less frequent, although she noted that that doesn’t impact Mendota Heights.
Commissioner Nordling discussed sensor readings, and how those were weather related. For the
next meeting, she asked that a power point projector be made available so that she could talk
about how the nose footprint is determined, and how it affect Mendota Heights.
4 c. Review of Previous NOC meeting. McNeill reported issues from the November 16th NOC
meeting. He said that Councilor Jay Miller would be the new City representative on the NOC,
replacing Councilor Liz Petschel.
Acknowledge Receipt of Various Reports/Correspondence
The October and November Technical Advisors Report; Eagan/MH Departure Corridor
Analysis; Runway 17 Departure Analysis Report were reviewed. The Crossing in the Corridor
Analysis reports for the same months were not available.
Commissioner Byrnes presented noise articles which he had found on-line.

There were no members of the public present.
Commissioner Comments
The Commissioners indicated an interest in doing a tour of the Control Tower at MSP, perhaps
as part of the March ARC Meeting.
Next Meeting
The next meeting would be the regular meeting on February 8, 2017.
