CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES MAY 9, 2000 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, May 9, 2000, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Richard Spicer, Commissioners Lawrence Craighead, Stan Linnell, Dave Libra, Jay Liberacki, Ann Connelly and Raymond Morris. City Staff present were Parks Project Manager Guy Kullander, Recreation Programmer Mary Hapka and Administrative Assistant Patrick C. Hollister. Also present were Councilmembers Sandra Krebsbach and John Huber. Mr. Hollister took the minutes. MINUTES Commissioner Moms moved approval of the April 11, 2000 minutes. Commissioner Liberacki seconded the motion. AYES: 7 NAYS: 0 RECREATION PROGRAMMER UPDATE Chair Spicer asked Ms. Hapka to provide an update on recreation activities this summer. Ms. Hapka updated the Commission on park reservations, the next issue of the Heights Hilites, Performances in the Park, Friendly Hills Open Sand Lot Program, Golf Lessons, Safety Camp, Sky Hawks Rollerblade and Golf Program at City Hall, MHAA Tournament Fees, Celebrate Mendota Heights Parks, and the Spring Fling. Commissioners Libra and Craighead and Councilmember Huber told Ms. Hapka that they would be willing to volunteer for the Celebrate Mendota Heights Parks. PARKS PROJECTS FOR 2000 AND THE SPECIAL PARKS FUND Chair Spicer explained that he had suggested that Councilmembers Huber and Krebsbach be invited to the May 9, 2000 Parks and Recreation Commission meeting to discuss replacement of the Wentworth Warming House. Chair Spicer also told the Councilmembers present that the Special Parks Fund was being depleted because income into the fund was slowing down due to a slowdown in the pace of development in Mendota Heights. Councilmember Huber said that the Council should examine the Special Parks Fund situation as part of the budget process for 2001 and that it might be possible to find some other source of revenue to contribute to the Special Parks Fund now that development has slowed down. Councilmember Huber added that the Parks Referendum several years ago lead to the creation of many park facilities that need to be maintained and occasionally replaced. Councilmember Krebsbach agreed that it is still early enough in the budget process this year to search for a solution to this issue. (Commissioner Connelly left at this point.) Commissioner Linnell moved to recommend that the Council allocate up to $15,000 from the Special Parks Fund to replace the wood play structures at Marie Park with new plastic play equipment. Commissioner Libra seconded the motion. AYES: NAYS: Chair Spicer moved to recommend that the Council allocate from the Special Parks Fund $2500 from park signage. Commissioner Morris seconded the motion. AYES: NAYS: Chair Spicer said that discussion of other projects, such as the Wentworth Warming House and the Cross Country Ski Trail would be postponed until next month's meeting. Hollister City of Mendota Heights June 8, 2000 To: Parks and Recreation Commission (14 From: Guy Kullander, Parks Project Manager Subject: Marie Park Play Equipment —Removal and Upgrade Attached is the Request For Proposal I have sent to six equipment suppliers that are located in the metro area. The proposals are due Monday at 11 :00 am and will be available for review and discussion on Tuesday evening. Of the six suppliers, one is out of business, one has called to say they were too busy to bid on our project, and two have called with questions and will be submitting a proposal. Action Required This memo is for information only. The commission will be presented copies of all proposals on Tuesday evening. If the commission desires to make a recommendation to the City Council it will be on the June 20`h Council agenda for consideration. mCity of ��ALI Mendota Heights Request for Proposal Ma y 9 8, 2000 The City of Mendota Heights, Minnesota will receive proposals for the installation of play equipment at Marie Park. Proposals will be received until 1 1 :00 am CDST, Monday June 12, 2000, at the City Offices located at 1101 Victoria Curve, Mendota Heights, MN 55118 (NW corner of Lexington and Hwy 110). Proposals shall be for the furnishing of all labor, materials and equipment necessary to perform the work to be described. Scope of project: The purpose of this project is to replace wood timber play equipment installed in 1973. The unit to be replaced consists of a seven -foot square platform tower with seven levels. Attached to this tower is a climbing net/chain, fourteen -foot long metal slide and a horizontal beam that supports two swings, one belt and one bucket. The new equipment shall at a minimum provide the same play experiences as currently exist. Reuse of the equipment removed will be allowed. This playground also includes metal, wood and plastic components installed by Earl F. Anderson in 1990. This equipment will remain but independent play items can be relocated if required. Work required: 1. Disassemble and salvage existing timber structure. The City park crew will remove these elements for possible reconditioning and reuse. 2. Provide and install replacement components. Install within the existing timber edging of the play area. 3. Additional pea gravel, if necessary, will be provided and installed by the City's park crew. 4. Please provide a minimum of five copies of your proposal. The commission will review the proposals and make a recommendation, which will be considered by the City Council on June 20`h. If the Council accepts the recommendation they will award the contract to the selected vendor that evening. Project budget:. The City Council has established a not to exceed budget of $15,000,00 for this project. Project time schedule: The replacement equipment and play components shall be installed and all work completed no later than nine weeks following notification of the award of the contract. Hapka, Recreation Programmer SUBJECT: May Recreation Report Celebrate Mendota Heights Parks 2000 Celebrate Mendota Heights Parks was held on Saturday, June 3. This years celebration was a success with an estimated 1,000 residents attending the three hour celebration. We had a beautiful sunny morning for the celebration and it was obvious participants were enjoying themselves. This years celebration included two family entertainment groups, a petting zoo, face painting, a Super Jump, caricatures, a soccer shootout, Mendota Heights Athletic Association exhibition games, a demo by Boltz's Tae Kwon Do and a demo by Turner's Gymnastics Center, fire truck rides by the Mendota Heights Fire Department, a special appearance by the St. Paul Winter Carnival Vulcans, and Bubbles The Clown (what would a celebration be without a clown?). There was a drawing for two Sun Country Airline Tickets, a bed and breakfast stay at Courtyard Marriott and ten rounds of golf were given away courtesy of the Mendota Heights Par 3 Golf Course. A special thank you goes out to the following Parks and Recreation Commissioners who either gave a cash donation or contributed there time and/or talent at the celebration. Cash Donations J. Anyone interested in becoming an umpire can contact Bob Kuehlwein, SSP Umpires Assoc. at 651-453- 5560. Several of the beginning season softball games were played without an official ASA umpire. Substitute umpires will be paid directly by the City of Mendota Heights Parks & Recreation Department. As of Tuesday, May 30, Mr. Kuehlwein was able to frilly staff umpires for our Tuesday night games. Women's Golf Leagues Golf leagues for women began the week of May 22nd. There were enough participants to run a Tuesday morning league and a Wednesday evening league. Friendly Hills Open Sandlot Summer Program Co -Sponsors of the Friendly Hills program, The Mendota Heights Athletic Association, printed approximately 1,500 program fliers and the fliers were distributed to 4th — 8th grade students in the Mendota Heights area. Todd Spicer was willing to rejoin us this year and will be in charge of distribution and organization of sports equipment. The program will start on Monday, June 12, hours will be 10:00 am to 2:00 pm. Sports Equipment Donations The Parks and Recreation Department is accepting donations of sports equipment to be used at the Friendly Hills Open Sandlot Program. The program needs soccer balls, basketballs, hula hoops, basically everything except baseball/softball equipment. All used or new equipment may be dropped off at the Parks and Recreation Department. Relocate Ivy Park warming house to Wentworth Park. I have sent a letter and location map to three house movers to see if they would provide a cost to relocate the existing warming house at Ivy Park to Wentworth and also remove the small existing one at Wentworth. To date, none have contacted me. 2. Estimate of replacement building The average construction cost for a basic garage is $25.00 per square Foot. A warming house requires commercial steel doors, plywood interior surfaces, insulation, heat and basis electric. With upgrades I estimate a square foot cost of from $40 to $45.00 per square foot to construct a new warming house. To add toilets requires sewer and water services plus fixtures. This would add $30.00 per square foot to the cost. The current warming houses at Friendly Hills and Marie Parks are 400 square feet in size (400 s.f. x $45 = $18,000). If toilets are added the size of the building would need to be increased to, say 500 square feet (500 s.f. x $75 = $37,500), Recommendation The least expensive option is to move the Ivy Park warming house. I will increase my efforts to contact a house mover willing to give me a cost estimate. SYNOPSIS: We responded to Marie Park reference the rink attendant smoking marijuana. We determined that he had been smoking marijuana and transported him to the PD where he was released to his mother. On arrival, three males were investigated for use of marijuana. One of the involved males was tab -charged for possession of a small amount of marijuana. He stated it had stalled and he didn't want to leave it on the roadway. Upon arrival in the area there was no sign of a fire. There were also reports of explosions in the area soon after the initial call. After checking the area, a tree in Valley Park was located that had fallen on the high voltage power lines. The fire dept. cleared and the matter was refered to NSP. Upon checking out with said licence plate, I was advised by 2631 that the subjects in the car had been suspended from school for the day. Being the subjects were breaking no laws they were left as is with no further police inquiry. The boaters were advised to remove the motor. On arrival, further investigation revealed that the residents at 723 3rd Ave were having a recreational fire within city ordinance policy. I spoke with the homeowner, John Wirt, and informed him why we were there.
