PARKS AND RECREATION COMMISSION MINUTES
MARCH 10, 1998
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, March 10, 1998, in the Large Conference Room at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Spicer, Kleinglass, Norton, and Linnell, and
Libra. Commissioners Liberacki and Damberg were excused from the meeting. Also
present were City Planner Meg McMonigal of MFRA, Recreation Programmer Bill Bird,
and Administrative Assistant Patrick C. Hollister.
APPROVAL OF FEBRUARY 1Q 1998 PARK AND RECREATION MINUTES
Commissioner Libra moved to approve the February 10, 1998 Parks and Recreation
Commission Minutes with no corrections. Commissioner Linnell seconded the motion.

PARK SHELTERS
Mr. Hollister presented a memo from Mr. Kullander updating progress on Wentworth
Park Shelters.
Commissioner Libra moved to recommend that the Council direct Staff to build both park
shelters at Wentworth for a total cost not to exceed $40,000 and to come to the Parks
Commission with a proposal for a similar sized or slightly larger shelter for Friendly Hills.

PARKS PROJECT MANAGER'S PRIORITIES
Mr. Hollister presented a list of projects for 1998 from IVu. Kullander and asked the
Commission to prioritize them.
Chairman Spicer said that his top five priorities would be:
1. Wentworth Park Shelters
2. Trail Segments for Senior Housing, City Hall, and the Middle School
3. Parks Maps
except prescribed burns. Commissioner Linnell also asked if there should be an exotic
animal ordinance covering lions, tigers and bears.
Birdhouses
Mr. Hollister reported that at the last meeting of the City Council, the Council approved
$500 for birdhouses.
Senior Club
Mr. Hollister reported that at the last meeting of the City Council, the Council approved
$500 for'the Senior Club.
Commissioners' Per -Diem
Mr. Hollister reported that all Commissioners in the City would now receive a $25 per
diem as reimbursement for time and expense incurred in serving on Commissions.
Chairman Spicer said that as a County Judge, accepting the per -diem would be
problematic and that he wished to decline his payment.

Commissioner Libra moved to ask the Council to allow the Parks Commission to create a
special Parks Commission Fund which the Parks Commission could use at their discretion
with each Commissioner having the option of contributing their per -diem payments to the
fund.
Commissioner Kleinglass seconded the motion.

Mr. Ralph Schroepfer; President and Ms: Evelyn Fischer, Secretary of the Parkview
Plaza Residents Association have requested a donation from the city to be used for the
purchase of a public address system and/or a television and -VCR. These items would
be used in the Parkview Plaza Community Room during.meetings and events: 4 You will
find the official request in the attached letter. Several representatives from the
Parkview Plaza Residents Association will be attending the meeting to discuss this
request with the Parks and Recreation Commission:.

Last fall. the residents. of Parkview Plaza established. a "Residents Association". The
association conducts monthly Association Meetings, monthly Board Meetings together
with numerous other social activities throughout the month. The interest and participation
of our residents in the meetings and various social activities has been overwhelming.
Due to the architectural design and layout of our community room we find it essential to
acquire a public address system to effectively conduct our various meetings and activities.
A public address system would also be beneficial to other community events that takes
place in our building, i.e. the Mendota Heights Seniors which meet monthly in our
Community Room.
Also we see the need for a T V and VCR for the Community Room. This could be used
to play tapes of Council Meetings and Candidates Meetings as most of the residents are
new to Mendota Heights and Dakota County. This again could be used not only by
members of Parkview Plaza but other groups in Mendota Heights.
We would be most grateful if the Mendota Heights City Council would consider a
donation or grant to purchase such equipment.
The City Council and others may also find the equipment beneficial at times in which they
may find it appropriate to address our residents.

SUBJECT: Parks Five Year (1997-2001) Capital Improvement Plan
Discussion
The Parks and Recreation Commission last reviewed and modified the Capital
Improvement Plan (CIP) for fiscal years 1997 through 2001 in July of 1996. Most of the
expenditures proposed for 1997 were a continuation of annual maintenance and
improvement programs. Significant changes from the previous CIP were:
1. Item #10 requested $6,000 to make improvements to the Wentworth Park warming
house.
2. The picnic shelters) for Friendly Hills Park were moved to fiscal year 1998.
Item #17 requested funds for playground maintenance, replacement of worn out or
outdated units, and for the addition of new items or play events.
4. Item #5 was for reroofing the picnic shelters in Rogers Lake and Valley Parks.
The Commission recommended that the Council review the Five Year Capital
Improvement Plan as presented and to incorporate the recommended improvements in the
1997 City Budget. At their regular meeting on July 16, 1998, the Council accepted the
Parks and Recreation Commission's recommendation subject to the inclusion of tennis
courts at Hagstrom-King and passed a motion to accept the Parks Capital Improvement
Plan for 1997-2001 and direct Staff to include the proposed projects or items in 1997 for
consideration in the City Budget for fiscal year 1997.
Action Required
Discuss the attached Capital Improvement Plan and provide Staff direction in revising the
planI including tennis courts at Hagstrom-King, for recommendation to the Council at the
May 12, 1998 meeting of the Parks and Recreation Commission.
