1988-04-12 Parks and Rec Comm MinutesApril 12, 1988 Page 1 CITY OF MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES APRIL 12, 1988 The regular meeting of the Mendota Heights Park and Recreation Commission was held on Tuesday, April 12, 1988, in Room 214, City Hall. The following members were present: Leffert, Lachenmayer, Katz, Huber. Also present were Administrator Frazell and Terry Blum, Parks Leadman. The meeting was called to order by Vice -Chair Lachenmayer at 7:00 P.M. APPROVAL OF Minutes of the March 8 meeting were approved MINUTES as amended to read under "Tot Lot: Curley Valley View Neighborhood" Which residents would like to see developed as a play area. PARK MAINTENANCE General maintenance at all parks has been undertaken. They will upgrade all parking lots by addition of more gravel, filling sand around play equipment and wood play structures. Tilling and dragging ballfields - normal trash and debris clean up - tree trimming - tennis courts are adequate but might need to resurface Friendly Hills tennis courts next year...this summer will repaint hockey boards at Ivy Falls and Friendly Hills. REQUEST FOR PARK Dr. Pilney and several residents from that IMPROVEMENTS IN neighborhood presented the history and CURLEY'S VALLEY nature of their request - presented VIEW preliminary proposal suggesting that the neighborhood residents could create a good playground on the lot in question (City owned) for approximately $10,000, rather than the $24,000 estimate for a City constructed park. One of the neighbors in that area is in the business of designing and construction public playground facilities and would donate his services. Dr. Pilney and Chris Schneeman stated that the neighborhood is enthusiastic about the idea and they propose to provide a plan of the playground and will include materials and detailing for City approval. Will provide an itemized statement within two weeks detailing how the money would be spent, and provide to Parks Commission for study prior to next meeting. The Commission April 12, 1988 Page 2 voiced general approval pending more detailed plans. There was some concern regarding the setting of a precedent but since the City owns the lot already, and the area had previously been promised as a play area, and then ignored, it was felt that these special circumstances justify such an endeavor. GRADING PLAN Administrator Frazell described the plan VICTORIA which basically ties into the park dedicated HIGHLANDS on Diane Road (adjacent). Drainage will dictate the use of the area which is approximately 10 acres. NAMES FOR NEW PARKS MH DAY AT ZOO COMMUNITY RECREATION SURVEY PARKS BOND REFERENDUM RAKE & SHOVEL BOXES AT BALL - FIELDS The Commission informally discussed possible names for as yet unnamed parks. Decision was not to participate in this event which was offered in a letter from the Minnesota Zoo. Decided to set this aside temporarily until Administrator Frazell can contact the person conducting the survey. P.R. parties are progressing well and promotional parties are planned. Voting will be May 3. Administrator Frazell has not been able to locate the type described by C. Mastel and will check further. NEW BUSINESS Brief discussion of "dog cleanup". It looks as though the issue may be brought before Council. Katz also mentioned phone call from John Wallace who lives in Sibley area and would like to see a play area in that neighborhood. This led to discussion about the area in Mendota Heights which are not readily served by existing parks - no conclusion reached. ADJOURN No further business, meeting adjourned at 8:45 P.M.
