1986-07-08 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS PARK AND RECREATION MINUTES, JULY 81 1986 The regular meeting of the Mendota Heights Park and Recreation Commission was held on Tuesday, July 8, 1986, in the City Hall Council Chambers. Chairman Stein called the meeting to order at 7:00 P.M. The following members were present: Stein, Damberg, Doffing, Knittig, Leffert. Absent: Singer, Schneeman, both excused by Chairman Stein. Also present were City Administrator Frazell, Barry Warner from Barton Aschman Associates, and Recreation Director Selander. APPROVAL OF Minutes of the May 13 meeting were approved as MINUTES mailed. SCHOOL BOARD City Administrator Frazell gave a status UPDATE report with school board members and staff regarding the proposal of Barton-Aschman to share the cost of preparing a joint venture agreement with School District #197. Discussion followed by the Commissioners outlining proposed timetable, options and alternatives. WACHTLER PROPERTY Mr. Michael Halley, of Halley Land Corporation, gave a presentation of a proposed subdivision of the Wachtler property. There was discussion, however at this point in the meeting, many neighborhood citizens entered the chambers and some asked to be heard. Chairman Stein recognized all who wished to speak and accepted a petition with approximately 75 signatures. The speakers with the petition asked the City to grant permission to build a single family subdivision rather than use the Wachtler property for a major park site. Commissioner Knittig moved, seconded by Commissioner Doffing to recommend to the City Council to pass an interim ordinance prohibiting the subdivision of the Wachtler property site, pending the completion of certain studies. At that point, Commissioner Damberg made a motion to table the previous motion until the next meeting. Commissioner Knittig seconded the motion. There being no discussion CITY OF MENDOTA HEIGHTS PARK AND RECREATION MINUTES, JULY 81 1986 allowed, the motion carried. Ayes: 5 Nays: 0 BARYON-ASCHMAN Mr. Warner of Barton-Asohman, led a discussion MEMO of his memo dated June 13, 1986, relating to the potential neighborhood park improvements for Mendota Heights. The discussion also dealt with possible content of a future park bond issue. RECREATION REPORT At this point, Dewey Selander, Recreation Director, joined the meeting having come directly from the evening recreation activities. He reported on the summer activities and discussed an update on park maintenance and conditions. It was the general concensus that park maintenance this year was very good and that the recreation program seemed to be running smoothly. MISCELLANEOUS Commissioner Knittig was appointed Commission representative for an upcoming Dakota County Bikeway Plan meeting on July 29. ADJOURN There being no further business to come before the Commission, the meeting was adjourned. Next meeting will be on August 12, 1986.
