1987-06-09 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES - JUNE 9, 1987 The regular meeting of the Mendota Heights Park and Recreation Commission was held on Tuesday, June 9, 1987, in the City Council Chambers. Members present were Chair Stein, Marsha Knittig, Carol Damberg, Bob Doffing, Bob Leffert, and Vicki Katz. Bev Lachenmayer was absent. Also present were Larry Decker, consultant from Barton-Aschman and Terry Blum. The meeting was called to order by Chair Jim Stein. APPROVAL OF The minutes of April 6 were approved as MINUTES submitted. ATHLETIC Larry Decker summarized the most recent COMPLEX study to re-evaluate the Riley property site and the Sibley site. He discussed a recent memo containing maps and comparison charts. Some difficulties presented by the Riley site are wetlands, topography and utility easements. The new siting closer to I-494 would allow maximum utilization of the property. Mr. Decker compared the advantages of the two sites including development costs (Table 1) and concluded that the Sibley site clearly offers more facilities for about $1 million less. The Sibley site is preferable because: - central location within the City - number and diversity of fields - access, fewer potential traffic problems - better parking facilities Commissioner Leffert moved that the Parks Commission reaffirm support of an athletic complex at the Sibley site and recommend that the City Council reinitiate negotiations with the School District with the intent of entering into a Joint Powers Agreement. The motion was seconded and passed,,� Discussion included a reminder that two additional advantages of the Sibley site are shared maintenance costs and less property being taken off the tax rolls. The intent is to bring this to the City Council for consideration at the July 7 meeting. SUMMER PARKS This was described by Terry Blum. MAINTENANCE MCCLOUD Howard Bream was present to speak about PROPERTY development of the McCloud property. "Bream" builders are intending to develop single family homes and townhomes on the site. Following discussion, the Parks Commission decided to recommend "non - conventional" use and dedicate property along the freeway edge of this parcel as parkland. It would be to the developer's advantage because that is less desirable property for homesites, and it would be to the City's advantage because the developer would be willing to dedicate a larger percentage of land and provide amenities to connect with the trail system. CIVIC CENTER Bob Doffing led discussion about the 20' FENCE backstop and service road perimeter fence for the Lexington/110 ballfield, which was unanimously recommended by the Parks Commission, but rejected by the City Council. It is again recommended by the Commission that the Council reconsider this issue at the July 7 meeting. ANNOUNCEMENTS Commissioners were reminded of the meeting to be led by the Metropolitan Mosquito Control District, Carol Damberg recommended that dog licensing fees be equal for neutered males and spayed females, and that higher fees be required for unaltered animals. Katz, Secretary CITY OF MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES - APRIL 6, 1987 The regular meeting of the Mendota Heights Park and Recreation Commission was held on Monday, April 6, 1987, in the City Council Chambers. Members present were: Chair Jim Stein, Bev Lachenmayer, Marcia Knittig, Carol Damberg, Bob Leffert, Bob Doffing and Vicki Katz. Also present were City Administrator Kevin Frazell and Barry Warner from Barton Aschman. Chair Stein called the meeting to order at 7:00 P.M. APPROVAL OF Minutes of the February 10 meeting were MINUTES approved as submitted. SCHOOL BOARD Chairman Stein introduced discussion of the VETO OF JOINT recent School Board veto of the joint powers POWERS AGMT. agreement regarding the Henry Sibley High School Athletic complex, which virtually killed the bond referendum as it stands. The Commission discussed options and alternate sites and recommended the April 21 referendum be cancelled. The concensus of the Commission is to continue to try to work :toward agreement with the School Board on the Sibley site. Two School Board positions are up for election in May, it might lead to a more favorable disposition of the matter for a future bond issue. LIQUOR Parks Commissioners agreed unanimously to a CONSUMPTION resolution consistent with School property ISSUE restrictions on consumption of alcohol on Sibley complex premises. Such a resolution could be included in future bond issue negotiations. MEETING WITH The Commissioners recommended a meeting with CITY COUNCIL the Mendota Heights City Council and Mayor to clarify issues for continued discussion of a park bond issue. City Administrator Frazell will arrange and advise. COPPERFIELD/ Dick Putnam of Tandem Corporation, presented HAMPSHIRE maps and diagrams of proposed park space in ESTATES PARK the development. High water marks and 10% LAND DEDIC- requirement have led to some changes. He ATION discussed grading and seeding the site and perhaps the necessity to forego some improvements as of expense of additional land acquisition. The Commission members recommended the 10o minimum park land dedication be maintained. ADJOURN There being no further business to come before the Commission, the meeting was adjourned at 8:50 P.M.
