PARK AND RECREATION COMMISSION
MINUTES
July 9, 1985
The regular meeting of the Park and Recreation Commission was called to order
by Chairperson Stein at 7:35 P.M. The following members were present: Stein,
Singer, Doffing, Leffert, and new member Carol Damberg. Absent were: Schneeman
and Knittig. Also present were Jim Danielson, Public Works Director, Dewey
Selander, Recreation Director and Liz Witt, Councilmember.

COMPREHENSIVE Councilmember Liz Witt presented a plan to hire park planner
PARK STUDY David A. Kirscht Associates for a fee of $23,400 to update
the City's master park system plan. The fee would also
include preparation of schematic plans for two proposed site
acquisitions (see letter #1). After a great deal of discussion,
a motion was made by Robert Leffert to recommend to the City
Council the concept only of hiring a park planner using park
monies to satisfy the fees incurred. Alan Singer seconded the
motion. Upon vote, motion passed unanimously.

PARK SURVEY Discussion was held concerning the recent park survey. The
survey indicated that bike/walking trails are the most impor-
tant area of improvement sought by those who returned the
survey. Chairperson Stein also asked that the secretary
record in the minutes that basketball courts and volleyball
courts also were high on the list of improvements and that the
City Council consider funding these two improvements (see recent
park and recreation survey responses, June 1985 - #2).
CITY HALL COMMITTEE Chairperson Stein was asked by City Administrator Frazell to
request volunteers from the Park and Recreation Commission for
membership on the City Hall Task Force Committee. Robert
Doffing and Alan Singer both volunteered to serve on this
task force.
WACHTLER MEETING A meeting with Mr. Joe Wachtler and his attorney was held
with Park Chairperson Stein and City Administrator Frazell
concerning purchase of the Wachtler property by the City of
Mendota Heights. Both the Wachtler family and the City will
have individual appraisals of the property prepared and will
continue their discussions.
BIKE TRAIL UPDATE Commissioner Doffing reported on the trail breaking ceremony on
June 15th, and that the contractor has commenced construction
of the proposed bike trails.
Public Works Director Danielson received a memo from Allen Moe
(see memo #3) Senior Planner for Dakota County concerning the

capital
improvements schedule for 1985 to 1989,
regarding
bike-
way construction. Mr. Danielson was asked to
respond to
this
memo in
a most positive and affirmative manner.
MAINTENANCE REPORT Question arose as to who is to maintain the ballfielda at
Henry Sibley High School. At present, both Mend -Eagan and
Mendota Heights Park and Rec use the fields and it is not clear
whose responsibility it is to maintain the fields.
It was also recommended to Dewey Selander to have more sand
placed around the play structures in each of the parks.
RECREATION PROGRAMS Dewey Selander reported "all is going well with recreation
programs."
COUNCIL REPRESENTATIVE Commissioner Doffing volunteered to attend the July 16th Council
meeting and Commissioner Leffert to attend the August 6th
Council meeting.
ADJOURN There being no further business to come before the Commission,
the meeting was adjourned.
