SUBJECT: Comprehensive Plan Trail Map
Discussion
Attached please find the most recent draft of the trail map for the City of Mendota
Heights' Comprehensive Plan. The Parks and Recreation Commission discussed this
map at their last meeting and felt that it would be good to place two trail maps within the
Comprehensive Plan; one map would show the existing trails and one map would show
the "ideal" scenario of a complete trail system. Staff recommends that the Commission
provide the Council with a draft of such an "ideal" map for their consideration, and has
provided this attached map as a staring point for discussion.
Action Required
Using the attached map as a starting point, please provide Staff with direction on what the
"ideal" trail system would be. Staff will then pass on the Parks Commission's
recommendation that this "ideal" map be included in the Comprehensive Plan along with
a map of our existing trail system.

SEPTEMBER 14,1999
The regular meeting of the Mendota Heights Pazks and Recreation Commission was held
m Tuesday, September 14,1999, in the Council Chambers at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Spicer and Commissioners Damberg,
Liberacki, Linnell, Libra, and Craighead. Excused from the meeting was Commissioner
Connelly. City Staff present were Parks Project Manager Guy Kullander, Recreation
Programmer Mary Hapka, and Administrative Assistant Patrick C. Hollister. Mr.
Hollister took the minutes.
MINUTES
Commissioner Linnell moved to approve the August 10, 1999 minutes with no revisions.
Commissioner Spicer seconded the motion.

GERALD JOHNSON, DNR: ROGERS LAKE GRANT OPPORTUNTTIE5
Mr. Gerald Johnson of the Mirmesota Department of Natural Resources introduced
himself and said that he would like to talk to the Commission about opportunities for a
fishing pier and aeration at Rogers Lake. Mr. Johnson said that this summer he had
received many calls about the good quality of fishing at Rogers Lake and that citizens
were concerned about the impact of winter kill.
Mr. Pat Hickey, 7101 Swan Drive, said that people had been catching a lot of black
crappies and sunfish at the lake this yeaz.
Commissioner Damberg asked why the fishing was so good this year as opposed to
previous yeazs.
Mr. Johnson said that because of the periodic winter kill in the lake, this summer there
were fewer fish and hence they had less competition for food and could grow larger.
Mr. Hollister asked if the fertilizer or pesticide chemicals which some people used on
their lawns would render the fish unsuitable for eating.
Mr. Johnson said that lawn chemicals, while undesirable for other environmental
considerations, did not pose any health concern for people eating fish from the lake.
Chair Spicer asked if their were any downsides to installing an aerator system from the
City's point of view.
Mr. Johnson said that maintenance of the aeration system was light but did involve some
manpower, and that some cities were concerned about liability. Mr. Johnson then showed
slides demonstrating different types of aeration systems. Mr. Johnson said that the most
likely location for an aerator on Rogers Lake would be at or near Rogers Park because of
easy access for maintenance and proximity to a power supply.
Mr. Craighead asked why the aerator shouldn't be in the deepest part of the lake were the
fish usually congregate.
Mr. Johnson said that the purpose of the aeration system was not to aerate the entire lake,
but merely to provide a `refuge" where the fish can come to get oxygen. Mr. Johnson
said that fish are very aware of where there is the most oxygen in a lake. Mr. Johnson
added that during the winter, even if the aerator is in a part of the lake where fish are not
normally found, they will move to that part of the lake as soon as more oxygen is
available. Mr. Johnson also said that the DNR gives priority to lakes that have adequate
parking and handicapped accessibility, and that he thought Mendota Heights had a good
chance of getting both a fishing pier and an aeration system for Rogers Lake,
Commissioner Liberacki moved to recommend that the Council apply for the installation
of a DNR fishing pier, using the Special Parks Fund to build the trail to the pier, without
offering a monetary contribution for the fishing pier at this time.
Commissioner Libra seconded the motion.

ABSTENTIONS: 1 (Linnell)
Commissioner Linnell explained that he abstained from the vote because he works for the
Minnesota DNR and that while he did not think he had any conflict of interest in this
matter, he wanted to avoid any misperceptions to that effect.
Commissioner Damberg moved to recommend that the Council request a temporary
aerator this winter from the DNR for Rogers Lake, observe its effectiveness, and decide
in the spring whether or not to pursue a permanent aeration system for the lake, with
appropriate notification to and input from the neighbors around Rogers Lake and an
announcement in the City newsletter if possible.
Commissioner Liberacki seconded the motion.

COMPREHENSIVE PLAN REVIEW AND COMMENTS
The Commission made suggestions for revisions to the draft Comprehensive Plan. Mr.
Hollister said that these proposed revisions would be presented to the Council before final
approval of the Comprehensive Plan.

Chair Spicer suggested that Staff look into applying for a grant from the Minnesota
Twins for youth ballfield renovation. Chair Spicer also suggested that Staff look into
cameras in the parks for bathroom facility security against vandalism.

SUBJECT: Cash Donation - Roger's Lake Fishing Improvements
The attached letter from Mr. Cliff Timm offers a donation of $4,000.00 or more toward
improvements to Roger's Lake Park to assist sport fishing
BACKGROUND
Mr. Timm has stopped in to City Hall five or six times over the past two years
promoting fishing at Roger's Lake Park. On one occasion he brought in recently caught
fish to illustrate to me that sport fishing was viable and should be encouraged. He had
several contacts with the DNR and has been a strong proponent for fishing opportunities.
(See attached new article) I mailed Mr. Timm a copy of my Council memo regarding the
installation of the aerator and fishing pier which were both approved by Council on
September 2l't
ACTION REQUIRED
Discuss Mr. Timm's offer and consider inviting him to attend a future Pazk
Commission or City Council meeting to discuss his donation offer.

The attached recreational programs will be offered during the fall and winter seasons.
The programs consist of youth trips, a craft program, youth ski trips and skating
lessons. The ice rink warming houses are scheduled to open Friday, December 17. If
you know of anyone interested in working as a warming house/rink attendant please
have them contact me (see attached job announcement). In an effort to increase
participation in our recreation programs I will be distributing program flyers to
Mendota Heights elementary and middle schools.
Area vouth soccer -The Mendota Heights Parks and Recreation Department has been
contacted by representatives of the Twin Cities Fire Soccer Club. The Twin Cities Fire
Soccer Club is a newly formed soccer club which is interested in basing itself in the
City of Mendota Heights. Representatives of the club have advised me that they are
interested in providing an elite soccer program to area youth and that they are also
interested in running the Mendota Heights Athletic Association youth soccer program
which is estimated at 600 area youth. I advised the Twin Cities Soccer Club that
permits for the cities park facilities will be accepted by the Parks and Recreation
Department on or after January 3, 2000 for the summer 2000 season.
FALL/WINTER REC. PROGRAMS
Join us on your school days off. The trips listed below are the perfect opportunity for
kids and their friends, brothers and sisters to participate in FUN activities. The day
trips are sponsored by the Parks and Recreation Departments of Mendota Heights, West
St. Paul, South St. Paul and Inver Grove Heights. All trips depart from West St. Paul
City Hall, 1616 Humboldt Ave., and also return there. To register, either come to
Mendota Heights City Hall or mail in the registration form from this issue of "Heights
Highlights" and payment to "City of Mendota Heights" (1101 Victoria Curve, Mendota
Heights, MN 55118). Registrations received after the deadline are subject to a $2.00
late fee per participant. Parents interested in chaperoning youth trips or ski trips should
contact Mary at 651-452-1850.
Diamond T Ranch and Open Swim at Inver Grove Middle School
Join us for a day at the Ranch. Take a horseback riding trail ride and afterwards, relax
by a warm bonfire; plus a cookout. Lots of fun for everyone who loves horses. Next,
Open Swim at the IG Middle School pool. Pack your swim suit and towel.

Cinema Cafe Movie &the Maplewood Community Center
A day -long adventure! First of all, a feature movie, pop & popcorn at the Cinema
Cafe, followed by Pizza/Pop Lunch. Then a "day of play at the awesome Maplewood
Community Center open -gym , swimming and waterslide. Children may bring $$ for
snacks at the Community Center concession stand. Don't forget your swimsuit, towel,
gym clothes/shoes. Join us for a great "day -off -school"!

Have a "rolling" good time at Skateville in Burnsville roller-skating/rollerblading.
Children may bring their own rollerblades. Then, off to Grand Slam in Eagan for pizza
or a hot dog + pop lunch. Also included: a round of mini -golf, 4 game tokens, 1
bumper car ride and 1 round in the batting cages. Bring extra $$ if you would like.

PUMPKIN POTPOURRI

block! Have fun while learning a variety of new and unique ways of creating and

should be able to cut and paste). Please bring 1-2 pumpkins to class & spoons.

NOTE: Buses for the after school field trips will pick up at 3:30 PM at the West St. Paul
City Hall. Buses will return to the West St. Paul City Hall at 10:00 PM: Parents please pick
up your children promptly at 10:00 PM at West St, Paul City Hall (1616 Humboldt Ave.,
WSP)
Ski Trips are scheduled after school until 10:00 PM. After a long week of studies,
catch our bus at West St. Paul City Hall (1616 Humboldt Avenue, WSP). This SKI
SPREE is touring a variety of ski areas in MN. These ski trips are for all abilities from
Beginners to Advanced. Prices include: lift tickets, bus transportation, Adult
Chaperones, and equipment rental (if needed). Bring money for dinner/snacks or bring
a bag dinner. Students are dropped off at West St. Paul City Hall at 10:00 PM, please
pick up your children on time!

Warming House Attendant Positions Available
The City of Mendota Heights is seeking applicants for Warming House/Rink
Attendants. This is a part-time position and is ideal for students, adults or seniors.
Applications and job descriptions are available at Mendota Heights City Hall. City
Hall is located at 1101 Victoria Curve and is open Monday through Friday from
8:00 a.m. to 4:30 p.m. Rink Attendant experience is not a requirement to apply.
The application deadline is Monday, November 29, 1999. For additional

ICE RINK WARMING HOUSE SCHEDULE
Weather permitting, the City's ice rinks and warming houses will open on Friday,
December 17.
Rink rules will be posted at each warming house. A rink attendant will be on duty at
each of the warming houses during the regular warming house hours (listed below).
The Outdoor rinks and warming houses will be CLOSED and outdoor programs will be
canceled when the air temperature is -5 degrees or lower. Please keep children home
on these days.

ICE SKATING LESSONS
Outdoor ice skating lessons will be offered at Friendly Hills Park. A variety of classes
will be offered for all ages and abilities. This is a good opportunity to improve your
skating skills. Lessons are taught by a local professional skater with seventeen years of
experience. Classes are limited to 5-7 participants, so register early. Please indicate
the level name and session number when registering. All classes are $25 per
participant.
Smalls and Talls
Parents or other responsible adults participate with their first time skaters. Adults will
learn tips on how to help their children skate. This class is a fun for parents and
children!

1. Dangerous play equipment and Mendakota Park
A resident stopped in at City Hall displaying pictures of injuries to two children,
received on the roller slide at Mendakota Park, Mary Hapka made inquiries of other
cities and found that they had removed their roller slides due to injuries. I contacted Earl
F. Anderson and directed them to remove this piece of equipment and install a temporary
barrier.
They will be submitting several options for a replacement piece of equipment that fits in
with our setup at this park. Cost of the replacement component would come from the
General Budget item for "Play Equipment Parts" and/or the Special Park Fund,
2. Rogers Lake -Fishing Pier and Aerator
City Council approved these two improvements recommended by the DNR. Applications
will be prepared this week and submitted for evaluation.
3. Civic Center Ball field
Work was completed and the turf has successfully taken to the blended topsoil brought in
for the infield area. The outside rec-rock areas along the baselines were evened up and
new sod laid to preserve the infield rec-rock arc. Sprinkler improvements installed by
our parks crew are working fine. If we experience a normal winter this baseball field
should be in excellent shape next spring.
4. Picnic Shelters in Rogers Lake and Valley Park
These two shelters, built in the early 70's require reroofing. Replacing the cedar shakes
would have cost $7,000 per shelter. The budget for 1999 was $5,000. I recei ved a low
bid of $2,650.00 for one and received approval from Kevin to have both shelter done this
year for a total cost of $5,300.00. The asphalt shingles used are a "Timberline" style,
which gives the appearance of shakes, plus they have a 40-year warranty.

PARKS AND RECREATION COMMISSION MINUTES
AUGUST 10,1999
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, August 10, 1999, in the Large Conference Room at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Spicer and Commissioners Damberg,
Connelly, Linnell, and Craighead. Excused from the meeting were Commissioners Libra
and Liberacki. City Staff present was Administrative Assistant Patrick C. Hollister. Mr.
Hollister took the minutes.

Commissioner Linnell moved to approve the July 13, 1999 minutes with no revisions.
Commissioner Connelly seconded the motion.

- MENDOTA HEIGHTS ATHLETIC ASSOCIATION DONATION OFFER

Mr. Scott Miller of Mendota Heights Athletic Association presented an offer of $5,GW to
the City of Mendota Heights towards the protection of park facilities from vandalism.
Mr. Miller said that he was aware that vandalism was a recent concern in Mendota
Heights and that the security and availability of restroom facilities was important to
MHAA.
Chair Spicer asked Ms. Hapka to work with Mr. Kullander on how a donation for park
facilities security could be put to best use, including checking with neighboring cities
such as West Saint Paul and South Saint Paul.
FRIENDLY HILLS EQUIPMENT CHECK-OUT PROGRAM
Chair Spicer said that the Friendly Hills Equipment Check-out program did not get a lot
of participation. The Commission discussed various ways to increase participation
including providing more structured activities, such as three -on -three basketball.
