CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES APRIL 14, 1998 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, April 14, 1998, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Spicer, Kleinglass, Liberacki, and Linnell, and Libra. Commissioners Norton and Damberg were excused from the meeting. Also present were Parks Project Manager Guy Kullander and Administrative Assistant Patrick C. Hollister. PARKVIEW PLAZA RESIDENTS ASSOCIATION Mr. Hollister presented a memorandum from Recreation Programmer Bill Bird and an accompanying letter to Mr. Bird from the Parkview Plaza Residents Association dated February 26, 1998. Mr. Hollister explained that the letter is asking that the City purchase some equipment for use by the Association, and that Staff bad felt that it would be best to present this request to the Parks and Recreation Commission before referring it to Council. Mr. Hollister explained that the Parkview Plaza Residents Association is made up entirely of people who live in the new BRA building and is a separate group from the Mendota Heights Seniors Club, even though both groups meet regularly at Parkview Plaza. Mr. Hollister noted that five members of the Parkview Plaza Residents Association were present at the meeting and asked them to introduce themselves to the Commission. The following members of the Parkview Plaza Residents Association introduced themselves to the Commission: Arlene Schrofer, Evelyn Fischer, Sue Dorn, Evelyn Kearney, and Robert Kearney. Chairman Spicer asked someone from the Association to provide some background about the Association and explain the request. Evelyn Fischer said that the residents of Parkview Plaza had formed the Association and collected voluntary dues from residents in order to provide programming and activities for the residents. Ms. Fischer said that the Association was requesting that the City purchase a room partition, a PA system, a TV, a VCR, and a Cable membership for the Association. Ms. Fischer asked that the Parks and Recreation Commission consider their organization's needs and present their request to the City Council. Robert Kearney added that since the Mendota Heights Senior Club also meets regularly in the HRA building, they could also make use of this equipment. Mr. Hollister told the Parkview Plaza residents that this item would be on the April 21, 1998 Council agenda and suggested that the residents attend the meeting to introduce themselves and to answer any questions the Council may have. Evelyn Schrofer thanked the Commission on behalf of the Parkview Plaza residents. Evelyn Schrofer then announced that next Saturday the Park Plaza residents would be having a White Elephant Sale from 11:30 am to 3:30 p.m., complete with "sloppy joes" and potato chips. CAPITAL IMPROVEMENT PLAN Mr. Hollister presented the current Parks and Recreation Capital Improvement Plan. Mr. Hollister said that budget time would begin again in another month, and that he wanted to Parks and Recreation Commission to begin thinking about revising the Capital Improvement Plan, Commissioner Libra moved to recommend that the Council construct two picnic shelters in Friendly Hills Park. Commissioner Linnell seconded the motion. AYES: 5 NAYS: 0 Commissioner Linnell moved to recommend that Mr. Kullander do a feasibility study for cross-country ski trails at Valley Park and that Mr. Kullander look at grooming the entire park for cross-country skiing or only half of the park for cross-country skiing. Commissioner Libra seconded the motion. Commissioner Kleinglass asked why the City couldn't just plow the trails for cross- country skiers. Commissioner Libra said that there is a special machine that keeps snow on the trails. Chairman Spicer suggested that half of the park be groomed for cross-country ski trails and half be groomed for walkers. Chairman Spicer suggested that the area from Marie to Highway 110 be for skiing and that north of Marie be for walking. Commissioner Linnell said that cutting another corridor specifically for skiers would not be a problem. Mr. Kullander said that the Special Parks Fund could be used to fund the cross-country ski trail construction in Valley Park, but that yearly maintenance costs would be budgeted for in the General Fund. CommissionersPer-Diem Mr. Hollister reported that the Council had requested that those Commissioners who wished to decline their per -diem payments do so in writing. Mr. Hollister also said that the payments are intended to reimburse individuals for their time and effort on the Commission, and that the City would not be involved in managing or accounting for any special fund pooled from those reimbursements. Commissioner Libra asked whether or not the City would be issuing a 1099 form for the reimbursement for tax purposes. Commissioner Libra said he wanted to know how to report this income for tax purposes. Mr. Hollister said that he would research this issue. Native Plantings Seminar Mr. Hollister announced that the scheduled Native Plantings seminar for April 14, 1998 had been postponed due to the second Comprehensive Planning Workshop. Wentworth Park Shelters Mr. Kullander announced that the City Council had accepted bids for the construction of two shelters in Wentworth Park and had awarded the contract to EnComm Midwest. Parks Report There were no comments on this item. COMMISSIONER COMMENTS Chairman Spicer said that he had received a call from the Sibley baseball coaches, and that the coaches wanted to improve the fenced baseball field, constructed by the City, by adding dugouts. Mr. Kullander suggested that the City investigate splitting the cost with the school district and other user organizations. Chairman Spicer asked Staff to contact the school district about a joint contribution for dugouts. Commissioner Linnell said that if the City offered money for the dugouts, the City should request that the fields be constantly unlocked to accommodate more public use such as pick-up games or casual users. Commissioner Kleinglass asked how important the dugouts were CITY OF MENDOTA HEIGHTS MEMO May 7, 1998 TO: Park and Recreation Commission FROM: Guy Kullander, Parks Project Manager SUBJECT: Friendly Hills Tot Lot - Sale of DISCUSSION: In late 1989, the Parks and Recreation Commission made a recommendation to the City Council, that the City sell the four lots known as the Friendly Hills Tot Lot. This issued had previously been explored in 1983 and the City Attorney provided information on three methods the City might use to clear title to these four lots. On January 16, 1990, the City Council held a public hearing with the Friendly Hills residents to consider this divestment. Those in attendance were opposed to the City selling the lots and asked that improvements be made to the tot lot. The Council referred the residents request back to the Park and Recreation Commission. At the February 13, 1990, Commission meeting, the residents were informed that no improvements would be made in the Tot Lot and routine turf maintenance would be continued. They further informed the residents that Tot Lots were not a desired park facility and that the Commission felt funds should only be spent to improve Friendly Hills Park which is only 300 feet away from the Tot Lot. REQUEST FOR DIVESTURE OF THE TOT LOTS Lars and Cynthia Hessbjerg have inquired of the City (letter attached) as to the possibility of the City selling the Tot Lot for development of single family homes. Cynthia grew up in Friendly Hills, next to the Tot Lot, and would like to build a home in this neighborhood. She was informed of the history of this issue and told to make her wishes known to the Parks and Recreation Commission. ADDITIONAL INFORIVIATION I have twenty plus pages of memos and minutes from the various Commission and City Council meetings that I will bring to the meeting for review, if necessary. ACTION REQUIRED: Consider the Hessbjerg's request and forward a recommendation on to the City Council. The program focused on the history of the Mendota Heights area. Greg took everyone back into the days before Europeans settled the area. He then moved decade by decade into present day. He brought hundreds of photo's taken over the past 100 years. Many of these pictures were a "mystery" photos. Many of the long time residents of the area were able to identify the photos and describe when they were taken and what the pictures actually were. This was very helpful to the historical society so that they may continue to piece together the history of Mendota Heights, Mendota and Lilydale. On Wednesday, Apri122, 1998 the senior club visited Dodge Nature Center in West St. Paul. It was an absolutely beautiful day for a tour of the nature center's farm area. We were able to see many traditional farm animals as well as some that are not so common to Minnesota. Many of the fields and gardens were in the process of being planted. The farm area is also home to many raptures which have been injured and not in condition to return to the wild. The group truly enjoyed this visit, especially those who used to farm in the area and breed and slaughter cattle in South St, Paul, On Wednesday, May 27, 1998, Sue Votel from Clare Bridge Alternative Living Services will be discussing the challenges older adults with memory impairments are faced with. She is representing Clare Bridge Residence Home in Eagan and will present the features of this facility. This program is designed to spark an interest in planning for future living situations in preparation of memory impairment. Spring &Summer Programs: In -Line SkatintiLessons Beginning on Tuesday, May 26, John Glynn of the Dynamic Skate School, will be teaching a youth beginner skating lesson. The lessons will take place on Tuesday, May 26 and Wednesday, May 27 in the Mendakota Park Parking Lot, from 5:00-5:45 p.m. This program is offered to children ages 6-14 years old and is designed to teach starting, stopping, turning and rules of skating. In -Line Skating Clinic On Thursday, June 4 John Glynn of the Dynamic Skate School will be giving a "Street Smart Skating Clinic' This clinic is open to all ages and focuses on skating techniques, safety and equipment. Out Day Trips This year's trips include the following destinations: -Crystal Caves, Spring Valley, WI -Twins Game -Hyland Park Chutes and Ladders & Bush Lake Beach, Bloomington -Wave Pool (location to be determined) -Wild Waters Water Park, Sommerset, WI -Wild Mountain, Taylors Falls Concerts in the Park This year's concerts/performers include: - "Paul & Harvey Heffron": - "Rascals in Paradise" - "Wonderful World of Woody" - "Urban Renewal Bluegrass" Big Band (Harvey Heffron played trombone in Lawrence Welk's band in the 1930's) Music, small zoo animals and an environmental message. (Naturalist, Rachel Kroog) Music (Rafe & Barney style) for children ages 0-10, juggling, magic and more. (Musician, Tom Strohmeyer) Hard driving bluegrass with flares of jazz and country. Sprouts• Nature Explorations for Preschoolers and Parents In cooperation with the Minnesota Children museum an instructor from the museum will be introducing children ages 3 to 5 years old to nature. This program will be offered at Valley Park and will include trail explorations, crafts, songs and stories of an outdoor nature. This program is being offered on Tuesday's, June 2-23, from 9:30 to 11:00 a.m. Safety Camp Once again Safety Camp is being held on August 11, 12 and 13 in South St. Paul. The participating communities include Mendota Heights, West St. Paul, South St. Paul and Inver Grove Heights. Spring/Summer Athletic Leagues: Summer Softball No news is good news. The third week of softball is complete and things have been extremely quiet from the managers and umpires. The games have been running smoothly the weather has been absolutely spectacular. All games are scheduled for Mendakota Park, as opposed to a handful of Men's Over 30 games which had traditionally been played at Civic Center Park ball field. By moving all games to Mendakota Park, the field at Civic Center offers MHAA more time for practices and games. This has been well received by MHAA. The downside to this shift is that the Men's Over 30 season has been extended by two weeks. Golf at Par 3 A senior golf league has begun and women and youth leagues will follow. Weekly prizes will be awarded to those who improve and excel. Celebrate Mendota Heights Parks This annual special event will be held on Saturday, July 11, 1998, from 11:00 a.m. to 5:00 p.m. The event will include music, food concessions, a petting zoo, children's activities and a softball tournament by MHAA. Meetings Attended Wednesday, April 1: Mendota Heights Softball Managers Meeting at City Hall. Friday, April 3: Met at South St. Paul's American Legion to volunteer to work their fish fry. In return the Legion sponsors Safety Camp, Friday, April 17: Minnesota Recreation and Park Association (MRPA) Programming Section meeting in Chaska. Tuesday, April 21: MRPA Conference Committee meeting in Bloomington. Wednesday, April 22: Met with Patrick Hollister and Kim Blaeser to plan for the 1998 Celebrate Mendota Heights Parks event. Tuesday, April 28: MRPA Conference Committee Meeting in Fridley. Tuesday, May 12: Parks and Recreation Commission meeting at City Hall. Thursday, May 14: MRPA Conference Committee meeting at Mendota Heights. Friday, May 15: MRPA Programming Section meeting at Woodbury. Thursday, May 21: MRPA Conference Committee meeting in Bloomington Working On... Park field and pavilion reservations. She is represented Clare Bridge Residence Home in Eagan and presented the features of this facility. This program is designed to spark an interest in planning for future living situations in preparation of memory impairment. On Wednesday, June 24, 1998 the Senior Club held their summer picnic at Mendakota Park pavilion. 30 people turned out for brats, burgers, slaw, and other summer time picnic food. Art and Audrey Ertl did the shopping, preparation and cooking. I brought bocce ball, croquette and volleyball to add to the fun. JoAnne Rice recognized those individuals who made significant contributions to the club's successful beginning. Planning for the senior's participation in Celebrate Mendota Heights was also in the works. The seniors will have a table set up at the celebration and will be selling baked goods, hand crafted items and supervising a mini golf hole. During the month of June the local cable access channel ran a segment on the Mendota Heights Senior Club, JoAnn Rice and myself were interviewed by Judy Skei-Voss. The segment focused on the reasons the club formed, what it is all about and where it is headed. Summer Programs: In -Line Skating Lessons On Tuesday May 26 and on Wednesday, May 27 1998 John Glynn instructed 9 participants on the basics of In -line skating. The course was held in the parking lot of Mendakota Park. The kids learned the proper way to turn, stop, accelerate and even fall. Safety and the wearing of proper equipment were constantly reviewed and stressed as an mandatory part of skating. I had the pleasure of meeting Commissioner Linnell's wife Jean and his two boys Danny and Alex, who participated in the lessons. Youth Dap Triers On Thursday, June 25, 1998 I went on the Twins vs. Brewers game trip along with two brothers from Mendota Heights. The Brewers got the best of the Twins and beat them 7 to 2. The boys ages 7 and 9 had a terrific time and we were even able to sit with the Organist for an entire inning! Concerts in the Park Big Band Sounds Invade Mendakota Park On Wednesday, June 17, Paul and Harvey Heffron performed arrangements by many Big Band groups of the 1930's through the 1950's. Selections such as the Woodchopper's Ball, Edelweiss and Sentimental Journey were performed as couples danced and reminisced. The father son duo even belted out a Big Band version of the Beatles "Can't Buy Me Love". The attendance totaled 48 older adults, as well as many soccer families who looked on. Speaking of soccer, I (Bill Bird) spent most of the show keeping over kicked soccer balls from hitting the band. This was the first concert in a series of four. The next show is geared toward kids and is being held at Rogers Lake Pavilion, on Wednesday, July 15 at 7:00 p.m. Singer/Naturalist Rachel Kroog will be performing along with her Rascals characters. Safety Camp Once again Safety Camp is being held on August 11, 12 and 13 in South St. Paul. The participating communities include Mendota Heights, West St. Paul, South St. Paul and Inver Grove Heights. Investigator, Mario Reyes and I will lead 20 of Mendota Heights 3rd & 4th graders during this three day program. There are 12 foursomes playing in the Tuesday, Women's League. There are 6 foursomes playing in the Monday, Junior league. There are 20 foursomes playing in the Wednesday, Junior League. The Senior League failed to get off the ground this year. Only one foursome registered for a tee -time. There were several reasons for this. First, many older women are participating in the Women's Leagues. Second, many seniors are members of various golf courses and play in other leagues or have an established group they play with. Finally, as with many programs seniors were turned off by a "league fee". Even though it is minimal, $9.00, for 18 weeks, a fee was not popular among this age group. I am currently making recommendations for next year on how to approach this and market this league. Special Events &Other News Celebrate Mendota Heights Parks This annual special event will be held on Saturday, July 11, 1998, from 11:00 a.m. to 5:00 p.m. The event will include music, food concessions, a petting zoo, children's activities and a softball tournament by MHAA. The detailed line up is attached. Proposed Ball Diamonds Near Fort Snelling State Park On Wednesday, July 1, 1998 I contacted Fort Snelling State Park and inquired about the proposed ball fields to be constructed in the vicinity of Fort Snelling Park Polo Fields. They instructed me to contact the Minneapolis Park Board. On Thursday, July 2, 1998 I talked to Bob Matson from the Minneapolis Park Board about non - Minneapolis use of the facility. I told Mr. Matson that the City of Mendota Heights has interest in using the fields for softball league games and tournaments. He informed me that there have been no plans for the use of the fields at this time, but a 20 member master plan panel would be discussing use procedures in the next couple of months. Mr. Matson also informed me that construction is scheduled to begin in the Fall of 1998. With construction beginning this fall he said some fields may be ready for play in the Summer of 1998. Mr. Matson explained that the land was being purchased from the Federal Government(GSA Land) and from the Autinn Indian Tribe. Meetings Attended Tuesday, May 26: Taping for cable television.
