PARKS AND RECREATION COMMISSION MINUTES
DECEMBER 10, 1998
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, December 8, 1998, in the City Council Chambers at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Liberacki, Norton, Linnell, Craighead, and
Libra. Commissioners Liberacki and Damberg were excused from the meeting. Also
present were Recreation Programmer Bill Bird and Administrative Assistant Patrick C.
Hollister.
Mr. Bird presented a letter from the City of Inver Grove Heights asking other cities in
Dakota County to provide assistance to the Special Olympics,
The Commission asked Mr. Bird to do further research and to come back to a future
meeting with more information.
MINUTES
Commissioner Liberacki moved to approve the November 11, 1998 minutes with no
corrections.
Commissioner Craighead seconded the motion.

CROSS-COUNTRY SING DISCUSSION
The following residents were present for this discussion: Sibley High School cross-country
Ski Coach Tom Gustafson and Team Members Joe Aden, Sarah Malone, and Ryan
Noack. Also present was Janny DeVore, sister of Par 3 Golf Course owner Mike Cashill,
Mr. Bird introduced the subject by saying that the Parks and Recreation Commission had
discussed for several years the idea ofcross-country ski trails at Par 3 Golf Course, and
possibly extending into Valley Park. Mr. Bird announced that a partnership of between
Sibley High School and the Par 3 Golf Course had been formed to create cross-country ski
trails on Par 3 for use by the ski team and the general community.

Mr. Gustafson said that the school had bought a trail groomer to be pulled behind a
snowmobile and that he wanted to ask the City if they would be willing to either purchase
the snowmobile or contribute money toward a snowmobile for the schools use. Mr.
Gustafson justified the City's potential contribution by saying that the ski trails would be
open to and heavily utilized by residents of Mendota Heights.
Commissioner Libra moved to recommend that the City contribute $4000 as seed money
for the cross-country ski trails, to be taken from the Special Parks Fund if appropriate, or
other suitable source.
Commissioner Craighead offered a friendly amendment that the City also provide a
Satellite for the golf course and help pay for a signage (up to $500) announcing that these
ski trails were open to the general public.
Comrrtissioner Libra accepted the friendly amendment.
