PARKS AND RECREATION COMMISSION MINUTES
MAY 123 1998
The regular meeting of the Mendota Heights Parks and Recreation Comm ssion was held on
Tuesday, May 12, 1998, in the Large Conference Room at City Hall, 1101 Victoria Curve. The
meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Spicer, Liberacki, Linnell, and Libra.
Commissioners Kleinglass and Norton arrived late. Commissioner Damberg was excused from the
meeting. Also present were Parks Project Manager Guy Kullander, Recreation Programmer Bill
Bird and Administrative Assistant Patrick C. Hollister.
APPROVAL OF APRIL 14, 1998 PARK AND RECREATION MINUTES
Commissioner Linnell moved to approve the April 14, 1998 Parks and Recreation Commission
Minutes with no corrections. Commissioner Libra seconded the motion.

UPDATES
Chair Spicer suggested that the Updates be moved to the top of the agenda to provide time for the
other Commnissioners to arrive.
Mr. Hollister provided updates on the following items:
Recreation Proerammers Update
Mr. Bird provided an update on summer and fall recreation programs.
Wentworth/Friendly Hills Picnic Shelters
Mr. Kullander said that bids have been awarded for both the Wentworth and Friendly Hills picnic
shelters and provided a map of the proposed locations.
Park -view Plaza Residents Association
Mr. Hollister reported that members of the Park -view Plaza Residents Association had met with the
City Council and had presented their request for funding assistance to provide a PA system. a TV,
and a VCR. Mr. Hollister said that the Council had agreed to help with the PA system and would
keep the TV and VCR in mind the next time a civic organization offered a donation of money to the
City for an unspecified purpose.
Nls. Hesbjerg said that she would not like to do all of the work to get these lots sold only to be
outbid by someone else. Nis. Hesbjerg asked whether the Tot Lot could be developed into four or
two lots.

Commissioner Norton moved w recommend that the City Council offer Fr endly H lls Tot Lot up
for sale, consistent with the same recommendation made by the Parks and Recreation Commission
in 1989.
Commissioner Libra seconded the motion.

Commissioner Liberacki said that the potential to divide the Tot Lot into four lots presented a good
opportunity for the City to provide some affordable housing.
PARKS CAPITAL IMPROVEMENT PLAN
Mr. Hollister and Mr. Kullander worked with the Commission to revise the Parks Capital
Improvement Plan for recommendation to the City Council at the nest Parks and Recreation
Commission meeting.

SUBJECT: Mendota Heights Youth Hockey Committee
Discussion
Mr. John Hickey of the Mendota Heights Youth Hockey Committee will be present at the
June 9, 1998 meeting of the Parks and Recreation Commission to present a proposal for
concrete or asphalt surfaces on the hockey rinks in Mendota Heights. Mr. Hickey would
like the rinks to be improved in this manner to allow "rollerblade" hockey during the off-
season.
Action Required
Allow Mr. Hickey to present his proposal for concrete or asphalt surfaces on hockey rinks
in the City. After discussing this item with Mr. Hickey, either make a recommendation to
the Council or provide Staff with further direction.

SUBJECT: Park Bench in Friendly Marsh Park
DISCUSSION:
On June 2, 1998, the City Council received a verbal request from a resident of the HRA Senior
Housing who was attending the Council meeting that evening, for a park bench in Friendly
Marsh Park, the proposed location of the bench was where the trail from the Senior Housing
ends at the Apache Street cul-de-sac.
Approximate cost to install a punched metal six foot long bench with backseat would be $350.
Installation would be by the City Park Crew,
ACTION REQUIRED:
If the Commission desires a bench to be installed at this location they should request the City
Council to authorize the expenditure of $350 from the Special Park Fund for the purchase of
this bench.

SUBJECT: Civic Center Ballfield Safety Complaint
DISCUSSION:
I received a phone call on May 28, 1998, from an adult male who was present at a baseball
game held at the Civic Center field on May 27'. He reported that his five -year -old daughter
had been struck in the head by an overthrown ball to first base. He wanted the City to correct
a "dangerous" (his words) situation caused by the low, four -foot high sideline fence. He
suggested that the height of the fence be raised to better protect spectators.
Presently, the players benches are protected by a six-foot high fence, the outfield has an eight -
foot high fence, and the side lines have a four -foot high fence.
Another complaint regarding this field is that foul balls go over the backstop and into the pond
across the frontage road. This problem was partially addressed in 1994 when an extension was
added to the top of the backstop. The original poles were not sufficiently strong enough to
allow a larger addition.
Options:
Install a sign warning that spectators be aware of foul balls.
Move and "tie down" the bleachers behind the backstop
Modify sideline fence by adding two additional feet of fencing. Estimated cost $2,000.
Restrict use of this field to only softball and only allow hardball at the Sibley Fields.
Replace backstop. Move back eight feet, make higher. Estimated cost $4,500.
ACTION REQUIRED:
The Commission should review the options and give direction to staff, or make a
recommendation to the City Council for funding from the Special Park Fund to make
improvements at the Civic Center Ballfield.

SUBJECT: Complaint -Marie Park
DISCUSSION:
I received a phone call from an adult female who had two complaints regarding the play
equipment at Marie Park.
1.
Lack
of shade on
play equipment
(gets hot in the sun).
2.
Only
one bucket
seat suitable for
babies.
The caller, who I encouraged to attend a Park Commission Meeting or to put her request in
writing, wanted trees planted around the play equipment so that the sun would not heat up the
play equipment.
She stated that there was only one baby swing in the park and that "fights" have broken out
between parents and children over who gets to use the one baby swing. She also stated that on
Saturday mornings as many as seven or eight toddlers all wanted to use the baby swing at the
same time.
HISTORY:
The equipment was updated in 1990. One unit of the original redwood structure was retained.
On this unit is one baby swing and one belt swing. These are the orily swings in this park, but
this is "typical" for all of the neighborhood parks that were improved in 1990. Additional
swings cannot be added to the existing structures, but there is room at the south end of the play
equipment area to add a double swing unit. Equipment, installation, border wood, etc. would
cost approximately $3,500 to $4,500.
ACTION REQUIRED:
If the Commission desires to add additional swings to this park, they should request the City
Council to authorize the expenditure of Special Park Funds, not to exceed $5,000 for play
equipment improvements in Marie Park.

MAY PARKS REPORT
1. General Maintenance -Grass cutting, striping soccer and ball fields etc.
2. Work on Sprinkler System at Fire Hall. Repair heads and replace controller.
3. Spray all parks, City Hall &the Fire Hall for weed control.
4. Plant donated trees at Mendakota, Valley &Friendly Hills Parks.
5. Work two tournaments for month. Prepare fields.
6. Clear out area on west end of pond at Wentworth. Brush etc.
7. Treat pond at Ivy Falls for Duck Weed.
8. Plant flowers around building at Mendakota.
9. Prepare site at the fire hall for flowers -Haul out rock &replace with dirt.
10. Replace Tennis net at Friendly Hills from Vandalism.
11. Haul soccer goals to Sibley for soccer tournament.
12. Two major storms -clean up of downed trees &limbs throughout city &all City Parks.
Parks hit the hardest: Ivy Falls, Wentworth, Valley, Rogers Lake & Friendly Hills.
