PARKS AND RECREATION COMMISSION MINUTES
DULY 811997
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, July 8, 1997, in the Large Conference Room at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 PM.
The following Commissioners were present: Libra, Kleinglass, Spicer, and Linnell.
Commissioners Damberg, Norton, and Liberacki were excused from the meeting. Also
present was Administrative Assistant Patrick C. Hollister,
APPROVAL OF JUKE 10 PARK AND RECREATION MINUTES
Commissioner Linnell moved to approve the June 10, 1997 Pazks and Recreation
Commission Minutes with no corrections. Commissioner Kleinglass seconded the
motion.

PARK DEDICATION FEE INCREASE PROPOSAL
Mr. Hollister explained that at the Joint Workshop between the City Council and the
Parks and Recreation Commission on January 14, 1997, the Pazks Commission had
expressed the opinion that the Park Dedication Fee for developers should be raised to
keep up with land values in Mendota Heights. Mr. Hollister presented the Park
Dedication Policies for several neighboring Cities and asked for input from the Parks
Commission,
The Commission instructed Mr. Hollister to return to the next meeting with a proposed
new policy that combined Minnetonka's wording with Lakeville's fee structure.
ACACIA BALLFIELDS
Mr. Hollister presented concept diagrams and cost estimates by Mr. Kullander for ball
fields on vacant land in the vicinity of Acacia Cemetery.
Commissioner Libra moved to recommend that the Council consider the following
options for increasing ballfield capacity in the City of Mendota Heights, in descending
order of preference:
1. install lights at Mendakota ballfields
2.
create
ballfields
at the Acacia sites)
3.
create
ballfields
on the Tousignant property
Commissioner Kleinglass seconded the motion.

UPDATES
Staff provided updates on the following items:
Recreation Programmer Vacancy
Mr. Hollister reported that Mr. Esser had accepted afull-time position with the City of
Prior Lake, and that the City would begin the process of recruiting, selecting, and hiring a
replacement soon.
Commissioner Kleinglass said that Mr. Esser did a fine job as a Recreation Programmer
and that he regretted the departure of Mr. Esser. Commissioner Kleinglass asked if it
would be possible for a Parks Commissioner to be part of the interview process for Mr.
Esser's replacement.
Mr. Hollister responded that he would have to check with the City Administrator, but that
he thought it would be fine. Mr. Hollister asked if there were any volunteers to serve on
the interview panel.
Commissioner Kleinglass said that he would serve on the interview panel if no one else
wanted to.
Mr. Hollister said he would check with the City Administrator and invite Mr. Kleinglass
to participate if it was permissible.
The Commission then directed Staff to write a letter to Mr. Esser from the Parks and
Recreation Commission thanking him for his service to the City of Mendota Heights and
wishing him the best of luck in the future.
Iw Hill Townhouse Association Land Donation
Mr. Hollister reported that the Council was interested in the offer to donate Lot F to the
City and had directed Staff to investigate the history of Lot F and the development
approval.
Commissioner Libra said that the City should make sure the title is clear before accepting
it.

St. Thomas Soccer Field Request
Mr. Hollister reported that St. Thomas Academy had been allowed to use City soccer
facilities at Kensington Park per the Parks Commission's recommendation. Mr. Hollister
added that Mr. Esser had discussed the possibility of temporary soccer goals at
Kensington Park with the Public Works Department,
Area Chazees for Sewer and Water
In response
to a question from Commissioner
Liberacki,
Mr.
Hollister said that the City
of Mendota
Heights did not have area charges
for sewer
and
water.

ADJOURN
The Commission instructed Staff not to schedule a Parks Commission meeting for
August 12, 1997, unless some urgent matter arose, and to inform the City Council of that
decision.
Motion made to adjourn by Kleinglass and seconded by Linnell.

COMPREHENSIVE PLAN
1. How should we coordinate City and County efforts on the parks and open space section of
the Comprehensive Plans to make sure the plans fit with each other, (requirement of Met
Council) including regional trails?

• What recreational needs are being supplied, oversupplied, undersupplied?
• What are the plans to meet future recreational park needs at City and County level?

Fire Department Prints Available
To help support their plans for a parade and the other activities being held in
conjunction with their 50th Anniversary, the Fire Department is offering commemorative
prints for sale. These limited edition, signed and numbered prints, by renowned artist Jim
Killen, are available for $75 at City Hail. The prints depict a grass fire scene at historic
Mendota with the Sibley house, historic St. Peter's church and the Mendota Bridge in the
background. To order them while they are still available, contact Kim at 452-1850 or pick one
up on Saturday, August 16th at the Fire Hall during the festivities. (Please see attached order
form.)
Performance in the Parks Draws Large Crowd
A Performance in the Park was hosted by the City of Mendota Heights Parks
department on Wednesday, August 6, 1997 at Mendakota Park. Norm Barnhart, a magician,
entertained a crowd estimated to be 80-100 people with his magical tricks, balloon animals and
humor. A fun time was had by all the families and people in attendance. This was the final
performance for the season.
Long Time Citv Employee Announces Retirement
Fred Pfeiffer, public works utility leadworker, has announced his retirement after 25
years of service to the City, effective September 26, 1997. He is known for his work as a
mechanic over the years and for his reliability and loyalty to the City. Fred's dry sense of
humor and presence at the Public Works garage will be missed by all those fortunate enough to
work with him or to have contact with him. We wish him well on his pending retirement and
in all his future endeavors.
Tour of Friendly Hills Middle School
On Tuesday evening; August 12 at 7:30 p.m., officials from the school district will be
hosting a tour of Friendly Hills Middle School with the City Council. Katherine Bode, middle
school project manager, will be hosting the tour. All other City officials are welcome, as are
spouses and friends. If you are interested in attending the tour, contact Kim Blaeser so a count
of those attending can be provided to the school district so they may supply hard hats!

Parkview Plaza Dedication Scheduled
Please mark your calendar for the grand opening dedication ceremony for Parkview
Plaza, the new senior housing facility in Mendota Heights. The ceremony is scheduled for
September 25, 1997 from 3 p.m. to 5 p.m. and all city officials are invited. More details will
follow in a later edition. (Please see attached letter.)
MAC Decision Harms Mendota Heights
On Tuesday, August 5, 1997, the MAC Planning and Environment Committee voted
against Mendota Heights' request to switch to a Close -In departure procedure for aircraft
taking off over the Mendota Heights -Eagan corridor. In all likelihood, the full MAC will
rubber stamp the P&E's recommendation. The decision appeared to be based purely on the
fact that Eagan and Inver Grove Heights, who prefer the Distant departure, have more people
than Mendota Heights. This is especially egregious when you consider that this discounts the
level of noise impact for those closest to the airport such as the Furlong Addition, Curley
Addition and Rogers Lake/Wagon Wheel neighborhoods. Areas of Inver Grove Heights
(seven miles from the airport) apparently receive as much consideration as those homes in the
DNL 70 and DNL 65 noise contours. A close -in departure would have benefited those closest
to the airport, where the heaviest noise impact occurs.
MAC and MASAC Representation
The decision to reject our request on the Close -In departures is only the latest example
of the frustrating way in which MAC conducts their business. This raises serious questions
about the lack of accountability at MAC and the ineffectiveness and lack of representation on
their sound abatement council - MASAC. Mendota Heights is moving forward on two fronts
to affect changes in this regards. On Thursday, at the AMM's Metro Agencies Committee
meeting, Councilmember Smith and myself volunteered for Mendota Heights to submit policy
language that will support legislative changes to make MAC an elected body, or to redistrict
the seats on MAC so that heavily impacted communities are represented. Also, Mendota
Heights will be pressuring MAC to change the structure and representation on MASAC so that
heavily impacted communities at the end of the parallel runways have proportional
representation. The City Council has informally discussed withdrawing from MASAC.

1. Clean out ditch line at Friendly Hills for street department
2. Push up dump and cut trees up for street department
3. Clean up trees in pazks after storms
4. Trim up trees along pedway in Valley Park and use chipper for brush
5. Plant 50 trees in tree farm from the U of M. Variety of trees: Lindens, Maples, Ash
6. Aerate and seed azound wild flowers at Ivy Falls
7. Fertilize soccer fields, ball fields, Fire Hall and City Hall
8. Try to keep up with grass cutting. Striping of foul lines and soccer fields -also
cutting pedways
