1985-08-13 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES August 13, 1985 The regular meeting of the Park and Recreation Commission was called to order by Chairperson Stein at 7:30 P.M. Members present were: Stein, Damburg, Doffing, Knittig and Singer. Members absent were: Leffert and Schneeman. Also present were Councilmember Liz Witt and Public Works Director Jim Danielson, APPROVAL OF MINUTES Minutes of the July 9, 1985 meeting were approved as submitted. STATUS OF BIKE TRAIL Danielson reported that the first phase of the backbone CONSTRUCTION trail system is completed and in use. Doffing said the gravel portion of the trail through the lot at the corner of Timmy and Cullen looks unfinished and there was some washout in the recent rains. Doffing moved to ask the Council to allocate funds for blacktopping the Curley Add- ition segment of the trail at Timmy and Cullen. Singer seconded the motion, which passed unanimously. Ayes: 5 Nays: 0 SOUTHEAST AREA The Commission discussed the potential strain that develop - DEVELOPMENT ment in the southeast area of the City would put on current park facilities, and what type of park contributions by the developers would be advisable. Singer made the following recommendation: that the City Council postpone final plans for development in the southeast area until completion of the pending park study, and that the Commission be actively involved in the park development in that area. Damburg seconded. Ayes: 5 Nays: 0 Knittig and Damburg will represent the Commission at the City Council/Planning commission meeting on August 27th. PARK PLANNER HIRING Stein reported that the Council has agreed to hire a park planner and is waiting on a recommendation. Singer and Doffing synthesized proposals for the comprehensive park system plan from several services, and the Commission discussed the proposals in detail. Ayes: 5 Nays: 0 Singer moved to recommend Barton -Ashman Associates, Inc. to update the City's master park system plan. Damburg seconded the motion. The Commission agreed that the contract should reflect the urgency of the project. August 13, 1985 Park and Rec Minutes Page Two BASKETBALL AND Danielson said that the Council favored basketball and VOLLEYBALL COURTS volleyball courts, but that he needed more information on the number of courts and bangboards to figure costs. This item will be continued to the next agenda. CHERRY HILLS DRAINAGE Danielson explained the drainage problem in Cherry Hills and the proposed solutions and funding. Knittig moved that: 1. Regrading in the Wachtler property is premature and should wait completion of the park study and 2. Park funds should not be utilized to cover work done prior to completion of the aforementioned. Doffing seconded the motion. Ayes: 5 Nays: 0 MISCELLANEOUS Doffing will attend the August 20th Council meeting. The next meeting of the Park and Recreation Commission will be September 10th.
