CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES SEPTEMBER 12, 1995 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, September 12, 1995, in the City Hall Large Conference Room, 1101 Victoria Curve. The meeting was called to order at 5:37 o'clock P.M. The following members were present: Spicer, Libra, Damberg, Linnell and Liberacki. Commissioners Norton and Kleinglass were excused. Also present were Administrative Assistant Kevin Batchelder and Parks Project Manager Kullander. Guests present were Ms. Peggy Lynch, of Friends of the Parks. APPROVAL OF MINUTES Commissioner Libra moved to approve the August 8, 1995 minutes. Commissioner Linnell seconded the motion. AYES: 5 NAYS: 0 Ms. Peggy Lynch, of Friends of the Parks and Trails, appeared before the Parks and Recreation Commission to discuss a tree purchase and tree donation program and to inquire if Mendota Heights would be interested in participating in this program. Ms. Lynch stated that Ramsey County communities have conducted this tree donation and tree purchase program through the Friends of the Parks and Trails over the last four years. Ms. Lynch stated that this is an effort to raise funds for the Friends of the Parks and Trails, to encourage urban forestry and to have people purchase trees so that they can donate them to their local municipal parks. Ms. lynch stated that last year their brochure was distributed with the St. Paul Water billing and that included Mendota Heights. Lynch stated they had received orders for trees from Mendota Heights residents and that two trees were donated through this program to the City's park system. Administrative Assistant Batchelder stated that two maple trees were 1 AYES: 5 NAYS: 0 TRAIL MAPS Chair Spicer distributed park maps that he had discovered when visiting Dakota County's Thompson Regional Park. Spicer stated that these park maps are available in a mailbox at Thompson Regional Park and state the park regulations, the do's and the don'ts, the hours, a contact phone number and a map of the park. Spicer stated that these maps could serve as a prototype for our City map. The Commission discussed the trail maps and trail signs with staff and provided direction on how to incorporate these ideas into our park map system. 11 MENDOTA PLAZA BALLFIELDS Chair Spicer stated that the Parks and Recreation Commission had discussed ballfields at Mendota Plaza on a previous occasion and their original recommendation had been to limit expenditures from the Special Park Fund to $25,000 to address ballfield needs. Spicer stated the estimate by staff shows ballfields at the Mendota Plaza in the range of $50,000 to $60,000. Spicer stated his major concern is the temporary nature of these park improvements. The Commission discussed the temporary nature of this proposal and felt that no expenditures should be made unless their is a guarantee of at least ten years. Commissioner Linnell stated the City might want to wait and find out if there is something we can do at Resurrection Cemetery upon the completion of their master plan. The Commission reviewed the ballfield plan and discussed possible cost cutting measures. The Commission discussed other possible sites for ballfields. The Commission discussed the possibility of new ballfields at the new middle school in Mendota Heights, The Commission was of the consensus that if the City is to enter into any temporary agreement for ballfields at Mendota Plaza that all of our facilities should be salvageable such as fencing, backstop, benches, ag-line, topsoil and everything that could be recovered. Spicer stated the Commission agrees the City needs more ballfields and that the Commission agrees that this is a great location for ballfields, however, there seems to be a feeling from the Commission that all of the money should not come from the Special Park Fund. The Commission discussed Mendota Heights Athletic Association's scheduling of ballfields and 3 VERBAL UPDATES The Commission discussed a letter from Ms. Janet Blesener to the City asking about upgrades to the trail at the intersection of Dodd Road and Highway 110 safer. This item will appear on the September 19th the City Council agenda. Administrative Assistant Batchelder provided an update on the Council discussion of the Burow's farm at their September 5th meeting. Commissioner Kleinglass informed the Commission that he is displeased with the outcome of the Marie/Lexington pond improvements and felt that the City had failed the individual residents in,this area. Kleinglass stated that more landscaping upgrades are needed in this area. Commissioner Libra felt that the City should consider what kind of volunteer activities around these types of pond we want people to do in these areas so that we can guide them in making landscape improvements in wetlands area, as opposed to allowing totally volunteer vegetation to take over. Parks Project Manager Kullander stated that this area had been seeded after final grading. Kullander stated that four hackberry trees and three willow trees will be planted on this location. He stated the slopes are too steep to maintain in a turf condition and that it is costly to level it out by grading. The Commission decided not to stencil the trails this evening and instead scheduled a trail stenciling meeting on Tuesday, September 19th and extended the invitation to all other Commissioners and City Officials to meet them and walk the trails and identify the trails by stenciling. The Commission thanked Dave Libra for organizing volunteers from Sting Soccer and the Mendota Heights Athletic Association Soccer to plant trees along the south border of Kensington Park. Commissioner Damberg stated she would not be available for the October meeting. To: Parks and Recreation Commission From: Sheffi Heinsch, Recreation Programmer Date: October 5, 1995 Subject: 1995 Recreation Programming At the March 14, 1995, Parks and Recreation Commission meeting, I discussed an overview of the recreation programs offered by the City. I included a list of programs currently being offered and possibilities of others to come. The Commission stated it wished for passive recreation programming along with athletic programming. The Commission also discussed joint planning with other organizations. Here is a fist of recreation programs that were offered in 1995: • Ice skating lessons -Six classes were offered with 35 people participating. The number of classes has doubled since it was first offered in 1993. • Build a Bird House -This is the first time this program was offered. The class was full with 18 parent/child pairs. This was a hands on exercise as each parent/child pair was instructed how to build their own bird house. A Naturalist was present to answer any questions about birds, their habitat and what they like to eat. • Natural Wonders -This is a new program that was offered to pre-school children and their parent. It was held a Valley Pazk where songs were learned, stories were read, nature crafts were done and trails were walked. This class was full with nine parent/pre-school pairs and some parents had two pre-schoolers with them. • In -Line Skating Lessons -This program is always a popular three Any program for both adults and children. We always receive many compliments about the instructor, John Glynn. There were 13 participants this year, down from last year I think because it was offered in the middle of the summer instead of the spring and fall as in the past. • Junior Golf League -This was a new program offered this year with 72 juniors participating at the Mendota Heights Par 3 Course. I believe the program will be bigger and more improved next year. • Women's Golf League -This was a new program offered this year that we combined with the West St. Paul league. Repaired bridge at Valley Park three times. The third time total replacement of both railings. Replaced tennis net at Valley Park that was destroyed, total cost $700. Volleyball net was destroyed at Rogers Lake Park, total cost $70. The following maintenance activities were completed by the darks crew during the month of September: • Normal pazk maintenance activities were completed such as mowing, dragging and striping ballfields, equipment maintenance, daily trash pick up, sprinkler system operation and repair. 0 , • Topdressed soccer fields, over seedetd and fertilized newly seeded areas at Kensington Pa • City crews delivered 60 two foot Colorado Blue Spence and Black Hill Spruce to Kensington Pazk and provided two loads of wood chips. Tree installation and spreading of wood chips was done by the M.H.A.A. and Sting Soccer coaches and players. City crews are watering the trees as necessary. • Repaired sprinkler heads at Mendakota Park. • Worked in tree farm at Public Works Garage and prepared for transplantation. TB:dfw September 28, 1995 To: Mayor, City Council and City Administ From: Kevin Batchelder, Administrative Assi Subject: Update on North Urban Regional Trail DISCUSSION On August 15, 1995, the Dakota County Board of Commissioners approved Resolution No. 95-530, which adopted the master development plan for the North Urban Regional Trail. Upon receiving a copy of this resolution, City Council expressed some concerns about the, County's intent in Valley Park. City Council requested an update on this matter to make sure that the County's trail plan was consistent with the City's wishes, as expressed in Resolution No. 9540, A RESOLUTION OF GENERAL SUPPORT FOR THE NORTH URBAN REGIONAL TRAIL. (Please see attached Resolution No. 95-530, Resolution No. 9540 and cover letter to Dakota County.) Staff has met with Dakota County staff to reiterate the City's position on the development of the trail in Valley Park and our concerns about any impact to the current status of Valley Park. Ms. Lynn Moratzka, Dakota County Planning Department, will be present at Thursday evening's meeting to answer any questions. Specifically, City Council was wncerned about the following clause in the County's resolution: BE IT FURTHER RESOLVED, that consistent with the interests of the City of Mendota Heights, future consideration will be given to providing a more level parallel trail in Valley Park, if user demand and funds permit; and Dakota County is aware of the City's desire to limit, or prohibit, future construction or improvements to the existing trail in Valley Park and have indicated that any work or improvements in Valley Park require City approval and agreements. The County must apply to the Metropolitan Council, through the federal ISTEA grant program, for regional funds to pay for this trail. Because the County Board is depending on ISTEA, or regional funding for this trail, it has been designed to regional standards. Dakota County has indicated that this grant proposal will go forward to the Metropolitan Council in the Spring of 1996 when another round of bikeway enhancement grants opens. Our understanding was that this trail segment would be constructed on the south side of the frontage road and would not impact any residential front yards. At Marie Avenue just east of I-35E, Valley Park has a parking lot, picnic shelter, portable toilet, tennis courts, and playground. An existing eight -foot wide bituminous trail exists in Valley Park. This trail runs from Lilydale Road south to the intersection of TH 110 and Dodd Road. This trail was built by and is currently maintained by the City of Mendota Heights, and could serve as the regional trail. Physical Features: Topography of this segment is characterized by rolling terrain with mixed hardwood forest and wetlands in the low areas. The native landscape has been partially disturbed by I-35E, Marie Avenue and adjacent neighborhood park facilities, and a high voltage power line corridor that exists within the park. Native soils identified in the "Survey of Dakota County" are generally characterized as loam or sandy loam within the upland areas and silt loam or muck within the drainage ways and upland depressions. The loam and sandy loam soils are moderately well drained to excessively well drained. The silt loam and muck soils are poorly drained. Soils disturbed by development can not be generally characterized. Land Use: i Area laxig use bordering Valley Park is generally residential. Along TH 110 at the south edge of the park commercial uses exist. Commercial use at TH 110 and Dodd Road includes fast food restaurants, convenience stores, and strip retail. Opportunities and Constraints: t Valley Park facilities will be available to trail users, but may need to be expanded to accommodate both trail users and city residents. An underpass exists where the trail crosses Marie Avenue. The existing trail has some short segments with longitudinal slopes exceeding five percent. These segments should be reconstructed with flatter slopes. The existing eight -foot trail needs to be widened in the future to accommodate all users. Development Plan: � About 1,600 feet of the existing trail should be reconstructed to provide flatter slopes and repair cracked pavement.. • Trail signing and markings should be installed. i!7 Description: This segment is located along the north side of TH 110 from Dodd Road to Henry Sibley High School. From Dodd Road to about one -quarter mile east, vacant land exists within the TH 110 right -of --way. There should be adequate space to locate the trail along TH 110 east of Dodd Road if Mn/DOT does not plan to use the right -of --way. Further east where the TH 110 frontage road is located immediately north of TH 110, the trail may be located between the frontage road and westbound TH 110 ,if a design acceptable to Mn/DOT can be developed. An alternate location would be along the north side of the frontage road. Construction along the north side of the jontage road would impact the front yards of approximately 13 homes. Native soils identified in the "Survey of Dakota County" are generally characterized as loam or sandy loam within the upland areas and silt loam within the drainage ways and upland depressions. Most, of the soils along this segment of the corridor have been disturbed by development and can not be generally characterized. Land L(s�r ; Area la d use along the north side of TH 110 is generally residential. Commercial use at TH 110 and Dodd Road includes fast food restaurants, convenience stores, and strip retail. Henry Sibley High School is located at the east end of this segment. Opportunities and Constraints: The trail will cross Dodd Road on the north side of TH 110 at an existing signalized intersections with cross walks. The trail will provide. improved access to the High School and Valley Park. A crossing of the TH 110 frontage road is necessary at Warrior Road. Construction of the trail along the south side of the TH 110 frontage road will require filling the ditch and instaAation of storm sewer, construction of fence and Mn/DOT approval of the design. Shifting the frontage slightly north and addition of curb along the south side should be considered during design development. . Single-family residential homes exist along the north side of the TH 110 frontage road. If located on the north side of the frontage rand, the proposed trail corridor would impact the front yards of 13 homes. About 35 feet ofright-ofway exists north of the edge of the frontage road. This width is adequate for trail construction, but clearing of vegetation and grading is 13 • The existing eight -foot wide trail needs to be widened in the future to accommodate all users. Danielson, Public Works Direr SUBJECT: Big Rivers Regional Trail Dakota County has completed the plans to construct the Big Rivers Regional trail connection through Mendota Heights, Mendota and Lilydale and have submitted the plans to the Cities for their review and approval. The trail basically follows along the old Soo Line Railroad right-of-way from the Lilydale Regional Park to Pilot Knob Road (see attached map). You will notice on the planning map that the plan shows the trail going under new Trunk Highway 13 and extending to Mendota Heights Road. The costs to install the necessary tunnel under Trunk Highway 13 are too great and that segment has been deleted from this contract. This construction provides the trail to follow in the Trunk Highway 13 rigWof-way on the north side until it reaches Pilot Knob Road as its southern boundary. Bonding for this project is to be 80%'ISTEA (FederaUState) and 204b Dakota County. Dakota Coun"lans on submitting the plans to the State for their review in November, but needs the Cities to Srgn off approving the project before it is submitted to the State. The project is proposed to be bid this winter for 1996 Spring/Summer construction. Because of their size, all of the construction plans have not been included with this packet, however the Engineering Department has reviewed them and, with the exception of some storm water handling questions, which are currently being addressed by Strgar-Roscoe Fausch, the County's consulting engineer, the plans are acceptable. RECOMMENDATION: I have reviewed the construction plans for Dakota County's Big River Regional Pedestrian/Bicycle Trail (several sheets attached).
