The September meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, November 13, 2012 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Levine called to order the parks and recreation commission meeting at 6:32 p.m. The
following commissioners were present: Chair Stephanie Levine, Commissioners Mary McGrory-
Ussett, Ira Kipp, Joel Paper, David Miller, Mike Toth and Pat Hinderscheid. Staff present:

Recreation Programmer Update
Recreation Programmer Teresa Gangelhoff mentioned that registrations are full for gymnastics
and learn to skate programs. Interested residents should call city hall to be placed on a wait list.
The city is still accepting applications for part-time seasonal rink attendant positions. Applicants
must be 16 years of age, and should be available for the entire ice skating season. School flyers
will go out in December; Heights Highlights newsletter will go out in January.
Mendota Heights Athletic Association Update
The City of Mendota Heights relies on youth athletic associations to provide athletic activities
for area youth, as do most communities in the area. Representatives from the Mendota Heights
Athletic Association (MHAA) were in attendance to provide an update on programs, to provide
input on parks facility needs and to answer questions the commissioners may have.
Joe Juliette spoke on behalf of MHAA baseball, which serves 400 youth through their in-house
and travelling teams. Mr. Juliette complimented the conditions of the city’s fields, and informed
the commission that MHAA has additional field needs for travelling baseball teams, specifically

for the 12 year old baseball team. Currently, city facilities are shared by MHAA baseball, St.
Thomas Baseball and St. Joseph’s Baseball teams, as well as MHAA and Convent of the
Visitation Softball. While the schedule usually works out, it is always a very tight fit.
Use of the varsity baseball field at Henry Sibley High School was discussed. There is an
agreement in place for joint use of the facility, which is currently used by four different groups
throughout the year. Mr. Juliette reported that the school district is working with MHAA to
create a space for the 15 year old team. City staff, MHAA and ISD 197 staff have been
reviewing the agreement for shared use, which does not take into account all of the school
facilities which are currently shared with youth athletic associations.
Mr. Juliette mentioned that lights at Mendakota Park would be another way to accommodate all
of the youth, as well as adult baseball/softball needs.
Commissioners asked for clarification on the percentage of residents served by MHAA baseball.
Mr. Juliette explained that West St. Paul does not have a travelling baseball program, which
resulted in more youth from that community in the baseball program than some other sports.
Mike Gilberg spoke on behalf of MHAA softball, which schedules most games and practices on
ISD 197 fields, but does also utilize some City of Mendota Heights fields. 38% of softball
participants are Mendota Heights residents, reflecting the fact that West St. Paul has no softball
program. Mr. Gilberg responded to questions from the commission regarding Hagstrom-King
field, which was modified by MHAA mid-season for exclusive use for baseball. Mr. Gilberg
noted that the changes had a greater impact on Visitation softball teams, but the city was able to
accommodate the change. Mr. Gilberg supported the return of Hagstrom-King to a multi-use
facility and supported revisiting the concept of lights at Mendakota Park to provide more
opportunities for field users. Victoria Highlands could be explored as a baseball-only field,
freeing up other facilities for shared use.
Paul Berg spoke on behalf of MHAA football, which recently wrapped up another successful
season. The football program served just over 200 youth this year, utilizing school district fields
for tackle programs, and Mendakota Park for flag football programs. Late season adult softball
tournaments can create some field use conflicts in the late summer/early fall, but these can
usually be ironed out. MHAA football is almost completely utilized by Mendota Heights
residents, as West St. Paul has its own program.
The commission had several general comments for MHAA – they were very pleased with the
reports provided. The commission expressed their hope that the leadership of the association
will attend a commission meeting in the future, to provide reports on attendance, finances,
training and the like. The commission would like to see the report which had been included in
the agenda packet updated at the year end.
The commission asked staff to follow up on rough estimates to convert the field at Victoria
Highlands Park for baseball use, and to revisit the idea of lighting one or more fields at
Mendakota Park.

Par 3 Update
Mr. Sedlacek reported that expenditure and revenue numbers through the end of October, 2012
were not available, but it looks like the course will end the year with revenues just slightly ahead
of expenditures. The course is closed for the year; the course has been winterized, including
irrigation and equipment. Clubhouse Manager Jennifer Zweber has been providing program
write-ups to utilize for the 2013 season and has reviewed/revised the policy and procedures
manual for the clubhouse.
Each adult league intends to return for next year, and the golf league for seniors on Friday
mornings will be continued in 2013. New program opportunities include birthday parties,
corporate outings and youth golf clubs for each school.
Mr. Sedlacek reported the results of an informal survey conducted of recreation program
attendees over the previous three years. While feedback was generally positive, the decline in
program participation needs to be addressed. The survey, while non-scientific, does provide
useful insight into opportunities to improve programs.
Ms. Zweber presented her observations on the past season to the city council at a work session
on October 30, 2012. The city council was pleased with the report, and expressed support for
dedicating staff time to developing and marketing programs at the Par 3. Mr. Sedlacek felt the
course is in a good position programmatically, and that staff expects the course to do better than
break even in the future.
The commission provided input for reporting on the 2012 season, and asked staff to consider
programing at the golf course outside of the regular golf season.
Staff will present our standard report in December, and hopes to have a matrix of current and
planned offerings for 2013 as requested by commission McGrory-Ussett.
Parks Maintenance Update
Mr. Sedlacek shared the current list of maintenance items which had been identified by Parks
and Recreation Commissioners in visits to the parks and suggested that the commission may
wish to provide priorities to those items.
Related to parks maintenance, the commission had requested safety inspections of playgrounds.
Staff has identified one qualified contractor to conduct such inspections in the metropolitan area.
The cost for a safety inspection by this contractor is $1,000 per playground. Mr. Sedlacek
reported that as an alternative, staff recommends utilizing a playground safety checklist provided
by the League of Minnesota Cities to inspect all parks with internal staff.
The commission held a discussion on the parks maintenance, including how work is prioritized
and what level of involvement the commission should have in that process. Mr. Sedlacek
expressed concern regarding the scope of the project, reminding the commission that the original
concept was to have commissioners create a list of additional project for maintenance staff to

complete in spare time. Mr. Sedlacek assured the commission that safety issues are addressed
immediately. Mr. Sedlacek offered to invite our parks maintenance lead to a meeting in January
or February to provide the commission with a summary of park maintenance activities.
Commission Comments
The commission expressed gratitude for having representatives from Mendota Heights Athletic
Association at the meeting.
Commissioner Hinderscheid asked about tree loss on city property due to the recent storm. Mr.
Sedlacek reported that Ivy Hills Park had a handful of trees removed.
Commissioner Toth asked if concern about the lilacs at the corner of Wagon Wheel Trail and
Lexington Avenue had been shared with Dakota County. Mr. Sedlacek confirmed that city
engineering staff had relayed the concern to Dakota County.
Commissioner Miller asked for an update on the paving of the north end of Valley Park Trail.
Mr. Sedlacek reported that Xcel Energy has articulated their intent to have the trail repaved
before asphalt plants closed for the year.
Chair Levine asked that the trail gap on Dodd Road be kept a priority for completion.

Fall and Winter Schools Out Youth Trips
We provide chaperoned youth trips on days kids are out of school. Here are our upcoming trips:

Gymnastics
Sibley Gymnastics team offers gymnastics for Mendota Heights youth on Saturdays at Henry
Sibley High School which started December 1, 2012 and runs for ten weeks. They do still have a
few openings in all classes but beginners and fee will be prorated if you would like to still
register your child. Contact city hall for more info.
Learn to Skate
Outdoor skating lessons will be held at Friendly Hills in January/February for five weeks. Fee is
$35.00 and children register for classes according to ability. Our instructor Alexandra will
return again for the 2013 season. We only have a few more openings so register soon! If your
class is full please call city hall to be put on a waitlist as we will offer another class if we have
the interest.
Ice Rink Season is Just Around the Corner!
We have hired the 2012/2013 rink attendants. We have a staff training planned for Dec. 12. We
have set a tentative opening date for the rinks, weather permitting, December 22, 2012. Public
works has already started to flood to get moisture in the ground we just need mother nature to
cooperate.
55+Programs
We work with and promote the Thompson Park Activity Center (TPAC) programming for our
area seniors. For more info on 55 plus activities please visit the TPAC website at
www.comed.isd197.org or stop in the center at Butler and Stassen Ave. in West St Paul.
Registration Information
The city accepts online registration and can also take registrations in person at City Hall. We no
longer accept mail in registrations. All registration and program information is available on our
city website at www.mendota-heights.com.

School Flyer and Heights Highlights
A school flyer with winter programming will go out to local schools mid-December. The next
edition of the Heights Highlights will be delivered to all MH residents in February and will list
all the upcoming 2013 summer programs. We have a registration date set tentatively set for
March 18, 2013.
Adult Softball Leagues
League registrations will start January 2, 2013 for all returning teams and Feb. 1 for new teams
for our Men’s Leagues held on Tuesdays and Thursdays during the spring and summer.
2013 Park and Field Permits
Permits will be available for all parks and pavilions starting January 2, 2013. Priority for fields
will be given to our recreation programs and Mendota Heights youth athletic associations.
Pavilion permits open January 2, 2013 and are on a first come, first serve basis.

SUBJECT: Review of Draft 2013-2017 Trail Improvement and Maintenance Plan
BACKGROUND
Over the past 25-30 years, the City of Mendota Heights has developed an extensive trail system
with 27.9 miles of city trails and on street connections (wide shoulders), 2.7 miles of county
trails, 3.8 miles of MnDOT maintained on street connections, and 3.2 miles of privately owned
and maintained sidewalks. With a trail network this extensive, maintenance and improvement
are, understandably an important issue to the city.
City staff has developed a city-wide 5-year Trail Improvement and Maintenance Plan (TIMP) to
identify future trail rehabilitation projects, new trail construction projects and annual
maintenance projects. The trail improvement projects outlined in the TIMP are designed to
meet the city’s trail infrastructure needs and provide a safe environment for the community. The
TIMP will be updated annually in conjunction with the Street Improvement Plan (SIP) and the
Sanitary Sewer Improvement and Maintenance Plan (SSIMP).
The TIMP is a planning and budgeting tool to help city policy makers plan for the use of
financial and personnel resources. The TIMP provides policy makers and the community with a
strategic approach to the implementation and administration of trail improvement projects and
trail maintenance projects. Decisions about improving the city’s infrastructure must be made not
only on the basis of need, but also on the availability of resources and the long-term impact on
the community. The TIMP identify the city’s infrastructure, development objectives, and
allocation of financial resources.
Prices listed in the TIMP are in 2012 dollars, and will likely be adjusted as each project is
designed, bid, and constructed; however, the figures in the TIMP provide a basis for decision
making based on these estimates.
The projects in the TIMP were prioritized based on the trail rehabilitation projects being
completed in conjunction with proposed street improvements as identified in the SIP. The TIMP

also identifies trails that are in need of rehabilitation but are not located adjacent to a proposed
street improvement project, see list below.

Staff also recommends that the Parks & Recreation Commission evaluate the trails not yet
identified in a specific year and provide staff with one complete list of desired improvement
years with the worst trail pavement areas being proposed first followed by less degraded
pavement areas.

To the Honorable Mayor and City Council Members:
The purpose of the Trail Improvement and Maintenance Plan (TIMP) is to provide a long range
forecast of trail improvement and maintenance activities to meet the needs of our community.
The TIMP provides policy makers and the community with a strategic approach to the
implementation and administration of improvement and maintenance projects for our City trail
network. Decisions about improving the city’s trail infrastructure must be made not only on the
basis of need, but also on the basis of availability of resources, and the long-term impact on the
community. The TIMP identifies the city’s infrastructure, development objectives and allocation
of financial resources.
The 2013-2017 TIMP represents an excellent planning tool and provides for approximately $1.0
million of trail infrastructure improvements and maintenance during the next five years. While
the improvements in the proposed TIMP are not "written in stone" they do provide a framework
for allocating personnel and finances. The total project costs used in the TIMP are rough
estimates using 2012 dollar amounts, which will be refined during the budget, feasibility study
and bidding process. In addition, the TIMP will be presented to the Mendota Heights City
Council for annual review and approval. The improvement projects outlined in the TIMP are
designed to meet the city’s infrastructure needs and provide a safe environment for the
community.

OVERVIEW OF PARK AND TRAIL SYSTEM
Park and Trail System
The City of Mendota Heights enjoys an extensive park, open space, and trail system with 15 city
parks, 27.9 miles of city trails and on street connections (wide shoulders), 2.7 miles of county
trails, 3.8 miles of MnDOT maintained on street connections, and 3.2 miles of privately owned
and maintained sidewalks.
In 1989, a voter approved park referendum was passed which funded upgrading 8 existing
neighborhood parks, constructing 5 new parks, and constructing 7.8 miles of trails. In addition to
city parks, the City purchased the 17-acre Mendota Heights Par 3 Golf Course by a separate
referendum in 2007. The City also joined with other public entities and purchased the 25.5-acre
Historic Pilot Knob site in 2006/2007, which will be retained as open space.
Park and trail facilities maintained by others located within or near the city boundaries are Fort
Snelling State Park, Harriet Island-Lilydale Regional Park, Dodge Nature Center, Big Rivers
Regional Trail, and North Urban Regional Trail (Mendota-Kaposia Trail).
The City of Mendota Heights currently has sufficient park acreage to serve its residents, although
not all residents have equal access to those facilities. Future improvements will focus on
updating existing facilities and adding trail connections to neighborhoods that lack access to
parks. Trails are an important component and are the focus of this plan because they connect
neighborhoods to one another and the community to regional recreational opportunities. A
comprehensive trail system also enhances alternative opportunities for transportation.
Identified Trail Gaps
Improved trail connections are important because many residential areas are divided by
highways and arterial roads. The recent construction of the Big Rivers Regional Trail along the
Minnesota River and the trail connection to the I-35E Bridge trailway have also heightened the
awareness and demand for improved access to the river valley. Access to the Big Rivers
Regional Trail is difficult due to the significant elevation changes. As a result, many areas of the
community cannot be easily accessed on bikes, roller blades or foot from other areas of the
community. Additional or improved trail connections create opportunities for alternative
transportation and healthy living and are needed to provide residents access to City parks and
other recreational opportunities in the region.

TIMP OVERVIEW
Trail Improvement and Maintenance Plan (TIMP)
The Trail Improvement and Maintenance Plan (TIMP) is a planning tool that forecasts the city’s
needs over a five year period based on city-adopted long-range plans, goals and policies. The
TIMP includes detailed descriptions of trail improvement projects and maintenance projects the
city anticipates to initiate during the five-year period. The TIMP is updated annually to ensure
consistency and the reflection of changing demands and financial resources.
TIMP Goals
The goals of the TIMP are to:
o Provide a balanced program for trail improvements given anticipated funding revenues
over a five-year planning period.
o Enable the Mendota Heights City Council to evaluate the needs of the entire city
objectively.
o Anticipate needed trail improvements in advance, rather than being overlooked until
critically needed.
o Provide a plan for trail improvements that can be used in preparing the budget for the
coming fiscal year.
Project Details
The trail improvement projects being reported in the TIMP will be shown within the following
sections:
o Preventative Maintenance
o Trail Rehabilitation
o Trail Construction
Preventative Maintenance
Preventative maintenance activities that are performed on a continuous schedule are tasks such
as trail sweeping, crack sealing, pothole patching, and spot repairs. Preventative maintenance
activities that are performed on an as-needed basis are tasks such as snow and ice removal,
drainage control, signage replacement, and graffiti control. Trail maintenance activities are
funded through the Public Works Parks Department - Parks Maintenance Fund out of the
General Fun Levy.
Trail Sweeping
Trail sweeping is an important aspect of trail maintenance, helping ensure trail user
safety. Sweeping should be performed on a regular schedule.
Crack Sealing, Pothole Patching and Spot Repairs
Repair of bituminous trails should be closely tied to trail inspection and setting priorities
for repairs. The time between observation and repair of a trail will depend on whether the
needed repair is deemed a hazard, to what degree the needed repair will affect the safety
of the trail user, and whether the needed repair can be performed by the trail maintenance
crew or if it is so extensive that it needs to be repaired by contracted services.

Snow and Ice Removal
The Mendota Heights trail system is open year round, requiring snow and ice removal.
Removal of ice and snow is important for safety reasons and long term life expectancy of
the trail system. Attention must be paid to those areas where there is a grade change
and/or curves.
Drainage Control
In places where low spots on the trail catch water, trail surfaces should be raised, or
drains built, to carry water away. Some trail drainage control can be achieved through the
proper edging of trails. If trail drainage is corrected near steep slopes, the possibility of
erosion must be considered.
Signage Replacement
Trail signs fall into two categories: safety and information. Trail users should be
informed of their location, where they are going, and how to safely use trails. Signs
related to safety are most important, thus they should receive the highest priority.
Information signage can enhance the trail users experience and is prioritized behind
safety signage.
Graffiti Control
The key to graffiti control is prompt observation and removal. Graffiti should be noted
during trail inspections and the graffiti should be removed as soon as possible.
Trail Rehabilitation
A trail rehabilitation project will be defined as a project in which the trail is modified or
supplemented in-place, to restore the serviceability of the existing trail.
The City of Mendota Heights maintains approximately 27.9 miles of trails of which 26.2 miles
are off-street trails maintained by the Parks Department and 1.7 miles are on-street connections
(wide shoulders) maintained by the Street Department.
As the trail infrastructure ages, it requires rehabilitation to protect or extend its useful life. If the
trail infrastructure is not preserved, it will deteriorate prematurely and its benefit to the
community will be lost. As a result, the TIMP reflects the broad direction of the City Council to
preserve existing trail infrastructure before they fall into such disrepair that expensive
reconstruction is required. Typically, the City of Mendota Heights completes trail rehabilitation
projects in conjunction with nearby street improvement projects and as funding is available.
Trail Construction
A trail construction project will be defined as a project whereby many or all meaningful elements
of a new trail (previously non-existent) are being constructed. Typically, the City of Mendota
Heights completes new trail construction projects as funding is available.

Project Financing
The 2013-2017 Trail Improvement and Maintenance Plan which is detailed on the following
pages is financed from a variety of funding sources. The purpose of this section is to describe
and analyze these sources, in as much detail as possible, so that the users of this TIMP can be
certain that the program as outlined can be financed from available funding sources.
Municipal State Aid (MSA) Fund
The Minnesota Department of Transportation (MnDOT) provides funding assistance for
improvements to those municipal streets which are designated as part of its MSA system. The
City of Mendota Heights receives an annual allotment from the State of Minnesota Municipal
State Aid Street Construction Account. MSA Funds can be used for trail construction and
rehabilitation along State owned right-of-ways and MSA designated routes.
Sanitary Sewer Utility Fund
This fund receives revenue from the utility billing for sanitary sewer. It also is responsible for
any expenses relating to the sanitary sewer system. Only used for trails if utility project disturbs
an existing trail.
Storm Water Utility Fund
This fund receives revenue from the utility billings and is responsible for the expenses related to
maintaining the city’s storm water system. Only used for trails if utility project disturbs an
existing trail.
Water Revenue Fund
This fund accumulates the water surcharges the city receives from St Paul Regional Water
Services. These funds are used for any city expenses that are incurred relating to the city’s water
system and water tower. Only used for trails if utility project disturbs an existing trail.
Special Assessments
The City of Mendota Heights Street Rehabilitation and Reconstruction Assessment Policy
approved in June 1992 states that the city will be responsible for financing up to 50% of street
reconstruction and rehabilitation projects with the property owner being assessed for the
remaining.
City Funding (Municipal Bond Sales)
Since it often takes several years for the city to collect special assessments, the city typically
issues bonds for the remaining improvement costs for cash flow purposes. The bond payments
relating to street improvement projects are then levied. If there are project costs relating to the
above mentioned fund sources, the amount of bonds to be issued can be reduced by monies
received from any of those funds.
Other Government Unit Funding
Other Governmental Unit Funding is project specific funds which include the General Fund
Levy, grants, Dakota County CIP Funds, Metropolitan Council Funds, etc.

As the city trail system begins to age, general maintenance such as
trail sweeping, bituminous patching, crack filling and restoration
becomes a necessity. The maintenance will allow for a longer service
life for the trail system throughout the city. City trails are in need of
general maintenance to maintain the high level of service to
pedestrian walkers, bikers and roller bladers.
This project provides maintenance such as sweeping, patching, crack
filling and restoration for the city's trail system.

BACKGROUND
Mike Albers from our engineering staff and I have been participating in a county-led planning
project establishing a greenway from the intersection of State Highways 110 and 149, down to
Lebanon Hills Regional Park in Eagan.
Staff will provide a brief presentation at the commission meeting with an update on the project
and describing upcoming opportunities for public input.
